Examining Hazard Mitigation Within the Context of Public Goods   总被引:1,自引:0,他引:1  
/ This paper presents a case study of an American barrier island devastated by a hurricane to show how it is addressing the free-riding problem and protecting its public goods, thereby contributing to hazard mitigation. It examines hazard mitigation and the free-riding problem within the public goods framework. Free-riding is a term used in the public choice theory and common pool resource literature. It is a term used for describing the actions of rational individuals who freely exploit a collective or public good at the expense of others. Free-riding is a major problem faced by public goods. The problem very frequently occurs in the context of hazard mitigation and coastal resource management. Very little is known about the factors that contribute to the promotion of hazard mitigation. This paper identifies some of the important factors that help local institutions provide and sustain hazard mitigation measures. Theoretical and practical implications for hazards research and disaster management policy are presented.  相似文献

This study analyzes the fishing areas or spots used by artisanal fishers of the Atlantic Forest coast. Fishers include inhabitants of islands of the SE Atlantic Forest in Brazil. Data on fish landings were collected for different islands, in 1986 and 1989–1990, for species caught, technology used and fishing time. Fishing spots were marked or rechecked using GPS in 1997–1999. Fishing is performed in paddled, motorized canoes or in small boats with set gillnets or hook and line. Marine animals caught vary from place to place and include fish, shrimp, squid and crab. Spots used are very stable in time, since they did not change for about 10 years. Among other factors, technology limits the range of access of the fishers to the spots. An informal division of fishing areas or spots is observed, based on the locality of residence of the fishers. The mapping and observed division of fishing spots may be used in local management, helping to control the intrusion of industrial fishers in artisanal areas. Local rules and discrimination of spot users may be helpful for artisanal fishers, especially in areas where conflicts with trawlers occur. The observed long-term stability of the use of fishing spots by artisanal fishers and conflicts with other users indicate the urgency of considering local rules for conservation purposes in Atlantic Forest coastal areas. We report a long-term study of offspring sex ratios in the cooperatively breeding superb fairy-wren Malurus cyaneus. Detailed study of this species had revealed a suite of potentially strong selection pressures on the sex ratio. First, females gain substantial fitness benefits from the presence of helpers; so females without male helpers would benefit from any strategy that increased the probability of recruiting help, such as overproduction of sons (local resource enhancement hypothesis), but large numbers of helper males compete among themselves, favouring the production of daughters (local resource competition). Second, daughters fledged early in the season have far greater chances of recruitment to the breeding population than late-fledged daughters, so mothers would benefit from production of daughters early in the breeding season (early bird hypothesis). Third, extra-group mate choice imposes strong sexual selection on males, suggesting that females mating with attractive sires could benefit from investing in sons (sexual selection hypothesis). However, the predictions from these and other sex ratio hypotheses were rejected. The only convincing evidence for manipulation of the sex ratio was a slight bias towards sons (11 sons to 10 daughters) that occurred regardless of context. Behaviours, opinions and knowledge of citizens on MSW and separate collection were investigated in the city of Mercato San Severino (about 22,000 people), in the Campania region of Southern Italy that is an area suffering from a serious solid waste emergency that has lasted over 17 years due to the absence of treatment facilities. The image of heaps of rubbish in the streets of Naples and other nearby cities is only one side of the coin. Mercato San Severino has adopted an effective kerbside collection system since 2001 and a pay-as-you-throw program during 2005, guaranteeing more than the minimum level of recycling required by the Italian legislation. Structured questionnaires were administered to a sample of 500 people in 2010. Chi-square tests of independence were applied to state whether the differences were statistically significant (5%). About 90% of the sample stated that the success of the separate collection program was due to either the citizens and local authority or only the local authority, highlighting the leading role of the local authority and confirming that trust is the key to any social program success. The registered level of knowledge was better than that of nearby university students and citizens. The higher the education level, the greater the level of knowledge was.  相似文献

