Several theoretical, analytical, and institutional difficulties have impeded the development and application of the assessment of cumulative environmental impacts. Watershed development on coastal wetlands offers an ideal context for evaluating the land disturbance target approach to cumulative impact assessment. A model land use planning system involving a time series approach was developed for Elkhorn Slough in California. The approach included four major components: evaluation of erosion susceptibility, measurement of land disturbance, establishment of a land disturbance target, and a comparison of existing and target land disturbance values. Further research is needed to test the transferability of the approach in a wide range of coastal watersheds and to verify the applicability of the methods to other cumulative impact problems. 相似文献

This paper focuses on comparative review and analysis of the systems of environmental protection, national environmental strategies
and fundamentals of environmental legislation in Australia and the Russian Federation. These countries have many socioeconomic
similarities, such as low population densities and richness in natural resources which are largely exported. The main disparity
between Australia and Russia is in the types of economy. This paper ‘continues’ the sequence of recent scholarly publications
on comparison of various features of environmental policies in the countries from all over the world. Comparative analysis
in this research has been based on examination of scholarly publications, legislation, government documents, mass media sources
and NGO responses. The analysis has revealed a number of differences including top-down implementation of policies in Russia
whereas in Australia, each State (Territory) implements policies with significant independence from the Commonwealth Government.
At the same time, similarities between the countries have been identified: for example, in deficits in the budget of local
environmental authorities and in the presence of contradictions in legislation at national and regional levels of government.
Suggestions resulting from this analysis include further integration of sustainable development strategies at all levels of
Australian government to encourage further protection of the environment and, for Russia, creating a separate Ministry of
Environmental Protection. These approaches should assist facilitation of sustainable development for both nations.

This study explores the interlinkages among population, environment and poverty and presents empirical evidence in a developing
country like Pakistan. It gives alternative views on population environment linkages. It explains poverty trap, market based
harmony, and dual effect of poverty on the basis of a link between population growth and natural resource degradation. In
addition, the paper also highlights social and political instability through population-poverty-environment spiral. It also
presents empirical evidence on population-environment-poverty nexus in Pakistan. It also compares environmental sustainability
index and human development index for selected Asian countries. The paper also gives scores for different components of environmental
sustainability index for Pakistan and compares these with India. The paper concludes that the causal relationship between
poverty and environment works in both directions, often through changes in GDP and population. Population stress does not
have any significant direct effect on all aspects of environmental status in Pakistan.

在借鉴已有理论的基础上,界定了人口长期均衡发展的内涵,提出人口长期均衡包含人口内部均衡和人口外部均衡两个方面,人口内部均衡包括人口数量、人口质量和人口结构三个维度,人口外部均衡包括人口与经济、人口与社会、人口与资源、人口与环境四个维度;在此基础上构建了人口长期均衡发展的指标体系和评价模型,指标体系设定为三级,第一级包括人口内部均衡和人口外部均衡两个方面,第二级由人口数量、人口质量、人口结构等七个部分构成;第三级指标包括反映内部均衡的7个指标以及反映外部均衡的13个指标.并使用层次分析法确定了指标的权重;采用2000-2007年31个省级单位的数据对人口长期均衡发展评价模型进行了验证,并对人口总体均衡水平以及影响人口均衡发展的关键要素进行了实证分析.结果表明.北京、上海和浙江分列前三,人口均衡发展程度最高.从影响均衡程度的关键因素看.人口质量和人口结构是制约人口自身均衡的主要因素,人口与社会的均衡状况对人口与外部系统均衡制约最大,其次是人口与经济的均衡状况. 相似文献

This paper is concerned with the sustainable development of a self-drive tourist destination in the remote region in Northern Australia. It first compares officially used data on visitor profiles to the information collected in the survey. Differences between data collected and available secondary data imply that tourism planning should include collection of region-specific tourism information to guide and mitigate potential environmental changes. Natural landscape features are the key attraction for visitors to the region. Visitor satisfaction levels with the current state of the destination are high. However, local residents reported perceived negative impacts of tourism, in particular on amenities and the ecology of the landscape. Visitors also reported behavior that might contribute to environmental impacts. Implications of the findings, in the context of future destination planning, are discussed. 相似文献

ABSTRACTGlobal environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative (BRI). BRI are also closely linked with South–South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals (SDGs) could address global environmental governance deficits and enhance cooperation among nations. 相似文献

This essay attempts to distinguish between traditional notions of public participation and participatory communication, particularly as currently practiced in non-US settings. In addition, specific tools for facilitating participatory communication are identified and discussed. The essay is based on the author's extensive experience as a conflict mediator and public participation consultant and scholar. Abstract The Clean Development Mechanism, a flexibility mechanism contained in the Kyoto Protocol, offers China an important tool to attract investment in clean energy technology and processes into its electricity sector. The Chinese electricity sector places centrally in the country's economy and environment, being a significant contributor to the acid rain and air pollution problems that plague many of China's cities and regions, and therefore a focus of many related energy and environmental policies. China's electricity sector has also been the subject of a number of economic analyses that have showed that it contains the highest potential for clean energy investment through the Clean Development Mechanism of any economic sector in China. This mechanism, through the active participation from investors in more industrialized countries, can help alleviate the environmental problems attributable to electricity generation in China through advancing such technology as wind electricity generation, clean coal technology, high efficient natural gas electricity generation, or utilization of coal mine methane. In this context, the Clean Development Mechanism also compliments a range of environmental and energy policies which are strategizing to encourage the sustainable development of China's economy. 相似文献
