Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city.  相似文献

Abstract:  The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats.  相似文献

Landowners can intentionally impair biodiversity values occurring on their land to pre-empt biodiversity protection. This often leads to significant negative effects on biodiversity. We studied whether landowners in Finland engaged in pre-emptive loggings after they were notified that their wooded mires are candidate sites for a mire protection program. After the notification, harvesting rates of the candidate wooded mires were significantly lower compared to harvesting rates of similar but non-candidate wooded mires. Annual and monthly harvesting rates indicated that notifying landowners of the conservation potential did not launch systematic pre-emptive logging behavior. Nevertheless, part of the candidate wooded mires were logged, so some landowners place more weight on other values than the biodiversity ones. Concerns over the loss of biodiversity and ecosystem services in farmland have prompted the development of agri-environment policy measures aimed at reducing farming pressure and maintaining semi-natural habitats in farmed landscapes. However, further knowledge is needed to guarantee successful agri-environment measures implementation. The current study assessed the quantity and the quality of semi-natural habitats in farms across a gradient of farming intensities in two contrasting regions in Ireland. Policy protection seemed fundamental for semi-natural habitats preservation. Habitats not protected by agricultural policy relied on extensive farming and are in danger of disappearing if they are intensified or abandoned. Due to the lack of policy incentives for habitat quality, no correlations were found between farming intensity and share of semi-natural habitats with habitat quality. Long-term changes, from 1984 to 2010, in the indicators of microbial pollution (total viable count, coliforms, Escherichia coli, enterococci, and Clostridium perfringens) are analysed in the Riga Hydropower Plant Reservoir, an essential source of drinking water for Riga, the capital of Latvia. Counts in microbial indicators fluctuated seasonally and were related to physicochemical parameters (nitrogen compounds, turbidity, temperature, and pH). The changes in microbial pollution were brought about by two major socio-economic developments. Firstly, Latvia’s independence from the USSR in 1991 which facilitated a distinct reduction in most microorganism counts due to a sharp decline in industrial and agricultural production. This resulted in a significant drop in point and nonpoint pollution in the river basin. A further development was Latvia joining the European Union in 2004. 为了解新乡市地表水中HCHs和DDTs的分布特征及生态风险,采集新乡市18个地表水样并测定其中HCHs和DDTs的含量,采用概率密度函数重叠面积法和安全阈值法评价了HCHs和DDTs的生态风险.结果表明,新乡市地表水中HCHs和DDTs的质量浓度范围分别为1.28~49.2 ng·L-1和0.42~12.3 ng·L-1,与世界各地的地表水中HCHs和DDTs残留质量浓度相比属于中等污染水平.异构体比值表明HCHs污染的主要来源是林丹的使用,而DDTs的残留来源于工业品DDTs的使用.生态风险评价基于DDD、γ-HCHs和p,p'-DDT的暴露浓度以及相应的毒性数据,概率密度函数重叠面积法和安全阈值法均表明了这3种有机氯农药中DDD的风险最大,其次是γ-HCHs,p,p'-DDT的生态风险最小;安全阈值法进一步表明DDD、γ-HCHs和p,p'-DDT超过影响10%水生生物的概率分别为10.2%、5.94%和0.01%.  相似文献

为研究北方冬季农村供暖对PM2.5的影响,我们在北方的部分乡镇农村进行了为期一年半的调查走访,结果表明,北方冬季农村供暖用煤总量大,利用效率低,其生活用煤产生的烟尘总量相当于工业用煤的2.7倍,加之村落人口密集,室内通风条件差,故现有的供暖形式对人体健康危害很大。针对供暖方式的研究,我们提出了在农村推行集中供暖的方案。  相似文献

根据1976~1977年、2004~2006年和2009年金佛山地区23处地下水排泄点水中硝态氮的质量浓度,采用地球化学、统计学与GIS相结合的方法确定了区内地下水中硝态氮的地球化学背景值,分析了硝态氮污染的时空变异特征.结果表明,区内地下水中硝态氮的地球化学背景值为0.72~2.00 mg.L-1,正异常下限为3.20 mg.L-1;2004~2006年和2009年金佛山自然保护区内地下水硝态氮平均质量浓度为:2.08、2.67、2.59和3.92 mg.L-1;保护区外为:39.08、25.46、17.99和13.73mg.L-1;平均超标率(标准规定NO 3--N≤10 mg.L-1)为:451.64%、478.61%、331.85%和145.67%;最高浓度为:157.58、118.04、63.82和46.18 mg.L-1;最大超标率为:1 475.81%、1 080.39%、538.20%和361.78%.插值分析结果显示,区内地下水中硝态氮高值中心随时间而变化,低值区沿金佛山自然保护区分布.当地合理的环境保护政策和产业结构调整,对环境保护工作起到了积极作用.  相似文献
