Landscape-scale approaches are emerging as central to ecosystem management and biodiversity conservation globally, triggering the requirement for collaboration between multiple actors and associated risks including knowledge asymmetries; institutional fragmentation; uncertainty; power imbalances; “invisible” slow-changing variables; and entrenched socio-economic inequities. While social science has elucidated some dimensions required for effective collaboration, little is known about how collaboration manages these risks, or of its effects on associated social-ecological linkages. Our analysis of four different Australian contexts of collaboration shows they mobilised institutions matched to addressing environmental threats, at diverse scales across regulatory and non-regulatory domains. The institutions mobilised included national regulatory controls on development that threatened habitat, incentives to farmers for practice-change, and mechanisms that increased resources for on-ground fire and pest management. Knowledge-sharing underpinned effective risk management and was facilitated through the use of boundary objects, enhanced multi-stakeholder peer review processes, interactive spatial platforms, and Aboriginal-driven planning. Institutions mobilised in these collaborations show scale-dependent comparative advantage for addressing environmental threats. The findings confirm the need to shift scientific attention away from theorising about the ideal-scale for governance. We argue instead for a focus on understanding how knowledge-sharing activities across multiple scales can more effectively connect environmental threats with the most capable institution to address these threats. 相似文献

This article is based on an international comparative study analysing innovations in national administrative institutions.
Results of that research are presented and discussed here. Against the background of the institutionalising process of political
institutions the study focused on innovations initiated or introduced by governments or parliaments by example of policies
and politics supporting sustainable development. The countries involved in the original study were Belgium, Denmark, Finland,
France, Germany, the Netherlands, Sweden and the United Kingdom. Three general lessons can be drawn: (1) Countries with a
long tradition of integrated environmental policy-making are more open to the concept of sustainability. (2) A (institutional)
“cure-all” solution does not seem to exist. It seems necessary to diffuse the concept of sustainability into all spheres of
politics and society. Reaching this strategic goal requires a specific policy and polity mix. (3) Strong and well-equipped
institutions result from specific policies and politics: they play a central role in promoting and intensifying sustainable
development. Successful innovations integrating SD into everyday politics and policies are only a very first step though.
Further improvements with regard to effective participation and public debate, global orientation of policies and the measurability

Currently, most tools, guidelines and benchmarks for urban adaptation raise awareness on climate change impacts, assess the city’s vulnerability and/or address the need for adaptation on a policy-level. However, tools that have the ability to implement adaptation solutions in the actual urban planning and design practice seem to be missing. We developed and tested the Adaptation Planning Support Toolbox (APST) to fill this gap. This toolbox supports local policymakers, planners, designers and practitioners in defining the program of demands, in setting adaptation targets, in selecting from more than 60 blue, green and grey adaptation measures and with informed co-creation of conceptual adaptation plans. The APST provides quantitative, evidence-based performance information on (cost)effectiveness of adaptation measures regarding climate resilience and co-benefits. The APST can be used design workshops, to feed dialogues among stakeholders on where and how which ecosystem-based adaptation measures can be applied. Applications of the AST in various settings and context in cities on different continents have illustrated the added value of the toolbox in bringing policy and practice together with help of science. With more and more cities worldwide that will make the step from policymaking to actual adaptation-inclusive urban (re)development practice we foresee a growing demand for such tools. 相似文献

This study developed a comprehensive framework to incorporate landscape ecological principles into the landscape planning and design process, with a focus on the design of new patches in the rural landscape. The framework includes two interrelated phases: patch analyst (PA) and patch designer (PD). The patch analyst augments the process of landscape inventory and analysis. It distinguishes nodes (associated with potential habitat patches) from links (associated with corridors and stepping stones between habitats). For natural vegetation patches, characteristics such as size, shape, and spatial arrangement have been used to develop analytical tools that distinguish between nodes and links. The patch designer uses quantitative information and analytical tools to recommend locations, shapes, sizes, and composition of introduced patches. The framework has been applied to the development of a new golf course in the rural Mediterranean landscape of Apulia, Southern Italy. Fifty new patches of Mediterranean maquis (24 patches) and garrigue (26 patches) have been designed and located in the golf course, raising the overall natural vegetation area to 70 ha (60% of total property). REALM (REsource ALlocation Model) is a generalised computer simulation package that models harvesting and bulk distribution of water resources within a water supply system. It is a modeling tool, which can be applied to develop specific water allocation models. Like other water resource simulation software tools, REALM uses mass-balance accounting at nodes, while the movement of water within carriers is subject to capacity constraints. It uses a fast network linear programming algorithm to optimise the water allocation within the network during each simulation time step, in accordance with user-defined operating rules. This paper describes the main features of REALM and provides potential users with an appreciation of its capabilities. In particular, it describes two case studies covering major urban and rural water supply systems. These case studies illustrate REALM's capabilities in the use of stochastically generated data in water supply planning and management, modelling of environmental flows, and assessing security of supply issues. 相似文献

