This study analyses social, economic and political “lock-ins” for understanding community resilience and land degradation. The study focuses on lock-ins from within communities, using four case study communities in Italy affected by land degradation. Cities are major contributors to global emissions, producers of waste and consumers of resources such as energy, water and food: implementing green development strategies is hence a core challenge of modern city-planning. The attention of research has been focusing on the development of energy efficient, low carbon strategies, yet city decision-makers need truly integrated approaches, as the one proposed by the water-energy-food Nexus. The purpose of our paper is to investigate whether it is possible to take one step in this direction by extending existing approaches to energy efficiency strategies to progressively include other priority resources, in particular water. To test this hypothesis we have taken a robust and well accepted methodology, the ELCC (Economics of Low Carbon development strategies for Cities) developed by SEI and CCCEP, and we have extended it to the case of demand side water efficiency strategies for cities. We have then applied the adapted ELCC framework to the case study of the domestic sector of the city of Bologna (Italy), identifying and prioritizing several efficiency measures. Measures were evaluated through their capital investment, annual values of savings, payback period and reduction in consumption, and then aggregated in different scenarios in order to highlight potential urban investments and to showcase a possible approach to the prioritization of demand side water efficiency measures. The results show that, with an upfront investment of € 17 million, a feasible subset of Bologna’s households could be equipped with five selected cost-effective measures, generating annual savings of € 10.2 million and reducing the total domestic water consumption of 34% by 2020 compared to the 2012 initial value. With additional € 28.5 million, households could be equipped with more costly appliances reaching an overall water reduction of 37% by 2020. Our findings confirm that it is possible to successfully extend current approaches to urban energy efficiency strategies to include demand side water efficiency, adding an important building block to the construction of an integrated Nexus-based approach to green development strategies at the city-level. The Venetian plain is a densely populated area and one of the most economically competitive regions in Europe. Therefore, a sustainable management of the water resources has to be accomplished to preserve both the social and economic value of this area and the regional environment in accordance with the European water policy directives. This paper presents the analysis of hydrologic and hydrogeological water balances of the high alluvial plain (approximately 790 km2) highlighting some important peculiarities that could be crucial for the local water policy. By focusing on the importance of different water budget components, the obtained results indicate in the irrigation the most relevant component of the aquifer recharge. Thus, the irrigation management policy of the Land Reclamation Consortia strongly influences aquifer recharge. Moreover, future scenarios (2071–2100) for the high Venetian plain are performed taking into account the changes of climate and irrigation policy. The inflow of the aquifer suffers a decrease ranging from 18% in the scenario influenced by climate change to 28% in the scenario affected by both the variations. In particular, the irrigation recharge shows the highest reduction due to both an increase in evaporation, owing to an increase in the surface temperature, or the irrigation methods. Therefore, the irrigation management policy adopted by the Land Reclamation Consortia is a fundamental concern. Changes from surface irrigation to spray or drip irrigation could strongly affect the aquifer recharge. The classical technique of surface irrigation is very useful in terms of aquifer recharge in comparison with drip or spray irrigation. However, it also requires a huge volume of water compared with the minimum desirable streamflow of a river and its management policy. Currently in Italy, the transition from conventional irrigation systems to water saving techniques is favored by the Land Reclamation Consortia in response to European and Italian directives. However, the possible reduction of the aquifer recharge could influence the actual social and economic condition of the Venetian plain because the human and industrial water needs are mostly dependent by groundwater exploitation. Therefore, water saving activities should be accompanied by appropriate corrective actions to reduce the environmental and social impact due to the decrease in aquifer recharge. 相似文献

This paper seeks to identify those areas that proved socially vulnerable to the earthquake that struck central Italy on 24 August 2016. The study involved four key steps. First, six relevant social vulnerability indicators were selected, based on previous conclusions in the literature. Second, the indicators were mapped using the inverse distance weighted interpolation method. Third, social vulnerability was assessed according to a spatial combination of the indicators. Fourth, in order to build a heterogeneity map, another approach was employed to represent the spatial variability of social vulnerability and to provide additional information on the synergistic contributions of the indicators. The results indicate that age and accessibility indicators affect the entire region under review, with highly vulnerable zones being close to small historical centres. These findings will be useful to governments, policymakers, and stakeholders with regard to implementing vulnerability mitigation strategies in Italian territories that are highly susceptible to earthquake hazards. 相似文献

