Abstract: Tradable permits have been applied in many areas of environmental policy and may be a response to increasing calls for flexible conservation instruments that successfully conserve biodiversity while allowing for economic development. The idea behind applying tradable permits to conservation is that developers wishing to turn land to economic purposes, thereby destroying valuable habitat, may only do so if they submit a permit to the conservation agency showing that habitat of at least the equivalent ecological value is restored elsewhere. The developer himself does not need to carry out the restoration, but may buy a permit from a third party, thus allowing a market to emerge. Nevertheless, the application of tradable permits to biodiversity conservation is a complex issue because destroyed and restored habitats are likely to differ. There may be various trade‐offs between the ecological requirements that destroyed and restored habitats be as similar as possible, and the need for a certain level of market activity to have a functioning trading system. The success of tradable permits as an instrument for reconciling the conflicts between economic development and conservation depends on the existence of certain economic, institutional, and ecological preconditions, for example, a functioning institutional framework, sufficient expert knowledge, and adequate monitoring and enforcement mechanisms.  相似文献

Mitigation of diffuse water pollution from agriculture is a key national environmental policy objective in England. With the recent introduction of the new agri-environment scheme, Countryside Stewardship, there is an increased emphasis on the macro-spatial targeting of on-farm mitigation measures to reduce pollutant pressures, and a concomitant need to forecast the technically feasible impacts of on-farm measures detailed in current policy and their associated costs and benefits. This paper reports the results of a modelling application to test these limits in the context of the associated costs and benefits for the reduction of diffuse water pollution from agriculture for each Water Framework Directive (WFD) water management catchment (WMC) and nationally. Four mitigation scenarios were modelled, including pollutant source control measures only (SC), mobilisation control measures only (MC), delivery control measures only (DC) and measures for source, mobilisation and delivery control (SMDC) combined. Projected impacts on nitrate, phosphorus and sediment export to water, ammonia, methane and nitrous oxide emissions to the atmosphere, together with the associated costs to the agricultural sector were estimated for each WFD WMC and nationally. Median WMC-scale reductions (with uncertainty ranges represented by 5th–95th percentiles) in current agricultural emissions, were predicted to be highest for the SMDC scenario; nitrate (18%, 11–23%), phosphorus (28%, 22–37%), sediment (25%, 18–43%), ammonia (26%, 17–32%), methane (13%, 7–18%) and nitrous oxide (18%, 16–20%). The median benefit-to-cost ratios (with uncertainty ranges represented by 5th–95th percentiles) were predicted to be in the following order; DC (0.15, 0.09–0.65), MC (0.19, 0.09–0.95), SMDC (0.31, 0.20–1.39) and SC (0.44, 0.19–2.48). Of the four scenarios simulated, the SC and SMDC suites of measures have the greatest potential to deliver reductions in BAU emissions from agriculture, and the best benefit:cost ratio.  相似文献

The Paris Agreement reached during the COP21 in December 2015 represents a timid step towards burden sharing in emission mitigation involving all countries. However, given the heterogeneity of countries and their relative differences in vulnerability to climate change damage and in mitigation costs, compensating schemes are required to reach an effective agreement. This paper investigates the role of the Green Climate Fund (GCF) as a potential compensating measure for both adaptation and mitigation actions under a global climate regime. A dynamic climate-economy computable general equilibrium model (GDynEP) is developed by including both a monetary valuation of climate change damage costs and two alternative methods to determine the allocation of GCF resources among receiving countries and between adaptation and mitigation contributions. Results show that, despite the high costs associated with the implementation of mitigation actions, most developing countries would face even higher costs in case of inaction. Furthermore, the preference of a country for an allocation method is strongly influenced by its characteristics and needs. Consequently, a main policy conclusion is to design country-specific sharing rules for GCF in order to maximize country participation in a global agreement.  相似文献

Collisions with deer and other large animals are increasing, and the resulting economic costs and risks to public safety have made mitigation measures a priority for both city and wildlife managers. We created landscape models to describe and predict deer-vehicle collision (DVCs) within the City of Edmonton, Alberta. Models based on roadside characteristics revealed that DVCs occurred frequently where roadside vegetation was both denser and more diverse, and that DVCs were more likely to occur when the groomed width of roadside right-of-ways was smaller. No DVCs occurred where the width of the vegetation-free or manicured roadside buffer was greater than 40 m. Landscape-based models showed that DVCs were more likely in more heterogeneous landscapes where road densities were lower and speed limits were higher, and where non-forested vegetation such as farmland was in closer proximity to larger tracts of forest. These models can help wildlife and transportation managers to identify locations of high collision frequency for mitigation. Modifying certain landscape and roadside habitats can be an effective way to reduce deer-vehicle collisions.  相似文献

