In his recurrent examination of what makes Americans “American,” documentary filmmaker Ken Burns has particularly focused on the twin themes of democracy and improvisation. The National Parks: America's Best Idea links the national park ideal with America's “democratic spirit.” Through an examination of its visual methods, I argue that the “Ken Burns gaze” is more consistent with the contemplative and magisterial visuality that shaped the origins of the national park movement—a visuality that sees nature as “out there” and a “finished product”—than it is with the improvisational spirit that both democracy and ecology demand in our time.  相似文献

Rural areas face increasing pressures to deliver both private and public goods from land management. Multiple stakeholders seek different outcomes and there is substantial heterogeneity in values. Trade-offs, synergies and complementarities exist between different services and alternative bundles of goods. The resulting complex social-ecological systems (SES) therefore require adaptive co-management. In a governance context, no single organisation has oversight across the variety of interests involved, but the challenge remains as to how these interests can best be balanced and negotiated, to deliver socially beneficial outcomes. This paper analyses how this might be achieved by considering the perspective of a ‘social residual claimant’ (SRC). The SRC, as an ideal type, represents the ultimate ‘owner’ or steward of an ecosystem which sets the criteria to assess alternative outcomes, identifying best approaches and addressing uncertainty through adaptive management. A SRC cannot be a static construct, but must interact with and influence private land-holders and other stakeholders, adjusting actions as circumstances change. We identify the criteria that would be required in order for an SRC to act in the best interests of society. We then make a comparison of these criteria against the conditions applying in three contrasting approaches currently operating in the UK: National Parks, Landscape Partnerships and Nature Improvement Areas. This enables us to identify the differences between approaches and to suggest changes that could enhance capabilities, as well as ideas for further research. We suggest that the ideal of an SRC offers a simple method of benchmarking that has potential application across a wider range of different local contexts, beyond the UK.  相似文献

ABSTRACT: Wilson's Creek has an extensive history of toxicity from both point and nonpoint sources. Seven-day chronic daphnid (Ceriodaphnia dubia) bioassays identified one toxic site in the Wilson's Creek watershed. Procedures for the characterization phase of a Toxicity Identification Evaluation (TIE) were modified for chronic assessment and performed on four water samples from the toxic site. The characterization involved chemical/physical alterations of samples, combined with bioassays, to help in identification of the class(es) of toxicants; followed by chemical analyses. To help understand the additivity of mixtures, toxic units were derived. Successive samples contained concentrations of copper, cadmium, nickel and zinc that literature values describe as being chronically toxic to daphnids. Summed chronic toxic units for these values greatly exceeded ambient toxic units, and more than accounted for observed toxicity. Substantial fluctuations in water quality occurred over the five sampling periods of the characterization studies and a Test of Methods, June through August, 1991. This variability illustrates the difficulty in detecting and documenting nonpoint sources of pollution. Tests using living organisms, in conjunction with toxicity identification methods, on samples taken over time appear to be appropriate for detecting acute and chronic toxicity in areas impacted by intermittent point and nonpoint-source toxicity.  相似文献

Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献

The connections between people, parks, and tourism have received significant attention in recent years, recognizing the potential for mutually beneficial relationships. Ecotourism has been promoted and widely adopted as a strategy for funding conservation initiatives, while at the same time contributing to the socioeconomic development of host communities and providing for quality tourism experiences. Parks are among the most common ecotourism destinations. Employing interviews, observations and secondary sources, this study assesses the current status of ecotourism at two protected areas in Hainan, China, where it is being promoted as a strategy for balancing regional economic growth and conservation objectives. Through an evaluation of the existing tourism–park–community relationships, opportunities and constraints are identified. Ecotourism development was found to be at an early stage at both study sites. Socioeconomic benefits for the local communities have been limited and tourism activity has not contributed revenues towards conservation to date. Community residents, nevertheless, generally support conservation and are optimistic that tourism growth will yield benefits. In light of the study findings and the salient literature, planning direction is offered with the intention of enhancing the capacity of ecotourism to generate benefits for both communities and the parks, and thus contribute to the sustainable development of the region more generally. Lessons derived have broad applicability for ecotourism destinations elsewhere.  相似文献

Ken Burns, over the course of a long and celebrated career, has developed an effective and popular formula for his documentary films, and a comfortable relationship with the Public Broadcasting System. With such a convincing, accomplished style, his work has the opportunity to tackle ecological concerns in his latest series, but Burns chooses not to do so, offering no explicit lessons to apply to current problems. While stressing the importance of the people's parks, ecological debates on land use for future citizen-owners are minimized; the conflict of conservation versus preservation policies is barely differentiated. With the skill and reputation of Burns, his researchers, and his production team, there is a singular opportunity for their films to address ecological issues, creating productive conversation using America as a microcosm of the larger global issues faced today. Nostalgia and national pride are useful, but those attributes should be channeled to look to the future.  相似文献
