有别于单纯的"区域竞争"模式,国土空间开发格局逐渐成为新形势下我国区域发展的基础和前提,区域开发应满足前者的基本要求。本文根据各省基于县级单元的主体功能区划,以2010年为基年,通过建立人口、经济、产业结构和温室气体排放等多层次指标体系,评价"十二五"时期我国区域低碳经济与国土空间开发格局协调发展的进展程度。研究发现,城市化地区(重点开发区和优化开发区)以占不到18%的国土面积,集聚了1/2以上的人口和3/4的经济产出;农产品主产区的面积占比超过1/4,人口比例接近1/3;重点生态功能区面积比例接近56%,人口比例低于10%。2010—2014年,从全国范围看,各类主体功能区的发展态势与其功能定位基本吻合,表现为优化开发区、农产品主产区和重点生态功能区的人口和经济集聚度均有微降,而重点开发区有所上升;各区产业结构均有所优化,但农产品主产区和重点生态功能区产业结构调整的幅度小于城市化地区。具体到各省,研究发现本文所研究的"协调性"进展与传统意义上的东、中、西区域划分和发展水平并无直接关系,例如同为东部地区的京津冀三地,协调性进展有显著差异,也显示出三地协同发展的难度。相反,一些惯常认为发展较为落后的省区,例如河北、青海、山西等地,在经济发展与国土空间开发格局的协调性方面所付出的努力和成效走在前列。部分地区低碳发展与其国土空间开发格局呈现出相对不协调的态势,主要表现为农产品主产区和重点生态保护区都出现了经济集聚度上升、产业结构劣化、CO_2排放大幅度上升、排放强度甚至也上升的趋势。  相似文献

Solid major accident prevention management is characterized by efficient and effective risk assessments. As a means of addressing the efficiency aspect, decision support analysis software is becoming increasingly available. This paper discusses the results of a survey of decision support tools for investigating (internal and external) major hazards in the chemical industry. The most significant features, such as the usability and the functionality of the toolkits are discussed. Toolkit characteristics are analyzed in the light of the different major risk decision process stages. Consequently, valuable supportive information for company decision makers purchasing such software is given. Furthermore, conclusions are drawn and recommendations are formulated for establishing priorities for future risk toolkits developments.  相似文献

重大危险源是指工业活动中危险物质或能量超过临界量的设备、设施或场所。工业活动中重大火灾、爆炸、毒物泄漏事故 ,尽管其起因和影响不尽相同 ,但都有一个共同的特征 :其根源是存在大量的易燃、易爆、有毒物质或具有引发灾难事故的能量。重大危险源同重大事故隐患是两个既有联系又有区别的概念 ,前者强调设备、设施、场所中存在或固有的危险物质 (能量 )的多少 ,后者则可以认为是出现明显缺陷 (人的不安全行为 ,物的不安全状态或管理上的缺陷 )的重大危险源。从重大事故隐患治理到重大危险源普查 (申报 )、监控是预防重大事故理论与技术的进步 ,是从源头抓预防 ,是落实预防为主 ,关口前移的具体体现 ,也是国家安全生产法律、法规的强制要求。笔者论述了重大危险源监控、重大事故隐患治理与重大事故预防之间的区别与联系 ,用事故是能量意外释放的观点 ,论述了安全是相对的、危险是永存的、事故是可以预防的 ;分析了建立重大危险源监控体系与重大事故预防控制体系的几大要素 ,即危险源辨识、评价、分级管理与监控 ,应急救援等。  相似文献

Some recent accidents involving the bioenergy production and feedstock supply chain raised concern on the safety of such technologies. A survey of major accidents related to the production of bioenergy (intended as biomass, bioliquids/biofuels and biogas) was carried out, and a data repository was built, based on past accident reports available in the open literature and in specific databases. Data analysis shows that major accidents are increasing in recent years and their number is growing faster than bioenergy production. The results obtained represent an early warning concerning the major accident hazard of bioenergies, and suggest the importance of risk awareness and safety culture in bioenergy production, in the perspective of a safe and sustainable exploitation of renewable resources.  相似文献