Prioritizing Abandoned Coal Mine Reclamation Projects Within the Contiguous United States Using Geographic Information System Extrapolation 总被引:4,自引:0,他引:4
Coal mine reclamation projects are very expensive and require coordination of local and federal agencies to identify resources for the most economic way of reclaiming mined land. Location of resources for mine reclamation is a spatial problem. This article presents a methodology that allows the combination of spatial data on resources for the coal mine reclamation and uses GIS analysis to develop a priority list of potential mine reclamation sites within contiguous United States using the method of extrapolation. The extrapolation method in this study was based on the Bark Camp reclamation project. The mine reclamation project at Bark Camp, Pennsylvania, USA, provided an example of the beneficial use of fly ash and dredged material to reclaim 402,600 sq mi of a mine abandoned in the 1980s. Railroads provided transportation of dredged material and fly ash to the site. Therefore, four spatial elements contributed to the reclamation project at Bark Camp: dredged material, abandoned mines, fly ash sources, and railroads. Using spatial distribution of these data in the contiguous United States, it was possible to utilize GIS analysis to prioritize areas where reclamation projects similar to Bark Camp are feasible. GIS analysis identified unique occurrences of all four spatial elements used in the Bark Camp case for each 1 km of the United States territory within 20, 40, 60, 80, and 100 km radii from abandoned mines. The results showed the number of abandoned mines for each state and identified their locations. The federal or state governments can use these results in mine reclamation planning. 相似文献

Recent findings in the Umpqua River Basin in southwestern Oregon illustrate a tension in the rise of both community-based
and watershed-based approaches to aquatic resource management. While community-based institutions such as watershed councils
offer relief from the government control landowners dislike, community-based approaches impinge on landowners' strong belief
in independence and private property rights. Watershed councils do offer the local control landowners advocate; however, institutional
success hinges on watershed councils' ability to reduce bureaucracy, foster productive discussion and understanding among
stakeholders, and provide financial, technical, and coordination support. Yet, to accomplish these tasks current watershed
councils rely on the fiscal and technical capital of the very governmental entities that landowners distrust. Adaptive management
provides a basis for addressing the apparent tension by incorporating landowners' belief in environmental resilience and acceptance
of experimentation that rejects “one size fits all solutions.” Therefore community-based adaptive watershed management provides
watershed councils a framework that balances landowners' independence and fear of government intrusion, acknowledges the benefits
of community cooperation through watershed councils, and enables ecological assessment of landowner-preferred practices. Community-based
adaptive management integrates social and ecological suitability to achieve conservation outcomes by providing landowners
the flexibility to use a diverse set of conservation practices to achieve desired ecological outcomes, instead of imposing

/ Whereas habitat conservation plans (HCPs) have been intended to provide comprehensive environmental mitigation for multiple species, they often narrow in focus to one species and either one mitigation site or unspecified sites. We developed an indicators framework from which to rate land units for their ecological integrity, collateral values (nonbiological qualities that can improve conservation), and restoration and conservation opportunities. The ratings of land units were guided by the tenets of conservation biology and principles of landscape and ecosystem ecology, and they were made using existing physical and floral information managed on a GIS. As an example of how the indicators approach can be used for HCPs, the 29 legally rare species targeted by the Yolo County HCP were each associated with vegetation complexes and agricultural crops, the maps of which were used for rating some of the landscape indices. The ratings were mapped so that mitigation can be directed to the places on the landscape where the legally rare species should benefit most from conservation practices. The most highly rated land units for conservation opportunity occurred along streams and sloughs, especially where they emerged from the foothills and entered the Central Valley and where the two largest creeks intersected the Sacramento River flood basin. We recommend that priority be given to mitigation or conservation at the most highly rated land units. The indices were easy to measure and can be used with other tools to monitor the mitigation success.