SUMMARY Studying the interactions among ecological factors and economic performance measured at the local scale is necessary to suggest policies able to mitigate natural resource depletion in complex ecosystems, like those in the Mediterranean region. The aim of this paper is to explore the relationship among natural resource depletion due to land degradation (LD) and some economic characteristics of local labour systems in Italy, a country where many areas, especially southern regions, are vulnerable. LD was estimated using an environmental sensitive area index, covering the national territory at a fine scale, which takes into account ecological factors such as climate, soil and vegetation. Economic indicators used here consider per capita income, land productivity, production and labour productivity by sector (agriculture, industry and services). A regression analysis was built-up at the LLS scale using an index change over time (1990–2000) as dependent variable and economic variables as predictors. A principal component analysis (PCA) was carried out to synthesise the outputs of the regression analysis. Results indicate a negative relationship among per capita income and LD over the whole study area. However, other variables showed a significant correlation with the dependent variable, highlighting the importance of local factors to increase land vulnerability. In order to clarify the contribution of economic factors to natural resource depletion it is necessary to drive integrate policies to combat LD in dry Mediterranean areas. 相似文献

Italy is an earthquake‐prone country and its disaster emergency response experiences over the past few decades have varied greatly, with some being much more successful than others. Overall, however, its reconstruction efforts have been criticised for being ad hoc, delayed, ineffective, and untargeted. In addition, while the emergency relief response to the L'Aquila earthquake of 6 April 2009—the primary case study in this evaluation—seems to have been successful, the reconstruction initiative got off to a very problematic start. To explore the root causes of this phenomenon, the paper argues that, owing to the way in which Italian Prime Minister Silvio Berlusconi has politicised the process, the L'Aquila reconstruction endeavour is likely to suffer problems with local ownership, national/regional/municipal coordination, and corruption. It concludes with a set of recommendations aimed at addressing the pitfalls that may confront the L'Aquila reconstruction process over the next few years. 相似文献

Originally conceived as practices of resistance against a globalising food market, alternative food networks (AFNs) have recently gained a growing international scientific attention and policy support in the field of rural development. However, it remains difficult to define AFNs as they may assume very differentiated forms and follow very different paths, both from their objective and their spatial organisation viewpoint. This paper proposes a territorial, theoretical and empirical approach to the analysis of AFNs, based on the concept of territoriality as defined by Claude Raffestin and other geographers. On the basis of said concept, AFNs are analysed through three correlated dimensions: space, resources and relations. It is hereby argued that the analysis and definition of AFNs strictly depend on their specific territorial dimensions, assessing on a case-by-case basis their organisation and environmental, social and economic relations, with reference to their diverse organisation scales. At the same time, multiple AFNs may coexist in the same territory and concur to re-define the local food regime and the relationships among food production, distribution and consumption, and territory. 相似文献

Background, Aim and Scope Analysis of the morphological, geological and environmental characteristics of the Sarno River basin has shown the present
degraded condition of the area. Over the past thirty years, the supply of untreated effluent of domestic, agricultural and
industrial origin has ensured the presence of high concentrations of pollutants, including heavy metals. The geological context
of the catchment area has played a major part in determining the current ecological conditions and public health problems:
while human activity has modified the landscape, the natural order has indirectly contributed to increasing the environmental
impact.
Results and Discussion The health situation is precarious as the basin's inhabitants feed on agricultural and animal products, and use polluted
water directly or indirectly. The hazard of contracting degenerative illnesses of the digestive or respiratory apparatus,
bacterial infections or some neoplasia has gradually increased, especially in the last five years. Moreover, polluted basin
waters flowing into the Bay of Naples increase sea water contamination, thereby damaging tourism, public health and degrading
the local littoral quality.
Conclusion The overview presented shows how the environmental state of the Sarno River basin gives considerable cause for concern. The
basin's complex geomorphologic setting has a direct bearing on local environmental and health conditions. The analysis of
the available data demonstrates how the physical aspects of the area are closely linked to the diffusion and concentration
of the pollutants, and how the latter ones have a large influence on the hygienic-sanitary conditions of the local population.
Recommendation and Perspective Specific interventions need to be undertaken to monitor and improve the chemical, physical and microbiological conditions
of water and sediments, especially in light of the geomorphological vulnerability of the river basin. 相似文献
