Multi-criteria analysis via the VIKOR method for prioritizing land-use restraint strategies in the Tseng-Wen reservoir watershed 总被引:2,自引:0,他引:2
It is important to adopt proper water and soil conservation and land-use planning in a watershed for lowering adverse impacts on reservoir water quality. Although reservoir watersheds occupy a large amount of land in Taiwan, high population density has exerted development pressures on such land. Therefore, the priority ranking of land-use restrictions for the subdivisions with different degrees of environmental vulnerability is necessary in watershed management. Since there are several criteria for evaluating the potential environmental impact from the subdivisions, multi-criteria analysis was applied as a technique for solving these problems in this study. The VIKOR method was applied to determine the best feasible solution according to the selected criteria, including geographical and meteorological factors. The objective of this study was to establish the priority ranking of land-use restrictions in the Tseng-Wen reservoir wastershed in southern Taiwan. The results show that subdivisions close to the outlet or reservoir area should have the priority of land-use restrictions. 相似文献

Effective EU and Member State policies for stimulating CCS 总被引:1,自引:0,他引:1
Although CO2 capture and storage (CCS) is widely recognised as an option to mitigate climate change, consistent and effective EU policies to advance CCS are still absent. This paper discusses policy instruments for advancing large-scale deployment of CCS in the European Union, and evaluates them in a multi-criteria analysis. The EU Emissions Trading Scheme (EU-ETS) is a cost-effective instrument for limiting greenhouse gas emissions, but it is questionable whether its currently limited time horizon and short-trading periods will lead to substantial CCS diffusion. Complementary policies at the EU and the Member State level may repair this and provide sufficient incentives for CCS. Potential policies include financial instruments such as investment subsidies, a feed-in scheme, or a CO2 price guarantee, as well as a CCS mandate or a low-carbon portfolio. These policy options differ with respect to their environmental effectiveness, possible interaction with the EU-ETS, costs and financial risk involved, and their competition with other mitigation options. Interactions between Member State policies and the EU-ETS are smaller in scope than those of EU-wide policies, but they are more likely to lead to displacement of financial resources from other low-carbon technologies. In addition, national policies may pose a significant part of the financial risk of CCS operations with Member States, reducing the operator's incentive to innovate. Overall, structural policies at the EU level, such as a mandate or a low-carbon portfolio standard would be more conducive for realising large-scale deployment of CCS across the EU as well as more acceptable to environmental organisations. 相似文献

Psychometrically validated measurement tools are needed to evaluate an organization's safety climate. In 2000, Gershon and colleagues published a new healthcare safety climate measurement tool to determine its relationship to safe work behavior (Gershon, R., Karkashian, C., Grosch, J., Murphy, L., Escamilla-Cejudo, A., Flanagan, P., et al. Medical practitioners, nurses, and nurse aides (n = 460) were surveyed using the modified Gershon tool. Data were analyzed by factor analysis and psychometric properties of the tool evaluated.Results
Eight safety climate dimensions were extracted from 25 items (Cronbach's alpha range: 0.62 - 0.88). Factor extractions and psychometric properties were reasonably consistent with those of the Gershon tool.Impact on Industry

The degree at which tropical forests are exposed to human pressure is spatially dependent. Population density, proximity to
roads, terrain slope, logging activities and land distribution projects are well known factors inducing deforestation and
forest degradation in Latin America. Using expert knowledge to weight these threat factors and a Geographical Information
System for spatial modeling, a multi-criteria analysis procedure is presented, that allows stratifying a study region in categories
of deforestation threat. The procedure was implemented in the Central Volcanic Mountain Range Conservation Area (CVMRCA) in
Costa Rica with the purpose of finding areas with a combination of physical and socioeconomic characteristics that is particularly
predisposing to a high probability of deforestation. To validate the map, the CVMRCA was stratified in categories of deforestation
risk, and the result was superposed to historical deforestation data of the period 1986–1996. The good correlation between

