将经济规模、污染特征、国家名录制定、国家行业政策、环境风险事故5个方面作为行业选取的影响因素进行分析,构建了行业选取的定量化指标体系,采用层次分析法对权重进行赋值,并制定了不同指标等级判别标准。同时以河南省化工行业为实例进行了细类行业的选取研究,并进一步制定15个行业清单,建议其作为河南省环境责任险制度的试点行业,为管理部门的精细化和针对性管理提供了科学依据。  相似文献

In those states that have not included CWM as hazardous materials in their RCRA programs, the RCRA requirements for management of hazardous waste would not strictly apply to any of the CWM. The Army has historically implemented procedures requiring that chemical warfare agents be managed as RCRA hazardous waste regardless of the concentration, physical form, or configuration of the agent. Such application of strict hazardous waste requirements to management of potentially nonhazardous CWM can result in remedial costs well out of proportion to potential human health and environmental benefits. Recent development of chronic toxicity values for the CWM has opened the door for development of cleanup and waste management standards for waste streams or media containing small residual amounts of CWM. Implementation of this health-based approach to management of CWM remediation wastes may, in part, help to reduce potentially unnecessary hazardous waste management costs for the nonhazardous CWM.  相似文献

Critical subset allocation (CSA) is a methodology for allocating remediation costs at sites where multiple contaminants contribute to the exceedance of multiple regulatory risk standards. The basic unit of allocation in CSA is the critical subset, which is a subset of potentially responsible parties (PRPs) that meets two criteria: 1) the risks associated with the subset exceed at least one regulatory risk standard; and 2) at least one of the PRPs in the subset is individually necessary for the first criterion to be true. Each PRP is assigned an allocation score equal to the number of critical subsets for which that PRP is an individually necessary member. The allocation share of a PRP is equal to its allocation score divided by the sum of all PRP allocation scores.  相似文献

特种设备在印染行业的广泛应用带来经济效益的同时也伴随着事故和风险,政府部门一直探寻有效的风险管理手段。近年来,保险作为转移风险的有效方式在安全生产方面备受关注,然而其在印染行业的特种设备中的应用还不够成熟。因此,文章根据印染行业特种设备的风险特点,着重从人、机、环、管四个方面分析其风险,并运用作业危险性评价法(LEC)评估作业人员的风险等级、计算事故最大可能损失(MPL)、运用等级系数安全评价法评估企业的安全性,从而量化印染企业的责任风险,应用于责任保险的保费费率浮动计算中。  相似文献

Previous comparative studies on environmental policies in the East and West mainly focused on relating differing features of environmental management to different political, social/economic, and ideological conditions in both systems. The present article attempts to identify common experiences. In this respect, an obvious similarity can be seen in the fact that environmental management in the East and West emerged as a regulatory “command and control” approach, which was supplemented later by economic incentives. The 1988 USSR Resolution “On the Radical Transformation of the System of Natural Conservation” introduces a set of economic instruments as one of its main elements. This is less a radical change of environmental policy than a determined acceleration of previous approaches. Existing and newly designed economic methodologies provoke a comparison with similar approaches in market economies. The economic methods designed in the 1988 resolution include charges for the use of natural resources and the emission of pollutants, which are notable for their firm commitment to reduce emissions even below set regulatory standards. While experiences with this approach may be of great interest for Western countries, liability regulations of the United States can be of great use for designing relevant provisions implementing the USSR resolution. A number of bilateral treaties have demonstrated already the political relevance of an East-West exchange of experience in environmental management.  相似文献

本文从《中华人民共和国保险法》出发介绍了环境污染责任保险的特点,从环境权理论、无过错责任理论、侵权责任社会化理论和风险可保性理论四个方面,厘清了环境污染责任保险的理论基础;阐述了国外的发展历程以及国内的发展现状,分析了环境污染责任保险在我国发展存在的问题,提出了可以通过专项课题研究解决环境污染责任保险发展道路上的政策和技术难题,采取稳步推进、扩大承保面、政府支持和市场竞争等方式完善环境污染责任保险,为国内日益严重的企业环境风险问题提供绿色金融方面的解决方案,缓解社会矛盾,减轻政府的管理压力。  相似文献

The number of indoor air quality (IAQ)-related health complaints in commercial buildings, and the frequency of litigation over the effects of poor IAQ is increasing. These increases have ramifications for insurance carriers, which pay for many of the costs of health care and general commercial liability. However, little is known about the actual costs to insurance companies from poor IAQ in buildings. This paper reports on the results of a literature search of buildings-related, business and legal databases, and interviews with insurance and risk management representatives aimed at finding information on the direct costs to the insurance industry of poor building IAQ, as well as the costs of litigation. The literature search turned up little specific cost information, but indicated that there is a strong awareness and growing concern over the “silent crisis” of IAQ and its potential to cause large industry losses. The source of these losses includes both direct costs to insurers from paying health insurance and professional liability claims, as well as the cost of litigation. In spite of the lack of data on how IAQ-related health problems affect their business, the insurance industry has taken the anecdotal evidence about their reality seriously enough to alter their policies in ways that have lessened their exposure.  相似文献
