/ The rural West of the United States is considered strongly antienvironment. The traditional economic reliance of the area on natural resources has long explained this antienvironment stance. The region consistently elects federal officials who as a group consistently vote against environmental bills and seek to undo existing federal environmental regulation. These politicians defend their antienvironment actions based on their perception of the economic composition and interests of the region. Recent studies, however, have suggested that rural residents are increasingly concerned about environmental issues. These studies, however, lack a consistent theoretical basis. This article uses an alternative economic typing system to examine the economic composition of rural Idaho and suggests that the results found using the alternative typing system might provide a theoretical basis to explain why some studies are finding increased rural environmental support. The results show that rural Idaho is much more economically diverse using this alternative typing methodology compared to the outcomes of traditional USDA economic methodologies. ABSTRACT: Sound water resource management requires comparison of benefits and costs. Many of the perceived benefits of water relate to providing instream flow for recreation and endangered fish. These uses have value but no prices to guide resource allocation. Techniques to estimate the dollar values of environmental benefits are presented and illustrated with several case studies. The results of the case studies show that emphasis on minimum instream flow allocates far less than the economically optimum amount of water to instream uses. Studies in Idaho demonstrated that optimum flows that balance benefits and costs can be ten times greater than minimum flows. The economic benefits of preserving public trust resources outweighed the replacement cost of water and power by a factor of fifty in California. While it is important to incorporate public preferences in water resource management, these economic survey techniques provide water managers with information not just on preference but how much the public is willing to pay for as well. This facilitates comparison of the public costs and benefits of instream flows.  相似文献

Developmental relief has become the central doctrine of 'good practice' in humanitarian responses to complex political emergencies. This is despite the fact that a proliferation of such emergencies reflects a failure of development for people in those countries in crisis. Drawing on case study material from Sudan, Somalia, Rwanda and Uganda, this paper challenges assumptions made about the efficacy of developmental relief models in complex emergencies. The trend towards developmental relief practices coincides with an increasing acceptance of higher levels of humanitarian distress in Africa. Myths of aid dependency and the pursuit of sustainable programming in the midst of war are linked to a global reduction in aid. The mantra of 'local solutions to local problems' locates the causes of crises firmly within those societies in crisis. It provides a premise for international disengagement, and the denial of international responsibility for the genesis and prolongation of humanitarian crises in Africa. Assigning solutions to the poor, the marginalised and victimised through enhanced 'participation' and local financing of services sustains a myth that development is occurring, when in fact levels of distress are rising.  相似文献

In 1990 the Dutch government decided to stop any further long-term landward retreat of the coastline. This policy choice for a ‘dynamic preservation’ is primarily aimed at safety against flooding and at sustainable preservation of the values and interests concerning the dunes and beaches. Five years later, a first overview of the benefits and bottlenecks of the new coastal defence policy could be presented, which was published in the second governmental coastal report ‘Kustbalans 1995’ (coastal balance 1995). This consists of three elements: (1) evaluation of the implementation of ‘dynamic preservation’, (2) the consequences of several natural and anthropogenic developments in the coastal zone and (3) integrated coastal zone management. The present report describes experiences of Dutch coastline management and summarizes the main conclusions of the second governmental report. The overall conclusion of the evaluation study is that the 1990 choice for ‘dynamic preservation’ was right. Sand supply is an effective method of coastline maintenance, which also serves functional uses in the beach and dune area. However, nearly a doubling of the supply volume is necessary to compensate for sand losses in the coastal zone. A more integrated management of the coastal zone is necessary to find an equilibrium between the interests of socio-economic development and the maintenance of a natural, dynamic system.  相似文献

Abstract:  Efforts to suppress wildfires have become increasingly problematic in recent years as costs have risen, threats to firefighter safety have escalated, and detrimental impacts to ecosystems have multiplied. Wildfires that escape initial suppression often expand into large, high-intensity summer blazes. Lost is the legacy of smaller fires that likely burned outside extreme weather and fuel conditions and resulted in less severe impacts. Despite the recognized need for modifications to existing policies and practices, resource agencies have been slow to respond. The spread of exotic species, climate change, and increasing human development in wildlands further complicates the issue. New policies are needed that integrate social and ecological needs across administrative boundaries and broad landscapes. These policies should promote a continuum of treatments with active management and reduction of fuel hazard in wildland-urban interface zones and reintroduction of fire in wildlands. Management goals should focus on restoration of the long-term ecological health of the land. Projects that reduce fuel loads but compromise the integrity of soil, water supplies, or watersheds will do more harm than good in the long run. Despite significant ecological concerns, learning to live with fire remains primarily a social issue that will require greater political leadership, agency innovation, public involvement, and community responsibility.  相似文献

Production of marketed commodities and protection of natural systems often conflict. A focus on only one goal can result in large losses in other goals and may result in inefficient and unsustainable outcomes. In this paper, we develop a method that combines economic and ecological models in a dynamic and spatial analysis to evaluate land use decisions and find cost-effective alternatives for which it is not possible to do better on one objective without harming another objective. The method is demonstrated using timber production and species conservation on a forested landscape over a 100-year planning horizon. Current land use strategies are simulated and compared with cost-effective alternatives. The approach is compared to a static reserve approach, similar to previous studies, and found to produce substantially more efficient management strategies for the case study landscape.  相似文献

The rationale and methods of construction of foredunes in The Netherlands and New Jersey, USA are identified and used to explain their genesis, locations, mobility, internal and external characteristics and temporal scales of evolution. Dunes are then ranked according to the degree they are modified by human processes. The lower level of protection required of foredunes in New Jersey and the greater amount of modification by municipal managers and shorefront residents results in smaller dunes and greater variety of sizes, shapes, methods of construction and alterations. As a result, humans are considered intrinsic agents in evolution of dune landforms and landscapes. Higher, wider, better vegetated foredunes occur in The Netherlands due to greater frequency of onshore winds and greater emphasis on sea defence at the national level. Natural processes play a greater role in the evolution of landforms. Human actions are considered extrinsic at this scale but intrinsic at the scale of landscapes. The change in foredunes from natural features to artifacts reveals the significance of humans in the modification of coastal landforms and reflects the changing perception of the role of these landforms in the coastal landscape.  相似文献
