In 1983 and 1984, drought spread across the northern rangelands of Kenya and herders in lowland Samburu lost substantial portions of their livestock. Food aid arrived when 50 to 75% of the cattle had already died, and after poorer pastoralists were hungry enough to sell their remaining productive animals. No pastoralists died of the immediate effects of the drought, but many were so impoverished that their longer-term prospects for remaining as herders look dim.
This essay discusses the timing and content of famine relief as it applies both to Samburu and other food-stressed areas. It focuses on the process of food acquisition during the northern Kenyan drought itself. The more "indigenous" food strategies of herding, hunting and gathering offered limited benefits. Equally, however, commercial channels for procuring food proved inadequate. Herders could not reliably sell animals to obtain cash for purchased food, nor were the grain and sugar staples always available even when cash was on hand. The Antley-Bixler syndrome is characterized by multiple skeletal fusions including humero-radial synostosis, anterior bowing of the femora, cardiac and renal malformations and a high incidence of early postnatal lethality. In the pregnancy of a mother who had previously given birth to a child with the Antley-Bixler syndrome, prenatal ultrasound diagnosis was performed at 17 and 20 weeks. Fixed flexion of about 80° in both elbows was seen together with humero-radial synostosis and bowing of the ulnae. The fetus performed jerky cranio-caudal movements in its shoulders, but did not, during five hours of real-time observation, move at all in the elbows. Mild anterior bowing of the femora was also observed. The pregnancy was terminated at 21 weeks, and radiological examination of the female fetus confirmed the above mentioned findings including complete bilateral humero-radial synostosis. She also had cardiac and renal malformations. An ultrasound diagnosis of syndromes which have humero-radial synostosis as one feature is possible. Immobility and flexion in the elbows during a long period is probably the essential diagnostic finding. 相似文献

ABSTRACT: Urban stormwater runoff has been recognized as a potential major contributor of pollution to receiving waters. However the projected high costs of control have prompted an examination of the extent to which these impacts have been documented. A nationwide search was conducted for case studies demonstrating a cause-effect linkage between urban runoff and impairment of beneficial uses in receiving waters. The results indicate that numerous definitions of “impacts” are being used and that few substantive data exist to support many of these allegations. Results of a preliminary impact assessment are presented for the 248 urbanized areas of the United States. Then, the results of more recent efforts to assess these impacts in several case studies are described. This assessment demonstrates the critical need for additional short-term and long-term sampling programs. 相似文献

ABSTRACT: An attempt was made to review all available data on the extent and status of riparian ecosystems in the U.S.A. This report presents a synthesis of the findings, including some estimates of how much land was originally covered by woody riparian vegetation, and how much remains in that condition today. A synopsis of information is presented on the status of riparian ecosystems in each of 10 regions: California, Pacific Northwest, Rocky Mountain, Arid Southwest, Plains-Grasslands, Lake States, Corn Belt, Mississippi Delta, Northeast-Appalachian, and Southeast. Woody riparian plant communities once covered an estimated 75 to 100 million acres of land in the contiguous 48 states. Mankind has converted at least two-thirds of that nationwide acreage to other non-forest land uses and it is estimated that only 25 to 35 million acres of riparian plant communities remain in a near natural condition. Across the country, loss of riparian acreages is directly attributable to water resource development (especially channel modification and water impoundment), floodplain clearing for agriculture, and urbanization. In many states of the arid west, the midwest, and the lower Mississippi alluvial valley, riparian vegetation has been reduced in area by more than 80 percent. ABSTRACT. The purpose of this paper is to present and discuss a procedure for finding an optimal staging plan for implementing a multi-basin water resource system-a system that must meet, with tolerable shortages, pre-specified but highly variable demands for water that increase over time-a system such as the proposed Texas Water System. The paper stresses that, in the past, planners have paid little attention to quantifying explicitly the impact that uncertainty has on the decision process, and in that context, presents a means for explicitly evaluating the impact that uncertainty has on finding and evaluating the performance of the optimal and several alternate staging plans. The procedure presented evaluates the impact that uncertainty, in both the hydrologic and the economic variables, has on the decisions that need to be made. The decisions requiring resolution are (1) which of an over-specified set of facilities should be constructed, (2) how large each of the facilities should be at various points in time, and (3) how should the system be operated so as to minimize the capital plus operational costs over the planning period. 相似文献