Local government (LG) is increasingly playing a role in tackling environmental issues and promoting sustainability. An important element of this LG focus is sustainability education and engagement, yet only few details on the nature of these activities are evident. Similarly there is little understanding of the professional competencies required by LG staff to deliver the relevant sustainability education and engagement activities. A web-based survey of LG sustainability officers in the State of Victoria (Australia) provides insight into the focus of these officers’ work and the competencies they rely on. The findings seek to guide the training and employment of LG sustainability staff and the effective delivery of sustainability education and engagement activities. Broadly, the sustainability officers surveyed are closely involved with activities within their LG organisation, but are engaging less so with specific education institutions, organisational sectors and the community in general. In keeping with this, the major sustainability education and engagement focuses are collaboration with peers and stakeholders, rather than community-wide initiatives. For undertaking sustainability education and engagement activities, systems-thinking, anticipatory competence and normative competence were highlighted as important; however, strategic competence and interpersonal competence were considered most important.  相似文献

This study examined the factors associated with financial support in old age from three primary mechanisms-personal savings,family support,and social insurance-to explore the implications for the future development of China’s rural social welfare system.Cross-sectional surveys of 1392 young and middle-aged rural residents were conducted in July and August2012.The results showed that while social insurance was increasingly acceptable,personal savings and family support still had fundamental value.Combining the three mechanisms,the rural old-age welfare system presented nontraditional features.China’s new rural endowment insurance is discussed as a means to address the need for financial support among the rural aging population.  相似文献

Participatory processes in general and also in relation to managing landscape issues are gathering importance mostly due to arguments surrounding legitimacy and effectiveness in decision-making. The main aim of this research, based on a transaction costs perspective, is to present an integrated analytical framework in order to determine individual efforts (time, money), benefits and risks of participants in landscape co-management processes. Furthermore a reflection on the analytical approach developed and arising lessons to be learned for landscape co-management are presented. In the analytical framework benefit-components comprise of factors such as 'contributing to landscape maintenance/development and nature protection', 'representing one's interest group', 'co-deciding on relevant topics', 'providing and broadening one's knowledge' and 'building networks'. The risks of participation are related to a lack of information and agreements, missing support and actual decision-making power. The analytical framework is applied to two case studies in Austria: an EU LIFE-Nature project and a Cultural Landscape Project of the Provincial Government of Lower Austria. Analysis of the effort-benefit-relations provides an indication for a more effective design of co-management. Although the processes are rated as quite adequate, there is a low willingness of participants to commit additional time to co-management processes. In contrast to the Cultural Landscape Project, in the LIFE-Nature project, professionally involved persons participate next to partly and full volunteers. These uneven conditions of participation and an unfair distribution of transaction costs, jeopardize the promising chances co-management bears for landscape governance.  相似文献

Animals face trade-offs between predation risk and foraging success depending on their location in the landscape; for example, individuals that remain near a common shelter may be safe from predation but incur stronger competition for resources. Despite a long tradition of theoretical exploration of the relationships among foraging success, conspecific competition, predation risk, and population distribution in a heterogeneous environment, the scenario we describe here has not been explored theoretically. We construct a model of habitat use rules to predict the distribution of a local population (prey sharing a common shelter and foraging across surrounding habitats). Our model describes realized habitat quality as a ratio of density- and location-dependent mortality to density-dependent growth. We explore how the prey distribution around a shelter is expected to change as the parameters governing the strength of density dependence, landscape characteristics, and local abundance vary. Within the range of parameters where prey spend some time away from shelter but remain site-attached, the prey density decreases away from shelter. As the distance at which prey react to predators increases, the population range generally increases. At intermediate reaction distances, however, increases in the reaction distance lead to decreases in the maximum foraging distance because of increased evenness in the population distribution. As total abundance increases, the population range increases, average population density increases, and realized quality decreases. The magnitude of these changes differs in, for example, ‘high-’ and ‘low-visibility’ landscapes where prey can detect predators at different distances.  相似文献

Abstract

Local Agenda 21 (LA21), which has its roots in the UN Conference on Environment and Development held in 1992 in Rio de Janeiro, aims at fostering processes of sustainable development on a local level. In this article, we compare the LA21 processes of two cities, Helsingborg in Sweden and Vienna in Austria, to seek insight into the varying implementation approaches of common international political commitments. Our focus of analysis is on the social organisation of the two processes, the way local residents are integrated into LA21 work, and especially the political images of citizens—which we call ‘imagined citizens’—that different actor groups hold. The results of the study illustrate two almost diametrically opposed organisational forms of local sustainability governance, the Swedish process relying on a more expert-led, technocratic model of implementation and the Austrian process strongly building on deliberative forms of citizen participation.  相似文献
