The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

This paper describes the development of an integrated environmental index that may serve as a representation of the general environmental quality at a certain location. This index is meant to be used by local administrators to strike a balance between the development of industrial activities and the protection of sensitive land-uses (housing). The approach used to arrive at this index, based on health considerations, is described, detailing the different steps in the construction of the index: identification, assessment, summation, valuation and aggregation. The index combines environmental quality information concerning noise, odor, air pollution, and risk of industrial calamities. The resulting integrated environmental index is illustrated using data of a pilot project.  相似文献

There is a growing need to develop methods for analyzing resource suitability that are both legally defensible and accurate. Three approaches to suitability analysis are reviewed: the US Soil Conservation Service capability classification and important farmlands mapping; the McHarg, or Pennsylvania, suitability analysis method; and Dutch approaches to suitability analysis. Computer applications and the carrying-capacity concept are briefly reviewed. Three applications of suitability analysis are discussed: examples from Medford Township, New Jersey; Whitman County, Washington; and Abuja, the new federal capital city of Nigeria.  相似文献

As the human activity footprint grows, land-use decisions play an increasing role in determining the future of plant and animal species. Studies have shown that urban and agricultural development cannot only harm species populations directly through habitat destruction, but also by destroying the corridors that connect habitat patches and populations within a metapopulation. Without these pathways, populations can encounter inbreeding depression and degeneration, which can increase death rates and lower rates of reproduction. This article describes the development and application of the FRAGGLE model, a spatial system dynamics model designed to calculate connectivity indices among populations. FRAGGLE can help planners and managers identify the relative contribution of populations associated with habitat patches to future populations in those patches, taking into account the importance of interstitial land to migration success. The model is applied to the gopher tortoise (Gopherus polyphemus), a threatened species whose southeastern U.S. distribution has diminished significantly within its native range due to agricultural and urban development over the last several decades. This model is parameterized with life history and movement traits of the gopher tortoise in order to simulate population demographics and spatial distribution within an area in west-central Georgia that supports a significant tortoise population. The implications of this simulation modeling effort are demonstrated using simple landscape representations and a hypothetical on land-use management scenario. Our findings show that development resulting in even limited habitat losses (10%) may lead to significant increases in fragmentation as measured by a loss in the rate of dispersions (31%) among area subpopulations.  相似文献

Soil erosion on agricultural land is a growing problem in Western Europe and constitutes a threat to soil quality and to the ability of soils to provide environmental services. The off-site impacts of runoff and eroded soil, principally eutrophication of water bodies, sedimentation of gravel-bedded rivers, loss of reservoir capacity, muddy flooding of roads and communities, are increasingly recognised and costed. The shift of funding in the European Union (EU) from production-related to avoidance of pollution and landscape protection, raises issues of cross-compliance: public support for agriculture has to be seen to give value-for-money. In this context risk-assessment procedures have been introduced to help farmers recognise sites where either certain crops should not be grown or anti-erosion measures are required. In England, Defra [Defra, 2005a. Controlling Soil Erosion: a Manual for the Assessment and Management of Agricultural Land at Risk of Water Erosion in Lowland England. Revised September 2005. Department for Environment, Food and Rural Affairs, London] sets out a system of risk-assessment, including ranking of crops susceptible to erosion and anti-erosion measures, that may be selected. We assess this system using field data for an area of erodible soils in the Rother valley, Sussex. The Defra approach correctly identifies most at-risk fields and, taken together with land-use maps, allows non-compliance with advice to be highlighted. We suggest a simple extension to the system which would further identify at-risk fields in terms of possible damage to roads and rivers from muddy runoff. The increased risk of erosion in the study area is associated with certain crops: potatoes, winter cereals, maize and grazed turnips and seems unlikely to be the result of changes in rainfall which over the last 130 years are minimal. We have not evaluated proposed anti-erosion measures in the area because few have been put into practice. The European Water Framework Directive will increasingly focus attention on agricultural fields as a source of river pollution. Assessing the risk of erosion and the need for field testing of suggested approaches, are not simply issues for the EU, but for the management of global agricultural systems.  相似文献

The transport sector is fundamental for the economy but also for personal life. With a growing population and the globalization process, it is not surprising that the demand of transport is set to grow in the near future and certainly until 2050. This paper focuses on the huge potential of progress in the sector of technology for transport. As the principal sector for transport will remain on roads, the paper emphasizes the progress in the automotive sector. Since car manufacturers are investing massively into research and technology development to offer ever more efficient cars—not only energy efficient but also efficient in terms of safety and comfort—the car of tomorrow will be very different from the present one. The increasing role of electronics in cars will synergistically cooperate with that of so-called smart cities. The potential development of methane in the transport sector, mainly used for heavy transportation is discussed.  相似文献