This paper analyzes the diffusion of evacuation advisory warnings during regional evacuations for accidents that release toxic vapors. Investigations results on the propagation of evacuation advisory warnings in the ‘4.16’ chlorine release and the explosion accident at Chongqing Tianyuan Chemical Factory in China, and a comparison analysis of the evacuation notification process of six typical leakage accidents are presented in this paper. After conducting the evacuation notification investigation on the ‘4.16’ accident, in which 401 valid questionnaires were collected from people who should have evacuated during the accident, the methods and channels of the evacuation notification, the notification efficiency, and the actual response efficiency of the recipients after the issuing of the evacuation advisory warnings were analyzed. A comparison analysis of the evacuation notification process is performed by analyzing six typical leakage accidents, and basic principles of evacuation notification for a regional evacuation for toxic vapor release accidents are proposed.  相似文献

Since the late 80s the application of quantitative risk assessment to the issue of land-use planning with respect to major accident hazards emerged as a topic to be addressed within the safety assessment of chemical and process plants. However, in the case of industrial clusters or complex industrial areas specific methodologies are needed to deal with high-impact low-probability (HILP) events. In the present study, innovative methodologies developed for the quantitative assessment of risk due to domino and NaTech scenarios are presented. In recent years a set of models for the calculation of equipment damage probability were developed. A specific effort was dedicated to the improvement of models for the calculation of equipment damage probability in these accident scenarios. In the present study, the application of these models to case-studies was analyzed. The results of the improved models obtained for NaTech quantitative assessment were compared to previous results in the literature. A specific innovative approach was developed to multi-level quantitative assessment of domino scenarios, and its potential was analyzed. The results were examined also evidencing the role and the progress with respect to the pioneering work started on these topics by Franco Foraboschi.  相似文献

In the past 10 years, the vapor cloud explosion at Texas City, the ammonium nitrate explosion in Toulouse, a pipeline disaster in Belgium, and three near total loss events in Norway have highlighted that major accident process safety is still a serious issue. Hopes that PSM or Safety Case regulations would reduce process events by 80% have not proven true. The Baker Panel, convened after Texas City developed a series of recommendations, mainly around leadership, incentives, safety culture and more effective implementation of PSM systems. Many US-based companies are working hard to implement the Baker recommendations. In Europe, an approach built around safety barriers, especially relating to technical safety systems, is being widely adopted.The author’s company has carried out a global survey of process industry initiatives, for both upstream and downstream activities, to identify what the industry itself is planning to enhance process safety in the next 5-10 years. This paper presents a summary of some of the major programs and initiatives as apply to traditional oil majors, newer national oil companies, and the chemical industry. These are a mixture of Baker recommendations, barrier approaches and tighter integration of process safety and asset integrity. While the factor of 10 improvement achieved in occupational safety over the past 20 years seems unattainable for process safety, a factor of 3-4 improvement in the next 20 years does seem possible. This would call for significant effort on the part of operators, but the benefits fully justify the effort.  相似文献

Escalation of primary accidental scenarios triggering a “domino effect” have caused extremely severe accidental events in the chemical and process industry. The identification of possible escalation events is required in the safety assessment of sites where relevant quantities of hazardous substances are stored or handled. In the European Union, “Seveso-II” Directive requires the assessment of on-site and off-site possible escalation scenarios in sites falling under the obligations of the Directive. In the present study, a methodology developed for the quantitative assessment of risk due to domino effect was applied to the analysis of an extended industrial area. Recently developed equipment damage probability models were applied for the identification of the final scenarios and for escalation probability assessment. The domino package of the Aripar-GIS software was used for risk recomposition. The results evidence that quantitative risk assessment of escalation hazard is of fundamental importance in order to identify critical equipment and to address prevention and protection actions.  相似文献

The thermal oxidation of 2-chlorophenol (2-CP) in air was investigated using a perfectly stirred reactor at 1 atm over the temperature range 450–900 °C. The relative concentration of 2-CP was 1000 ppmV (equivalence ratio Φ = 0.03). About fifty organic products were identified as trace species. The concentration profiles of 2-CP, carbon oxides as well as those of seventeen major organic intermediates and six non-to-lower chlorinated dioxins and furans were presented as a function of temperature for a residence time of 2 s. The most abundant intermediate products were carbon monoxide, 2 H-pyran-2-one, chlorobenzene, 4-cyclopenten-1,3-dione, phenol, benzofuran, 2-chlorohydroquinone and 2-indanone. These concentration profiles have revealed that temperatures of at least 900 °C were needed to completely oxidize 2-CP, CO and all other organic byproducts to carbon dioxide. Reaction pathways accounting for the formation of most observed products are proposed.  相似文献
