In this study, we look at the evolution of a cooperative water regime in the delta of the Rhine catchment. In a Dutch–German case study, we focus on cross-border cooperation on the local and regional scale, describing and analyzing how a remarkably resilient and robust transboundary water regime has evolved over the course of 50 years. Context-, interest- and knowledge-based explanations contribute important insights into the evolution of the Deltarhine regime, and it is shown that the legal, institutional and socio-economic context shapes and constrains regional cross-border cooperation. Surprisingly in this regard, we find that European water directives have not yet played a decisive, catalyzing role for policy harmonization across borders. Finally, we show that key individuals play a crucial role in regime formation and development. We suggest that the presence of entrepreneurs and leaders adds explanatory power to current conceptual frameworks in international river basin management, thus meriting further research.  相似文献

Adaptive monitoring design is an iterative process that refines the specifications for monitoring over time as a result of experience in implementing a monitoring program, assessing results, and interacting with users. An adaptive design therefore facilitates ecosystem management. We also discuss lessons of temporal and spatial scales raised by the consideration of a design for ecosystem management. ABSTRACT: Analyses of cumulative impacts to riparian systems is an important yet elusive goal. Previous analyses have focused on comparing the number of hectares impacted to the number of hectares restored, without addressing the loss of riparian function or the effect of the spatial distribution of impacts. This paper presents an analysis of the spatial distribution of development‐related impacts to riparian ecosystems, that were authorized under Section 404 of the Clean Water Act. Impacts on habitat structure, contiguity, and landscape context were evaluated using functional indices scaled to regional reference sites. Impact sites were mapped using GIS and analyzed for spatial associations. Positive spatial autocorrelation (i.e. clustering of impact sites) resulted from the piecemeal approach to impact assessment, which failed to prevent cumulative impacts. Numerous small projects in close proximity have resulted in adverse impacts to entire stream reaches or have fragmented the aquatic resources to a point where overall functional capacity is impaired. Additionally, the ecological functions of unaffected areas have been diminished due to their proximity to degraded areas. A proactive approach to managing cumulative impacts is currently being used in Orange County, California as part of a Corps of Engineers sponsored Special Area Management Plan (SAMP). The SAMP process is evaluating the ecological conditions and physical processes of the study watersheds and attempting to plan future development in a manner that will guard against cumulative impacts.  相似文献

In recent years, the implementation of reverse logistics (RL) in automobile manufacturing has drawn extensive interest from the Chinese government that has launched relevant take-back and environmental regulations and pilot projects. This study focuses on RL implementation issues in Chinese auto-parts manufacturing sector. Based on comprehensive literature review and multiple case studies in the Chinese auto-parts firms, this paper proposes a conceptual RL framework and highlights the major implementation issues. The purpose of this paper is to draw an overall picture of RL in the Chinese context, highlighting implementation issues in the auto-parts sector. Our study suggests that Chinese RL implementation requires close government monitoring mechanism and incentives, top management commitment within firms, technology and human capabilities support.  相似文献

The current risk management approach for the Norwegian offshore petroleum industry came into effect in 2001 and has been stable with minor changes for 15 years. Relatively few new installations were slated for development until quite recently, and several new projects have been started in the last few years. The paper considers the risk management approach in the pre-FEED phase and builds on two case studies selected from the most recent cases. These case studies have been evaluated with respect to how uncertainties are considered in the early phase, based on the submission of the Plan for Development and Operation, their evaluations by authorities and the supporting documents. Both case studies involve new concepts for which there is no experience from similar environments and/or water depths. In spite of what could have been expected, the case studies conclude that uncertainties have not been in focus at all during concept development. This appears to be definitely the case for the licensees, but also to be the case for the authorities. Some suggestions are presented for what could have been considered by the licensees and authorities.  相似文献

SUMMARY

A quantitative method which can be used to gauge the sustainability of existing socio-cultural, economic and environmental constructs is proposed. An underlying assumption of the approach is that a co-evolutionary relationship exists between social, cultural, economic and environmental systems and that these cannot be addressed in a reductionist and deterministic manner. The method focuses on both broad trends and patterns of variance in a multivariate data matrix, it allows the identification of dominant trends as well as underlying tensions, does not treat socio-cultural, economic and environmental heterogeneity as statistical noise and can be applied at different administrative scales. Furthermore, it may be used to identify potential sources of human insecurity, factors that may affect the probability of positive human survival, developmental patterns at odds with the established values system of civil society that can be targeted for political action, and to inform public debate. In addition, the method can be used to identify unexpected synergies between variables and may serve as an early warning system for regional planners.  相似文献