The concerns over climate change negotiation, decision texts and links to domestic policy interests of countries to keep warming within an acceptable limit have become the ‘hotspot issues’ of the United Nations Framework Convention on Climate Change (UNFCCC). Hotspot issues are the human – political economy factors which have evolved over time from negotiation texts or phrases, principles or behaviors with tendencies to influence climate negotiations yet cannot be identified with the scientific literature. Whilst big emitters have been accused as having hegemony over the negotiations, the effects of disunity amongst the parties over domestic policy interests have been overlooked. Hence the article examines the emergence of hotspot issues and how they manifest within the international climate policy regime. The Intended Nationally Determined Contributions (INDCs) of 130 countries submitted before the Paris agreement, were analyzed using the following texts: Adaptation, Mitigation, Co-benefits, Finance, Land use, Food security, Poverty, Resilience, Green growth, Green economy, Sustainable development, Biodiversity, Ecosystem services and Conservation. Of these, ‘adaptation’ was cited 2780 times, 1956 for ‘mitigation’ and 32 for ‘ecosystem services’ in the nature conservation category. Ten phases of the climate policy regime and historical hotspot issues were identified for the period 1980–2030. ‘Adaptation’ and mitigation appeared more frequently in the INDCs and correlated with each other (r = 0.56), as the two correlated further with ‘land use’ (0.50 < r < 0.60), and similarly with sustainable development (0.40 < r < 0.70) where ‘r’ is the Pearson Rank Correlation. Therefore the success of the ‘ambitious targets’ for mitigation will depend on similar ambitious goals for adaptation, land use and sustainable development. Several differences existed in the correlation of the hotspot issues within the regional geographical blocs (Africa, Asia, Europe, North America, Oceania, South America) and split along the hotspot issues yet Europe mostly oriented towards mitigation and land use, and Oceania on resilience building. These differences provide favorable conditions for increased cooperation and true multilateralism if they are properly diagnosed.  相似文献

The present study examined the accidental spill of ethylene oxide, and a sensitivity analysis of the corresponding consequences was conducted using computational fluid dynamics (CFD). A validation of the gas dispersion CFD model against the experimental data sets included in the model evaluation protocol (MEP) was performed. The effect of the variability of the wind velocity on the extension of the hazardous areas and pool evaporation characteristics was evaluated. Additionally, the mitigation effects of the dike walls surrounding a spill were discussed. CFD simulation results have shown that the mitigation effect of dike walls is determined by their influence on both gas dispersion and pool evaporation and depends strongly on wind velocity in terms of toxic impact distances.  相似文献

The purpose of this study was to examine completion of recommended wildland—urban interface (WUI) fire mitigation measures by residents adjacent to the heavily vegetated North Saskatchewan river valley and ravine system in the City of Edmonton, Alberta. A mail survey was distributed to a random sample of households adjacent to this natural area. Almost all homeowners were found to be completing some recommended mitigation measures and in many cases were willing to complete most but not all of the measures that they had not yet completed, despite mixed motivations to act. Perceived responsibility for reducing risks, social bonds, beliefs that emergency services would protect homeowners' property in the event of a fire, and perceptions of the effectiveness of recommended mitigation measures, were not significantly related to completion of a higher average number of recommended mitigation measures. Importantly, most mitigation measures were completed for reasons other than WUI fire mitigation. The implications of these results and recommendations for emergency managers and communicators are discussed.  相似文献

Implementation of urban heat island (UHI) mitigation strategies such as increased vegetative cover and higher-albedo surface materials can reduce the impacts of biophysical hazards in cities, including heat stress related to elevated temperatures, air pollution and associated public health effects. Such strategies also can lower the demand for air-conditioning-related energy production. Since local impacts of global climate change may be intensified in areas with UHIs, mitigation strategies could play an increasingly important role as individuals and communities adapt to climate change. We use CITYgreen, a GIS-based modeling application, to estimate the potential benefits of urban vegetation and reflective roofs as UHI mitigation strategies for case study sites in and around Newark and Camden, New Jersey.

The analysis showed that urban vegetation can reduce health hazards associated with the UHI effect by removing pollutants from the air. Less affluent, inner-city neighborhoods are the ones in which the hazard potential of the UHI effect is shown to be greatest. However, these neighborhoods have less available open space for tree planting and therefore a lower maximum potential benefit. As the climate warms, these neighborhoods may face greater consequences due to interactions between the UHI effect and global climate change. Results also show that urban vegetation is an effective and economically efficient way to reduce energy consumption and costs at the sites.  相似文献
