Lakes Manapouri and Te Anau, in Fiordland National Park, became the center of a major controversy after the New Zealand government offered their water resource to an overseas aluminum smelting consortium for electricity generation. Although the scheme proceeded, the lake levels were not raised as originally proposed. Rather, government sought guidelines to optimize hydroelectric potential while maintaining ecological stability of the vulnerable, largely forested, glaciated lakeshores. Guidelines were derived by relating the vegetation zonation to the natural lake-level fluctuations recorded daily for 37 years. Ahigh operating range in the upper third of the lakes' natural ranges, based on flood tolerances of the woody shoreline species, restricts both duration and frequency. Alow operating range (ca. lower third) safeguards stability of shoreline sediments by limiting drawn-down rates, duration, and frequency. Themain operating range (ca. middle third) has few limitations. These guidelines, which allow utilization of ca. 93% of the water resource, have now been verified by instances of flooding and draw-down rates that exceeded the natural rates recorded earlier. The guidelines were officially accepted by the government in 1977 as a basis for managing the valuable multiple resources of these two lakes and their environs, and they were formalized in legislation in 1981. Environmental planning legislation in New South Wales now requires local government authorities to draw up statutory plans that take into account, among other concerns, both the biophysical and the social environmental issues within their jurisdictions. The SIRO-PLAN method of plan production provides a systematic mechanism for fulfilling this requirement. This article describes the application of the method by planning researchers over 18 months to the production of a Local Environmental Plan for a rural local government in New South Wales. The policy formulation, the purposive data collection, and the deliberate adjustment of plans in order to recognize interest group requirements were all found to be valuable features of the method, while the translation of the ultimately chosen land-use plan into the explicit regulatory controls available to the local government authority was found to require further refinement. The capacity of SIRO-PLAN to quantify the resolution of competing environmental concerns in the final plan, although of value to planning researchers, proved too arcane for traditionally trained planners. 相似文献

A method is described for the rapid survey and determination of the ecological value of woodlots. The three dominant tree species in a stand are given a visual ranking that is converted to awoodlot index through the use of species adaptation values. The woodlot index is scaled by presettlement vegetation type to yield awoodlot scale. The ecologically most valuable woodlots in a region are identified by using the woodlot scale and data on woodlot area, human disturbance, and tree density. The woodlot index corresponds closely to results from conventional methods of woodlot surveys. Initial decision analysis (IDA) is a microcomputer based decision-making technique that is organized so that a rational, step-by-step, procedure can be followed to use existing knowledge to develop resource policies. The IDA process provides a systematic way for participants to define their own problem and to explore jointly alternative solutions. IDA is particularly suited to resolving complex problems involving many groups with conflicting interests. IDA is illustrated with data from the US Forest Service's Draft Environmental Impact Statement for the 1985 to 2030 Resource Planning Act Program for the United States. Four policy options are evaluated: maximization of timber production, of grazing, and of wilderness, and a dominant use policy that concentrates timber management on productive sites. Policies were evaluated using a new mathematical satisficing procedure. Mathematical satisficing of simulated policy consequences showed that, for selected performance standards, current RPA policies are superior to the four alternative policies examined. 相似文献

Risk assessment and environmental impact assessment have developed as separate traditions. While environmental impact assessment is a broad field that includes all activities that attempt to analyze and evaluate the effects of human and related actions on the environment, risk assessment has been concerned with the relatively well-defined regulatory problems and employs formal quantitative analysis of the probability of specific undesired events, such as cancer. Risk analytic approaches, particularly the explicit treatment of uncertainty, can significantly contribute to environmental assessments. This article discusses the type and sources of uncertainty in environmental assessments, techniques for their quantification, and ways to use uncertainty estimates to calculate probabilities of effects or probabilities of exceeding environmental standards and to determine the need for mitigation or additional research.This article was presented at the International Institute of Applied Systems Analysis, Task Force Meeting on Risk and Policy Analysis under Conditions of Uncertainty, Laxenburg, Austria, November 1985. 相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question. 相似文献

Activities beyond national park boundaries are now the principal source of threats to park natural resource integrity. Assessing the full impact of major threats as air and water pollution requires a long-term ecosystem-level approach in research design and execution, and park management. Failure to take such an approach renders most existing park data bases useless in the documentation of external threats. While the concept of managing national parks as ecosystems is not new, Park Service research and its organization have not provided the information necessary for such a basis of management. Quantifying the impacts on park resources due to external hydrologic regulation and air pollution is a good example of the need to employ an ecosystem approach in research. However, implementing such a program will require a fundamental change in research administration, priority setting, and conceptual approach.The first four of the articles in this special section arise from an AAAS symposium onExternal Threats to Ecosystems of the National Parks in the USA, which was convened in 1982. The articles have been revised to reflect subsequent developments in this field. The first article, by Dr. Stottlemyer, the symposium organizer, serves as an introduction to the topic. We are witnessing a growing concern with the global dimension of many environmental issues, reflected in the increase in the number and significance of international environmental organizations. Yet there is no internationally applicable strategy for environmental research which is management oriented. A new type of research policy, which integrates ideas derived from environmental and human ecology, is required in order to deal with cultural and ecological diversity and their interactions as reflected in the ecology of landscapes. The newly defined concept of environmental health is proposed to fill this gap. This concept integrates the latest developments in landscape evolutionary ecology and environmental health, bringing out a conflict between making the environment conducive to human health and increasing the available options for supporting the essential biological and ecological processes of the environment. Lessons derived from the evolution of human environments are used in order to illustrate how health may become un umbrella for developing an environmental research policy, which could also serve as a catalyst for international environmental projects. 相似文献

Integrated resource management (IRM) is currently implemented in many parts of the world. This article promotes a pragmatic interpretation and suggests that idealistic beliefs in the problem-solving capacities of IRM are not justified. Successful implementation and performance of IRM are primarily a function of the historical context into which a project is placed. A comparative analysis of several case studies in Western Canada provides evidence for this argument, and the results can be summarized in a conceptual model about integration in resource management. IRM is interpreted as a process of constructing an objective reality of integration for sectorial management decisions, and this construction involves the transformations of power structures.