ABSTRACT. Most of Utah's rapid population and industrial expansion is taking place along the western base of the Wasatch Mountains, with consequent increases in water demand. As a part of Utah's “Developing a State Water Plan,” a foundation investigation of the Utah Lake drainage area, which is at the Southern end of the Wasatch Front, was completed which delineated the quantity and quality of the water resources, present water uses, and opportunities for further water conservation. To prepare water budgets, land use data was collected to delineate all areas using water in excess of normal precipitation, which includes agricultural croplands, phreatophytes, open water surfaces, industrial areas, and urban areas. The water budgets were prepared for the time base 1931-1960, but adjusted to physical conditions existing in 1960. The Initial Phase of the Bonneville Unit of the Central Utah Project is presently under construction, with costs expected to exceed 300 million dollars. The principal feature of this project is the exportation of waters from the Colorado River Basin into the Utah Lake drainage area (Great Basin). This importation provides a large number of alternatives for allocation, reallocation of present supplies, and exportation. The possible effects of the Central Utah Project for realizing some of the above alternatives is delineated. Fortunately, the features of this project allow a wide latitude for water management in Utah, thereby facilitating its corporation into a “State Water Plan.” 相似文献

ABSTRACT: West Bitter Creek floodwater retarding structure site 3 in South Central Oklahoma was instrumented and records obtained and analyzed to obtain information concerning an impoundment water budget that is useful to landowners and designers of these impoundments. On-site loss of water from the impoundment was only 17 percent of the inflow during three years when the annual precipitation averaged 26 inches and the annual inflow averaged 1.4 inches. Runoff from an eroded area with no farm ponds was about 70 percent greater per unit area than from a portion of the watershed where 71 percent of the drainage area was controlled by farm ponds. A previous study indicated, however, that the ponds were reducing runoff only 13 percent. Loss of top soil increases runoff considerably. Only 24 percent of the total runoff into the impoundment was base flow. The flow rate into the impoundment was less than 0.05 cfs 70 percent of the time, and the inflow rate exceeded 10 cfs only 1 percent of the time. SCS runoff curve numbers varied between 57 and 96 for the impoundment watershed with an inverse relation between precipitation amount and curve number apprently caused by partial area runoff from impervious and semi-impervious areas. A comparison of measured event runoff versus event runoff computed by the SCS curve numbers gave an r2 of only 0.44. However, the total computed surface runoff for eight years of record was less than 1 percent below the measured runoff which indicated the curve number method was a good tool for predicting long term runoff for the watershed. 相似文献

ABSTRACT This paper summarizes a study employing a systems approach for analyzing one class of modifications within a poultry processing plant. The modifications considered were changes in water-flow arrangements and process characteristics to reduce water intake of the plant and waste-treatment costs. The object of the study was to develop a technique or techniques by which a combination of proposed modifications could be chosen to minimize water flow through the plant. Existing and proposed flows were represented as a network, and linear programming was used to solve the minimum-flow problem for the network. Application of the technique was made to an existing, typical plant in Durham, N.C. Results of the application showed fresh water intake could be reduced by 45% to 51%, and furthermore that annual returns of 62% to 494% could be obtained on investment in the optimum modification sets, as fresh water costs varying from 10 cents to $1.00 per 1000 gal. Types of modifications of a poultry processing plant are classified by types, and the relative importance and effectiveness of each type are discussed. 相似文献

The Truckee River heads in the Sierra Nevada at Lake Tahoe, and terminates in Pyramid Lake. During the 1969 water year, flow about 9 miles upstream from the mouth (974,000 acre-ft) was almost four times the long-term average, due mainly to heavy winter rains and spring snowmelt. A short period of low-altitude rainfall produced the highest concentrations of suspended sediment, whereas a much longer subsequent period of snowmelt yielded a much greater total quantity of material. The upper 90 percent of the basin yielded about 260 acre-feet (630,000 tons) of sediment at the Nixon gage, whereas an estimated 2,800 acre-feet (6.8 million tons) was contributed by erosion of about 200 acres of river bank below the gage. Solute content at the gage ranged from 80 to 450 mg/l, dominated by calcium, sodium, and bicarbonate, plus silica in the most dilute snowmelt and chloride in the most concentrated low flows. Solute load totaled about 130,000 tons, of which the principal constituents in Pyramid Lake-sodium plus equivalent bicarbonate and chloride-amounted to almost 40,000 tons. The total solute load during a year of average flow may be 45,000-55,000 tons, including 18,000-22,000 tons of principal lake constituents. 相似文献

The traditional factors used to determine safe yield of a groundwater basin (water supply, economics, water quality and water rights) do not include environmental effects. Because of the unique estuarine ecosystems associated with many coastal aquifers, environmental effects should be included in the determination of the safe yield of these aquifers. Controlled saline-water intrusion should be considered as a management tool in coastal aquifers. Artificial aquifer recharge using treated wastewater may be used to increase the safe yield of a coastal aquifer system while preserving the ecology of the coastal ecosystems. 相似文献