Since the field of environmental assessment tools for buildings is vast, the aim of this study is to clarify that field by analysing and categorising existing tools. The differences between the tools are discussed and the current situation within the tools is critically analysed. However, the comparison of the tools is difficult, if not impossible. For example, the tools are designed for assessing different types of buildings, and they emphasise different phases of the life cycle. In addition to environmental aspects, sustainable building includes economic and social aspects. The shift from green building to sustainable building and the future requirements are challenging for building environmental assessment tools. Abstract: Human–carnivore conflict is manifested in the death of humans, livestock, and carnivores. The resulting negative local attitudes and retribution killings imperil the future of many endangered carnivores. We tailored existing management tools to create a framework to facilitate the selection of actions to alleviate human–carnivore conflict and applied the framework to the human–tiger conflict in the Bangladesh Sundarbans. We identified potential actions that consider previous management efforts, local knowledge, cost‐effectiveness, fieldwork experience of authors and project staff, previous research on tiger ecology by the authors, and recommendations from human–carnivore conflict studies in other countries. Our framework includes creation of a profile to improve understanding of the nature of the conflict and its underlying causality. Identified actions include deterrents, education, direct tiger management, and response teams. We ranked actions by their potential to reduce conflict and the monetary cost of their implementation. We ranked tiger‐response teams and monitoring problem tigers as the two best actions because both had relatively high impact and cost‐effectiveness. We believe this framework could be used under a wide range of human–wildlife conflict situations because it provides a structured approach to selection of mitigating actions. 相似文献

The penetration of sustainable technologies in electricity generation is low until now in Greece. However, the recent adoption of legislative rules towards the effective operation of liberalized markets, as well as the increased impact of climate change on the electricity sector towards the period 2008–2012, bring out these technologies as key means for establishing conditions of security, stability and environmental protection. The objective of this paper is to put on the map the sustainable technologies for electricity generation in Greece through the formulation of a collective interactive supportive framework, using an existing multi-criteria decision-making (MCDM) method to elaborate more realistic and transparent outcomes. Rail transit is generally acknowledged as an alternative transport mode in contributing towards sustainable mobility. In addition to minimising negative externalities, rail transit has sustainable land-use opportunities to integrate transport- and spatial planning. The objective of this paper is to determine the impact of integrative light rail scenarios and their ability to curtail private vehicle driven urban sprawl in the Flemish rhombus.The paper proposes three light rail scenarios: an infrastructural scenario; tramification scenario; and spatial rail scenario, each covering a specific landscape structure to reorganise the dispersed spatial environment in Flanders in the long-term. We used the participatory multi-actor multi-criteria analysis (MAMCA) which incorporates the objectives of all involved stakeholders to assess the impact of the scenarios.The infrastructural alternative scenario gained most support among the involved stakeholders, on the grounds of improved multimodality, enhanced user amenities, reduced implementation costs, moderated greenhouse gas emissions and mitigated infrastructural barrier effects.Despite the merits of the infrastructural scenario in terms of stakeholder objectives, few possibilities are included to elaborate upon sustainable land-use development. Silicon is a representative operational material for semiconductor and micro-electronics. In certain MEMS applications, it is required to fabricate three dimensional channels and complex pattern on silicon substrate. Such features are typically fabricated by photolithography and chemical etching. These processes have low productivity and have certain other limitations. Therefore, a viable switch-over from non-traditional fabrication processes to traditional machining is highly desired for improved productivity in high-mix low-volume production. However, machining of silicon by traditional process is extremely difficult due to its high brittleness. Even very small forces produced during machining can cause brittle fracture on silicon surface resulting in deteriorated surface quality. The fundamental principle in machining of a brittle material such as silicon is to achieve material removal through plastic deformation rather than crack propagation. This paper presents the experimental results of ductile-mode machining of silicon by micro ball end-milling. The workpiece surface was inclined to the rotational axes of the cutter to improve the surface finish. It was established experimentally that 15-μm deep, fracture-free slots can be machined on silicon wafer by micro ball end-milling if the feed rate is below a certain threshold. The influence of several machining parameters on the roughness of machined-surface was also investigated. When a natural disaster occurs, it may damage multiple industrial facilities in a certain area at the same time, and the resulting Natech events may have an impact on the surrounding industrial facilities, generating coupling risk. In this study, the assessment of Natech events coupling risk is conducted using the method of correlated multi-criteria decision-making, and the knowledge of fuzzy measures is introduced to solve the uncertainty problem in Natech coupling risk. Natech Coupling Risk Index is constructed to involve physical and functional facilities. The concept of equivalent population is proposed to compare the risks generated by physical facilities and functional facilities. And economic indicators are added to calculate the comprehensive risk value. The purpose of this contribution is to enable local government managers to use their expertise and resources and the existing risk assessment of the plants themselves and rely on the scoring of experts limitedly to quickly and easily identify potential high Natech risk areas. In the calculation process of coupling risk, the government can also take the lead to promote information communication between different plants and other industrial subjects. The proposed method was applied in a realistic chemical industry area in Guangzhou, China and in a hypothetical town. The result shows that the physical risk may be transferred to the population and economy through the coupling between industrial facilities and the functional link between functional facilities and population and economy. 相似文献