A study of 13 small (less than 7.5 km2) watersheds on Mt. Desert Island, Maine, was conducted from January 1999 to September 2000 to determine nutrient export delivery to coastal waters around the island, and to determine whether a series of wildfires in 1947 have affected nutrient export in burned watersheds. Nutrient export (nitrate–nitrogen, total nitrogen, total phosphorus) was determined for each watershed during the study period, and was normalized by watershed area. The yield of nitrate–nitrogen (N) ranged from 10 to 140 kg/km2/year. Total N yield ranged from 42 to 250 kg/km2/year. Total phosphorus (P) yield ranged from 1.4 to 7.9 kg/km2/year. Watersheds entirely within Acadia National Park (lacking human land-based nutrient sources) exported significantly less total N and total P than watersheds that were partly or entirely outside the park boundary. Nitrate–N export was not significantly different in these two groups of watersheds, perhaps because atmospheric deposition is a dominant source of nitrate in the study area. No relation was observed between burn history and nutrient export. Any effect of burn history may be masked by other landscape-level factors related to nutrient export.  相似文献

The objective of this work was to determine the impact of neighbourhood land-cover in epiphytic lichen diversity. We used geostatistics to analyse the spatial structure of lichen-indicators (number of lichen species and Lichen Diversity Value) and correlate them to land-cover considering different distances from the observed data. The results showed that lichen diversity was influenced by different environmental factors that act in the same territory but impact lichens at different distances from the source. The differences in the distance of influence of the several land-cover types seem to be related to the size of pollutants/particles that predominantly are dispersed by each land-cover type. We also showed that a local scale of analysis gives a deeper insight into the understanding of lichen richness and abundance in the region. This work highlighted the importance of a multiple spatial scale of analysis to deeply interpret the relation between lichen diversity and the underling environmental factors.  相似文献

The Burruyacú district (Tucumán province, Northwest Argentina) has been traditionally an area with rural activities based on the exploitation of the Chaco forest for timber and livestock browsing. Since the 1960s, local institutions started promoting soybean due to favorable land conditions and good market prices. Soybean extension, as from the 1970s, has resulted in important reduction of the Chaco forest and also caused physical soil degradation, especially soil compaction and erosion. A land-use-planning exercise was carried out using the Land-Use Planning and Information System (LUPIS) as a spatial decision support system. LUPIS facilitates the generation of alternative land-use plans by adjusting the relative importance attributed by multiple stakeholders to preference and avoidance policies. The system leads to the allocation of competing land uses to land map units in accordance with their preferred resource requirements, conditional upon the resource base of the area and the stakeholders' demands. After generating a land use plan for each stakeholder category identified in the study area, including commercial farmers, conservative/conventional farmers, and conservationists, a consensus plan was established to address the land-use conflicts between mechanized agriculture, traditional agriculture and forest conservation, and to mitigate soil degradation caused by extensive dry-farming. Although the planning exercise did not directly involve the stakeholders, the results are sufficiently practical and realistic to suggest that the approach could be extended to the entire Chaco plain region.  相似文献

Agricultural landscapes illustrate the impact of human actions on physical settings, and differential human pressures cause these landscapes to change with time. Our study explored changes in the terraced landscapes of Nisyros Island, Greece, focusing on the socioeconomic aspects during two time periods using field data, cadastral research, local documents, and published literature, as well as surveys of the islanders. Population increases during the late 19th to early 20th centuries marked a significant escalation of terrace and dry stone wall construction, which facilitated cultivation on 58.4% of the island. By the mid-20th century, the economic collapse of agricultural activities and consequent emigration caused the abandonment of cultivated land and traditional management practices, dramatically reducing farm and field numbers. Terrace abandonment continued in recent decades, with increased livestock grazing becoming the main land management tool; as a result, both farm and pasture sizes increased. Neglect and changing land use has led to deterioration and destruction of many terraces on the island. We discuss the socioeconomic and political backgrounds responsible for the land-use change before World War II (annexation of Nisyros Island by the Ottoman Empire, Italy, and Greece; overseas migration opportunities; and world transportation changes) and after the war (social changes in peasant societies; worldwide changes in agricultural production practices). The adverse landscape changes documented for Nisyros Island appear to be inevitable for modern Mediterranean rural societies, including those on other islands in this region. The island’s unique terraced landscapes may qualify Nisyros to become an archive or repository of old agricultural management techniques to be used by future generations and a living resource for sustainable management.  相似文献
