在中国应对气候变化政策体系中,目标责任制和淘汰落后产能这两项行政手段具有核心地位。充分认识其作用机制,阐述其优势与不足,对于中国碳减排政策的优化设计意义深远。本文遵循气候变化评估报告的原则和方法,以国内外公开发表的相关文献为基础,评估了这两项政策的作用机制、政策有效性以及存在的问题。结果显示:目标责任制和淘汰落后产能这两项行政手段具有高度的有效性。这些行政手段顺应了中国的各项体制机制,确保了中国应对气候变化目标的实现。具体来看,节能降碳目标责任制通过明确地方政府作为节能降碳政策执行主体的责任,改变了原有的官员激励体系,强化了政府对既有政策的执行,还促进了地方政府和企业各项节能降碳制度的形成。淘汰落后产能以目标责任考核为基础,结合各种激励政策,在节能降碳、化解产能过剩等方面发挥了巨大效应。尽管行政手段在温室气体减排中的作用非常有效,但是这种自上而下的压力传递机制难以真正内化为地方政府和企业开展节能降碳工作的自发性力量。此外,由于节能降碳目标的层层分解,县级及以下政府承担了与其行政管理权限并不匹配的责任。在压力体制下,过剩产能的市场退出障碍和地方政府、企业产能扩张的冲动依然存在。未来应结合行政和市场手段的优缺点,综合施策,促进温室气体减排长效机制的形成。 相似文献

The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Who should manage protected areas in the Swedish mountain region? A survey approach to co-management

This article investigates attitudes towards co-management of protected areas in Sweden, at the national, county and local level. In Sweden, protected areas are still primarily designated and managed hierarchically-a practice increasingly contested by people living close to them, including indigenous Sámi reindeer herders whose economic activities are located within protected areas. The general view could, on the contrary, be anticipated to be pro-state since protected areas are considered to be of national interest. For democratic reasons, however, the opinions of the whole population should be considered. In order to measure both local and general views, this study is based on a two-sample survey of 8868 respondents. The objectives are to map and explain attitudes regarding who should manage protected areas in Sweden, and to test the usefulness of a multi-level quantitative method. Such an approach is unusual in co-management literature that is empirically mainly based on local case studies. The explanatory ambition sets out to test three hypotheses drawn from common-pool resource theory; resource dependency, common understanding, and trust. Perhaps surprisingly, the results show that a considerable majority of the respondents (at all levels) wish to see self- or co-management. All three hypotheses are important to understand attitudes toward the management of protected areas, but not always in the way that the theory anticipates. 相似文献

Ornamental Plants as Invasive Aliens: Problems and Solutions in Kruger National Park,South Africa 总被引:1,自引:0,他引:1
The most widespread invasive alien plant species in South Africa’s Kruger National Park (KNP) were either introduced unintentionally
along rivers and roads, or intentionally for use as ornamentals. We examine the spatial distribution of ornamental alien plants
in KNP, look at the link between human population size, history, and species richness, and show how the distribution of particular
species reflects the likely history of ornamental plantings. Results are used to assess whether past management actions have
been appropriately directed.
Two hundred and fifty-eight alien species have been recorded in the 36 tourist camps and staff villages. The number of staff
housed in villages explains much of the diversity of cultivated alien plant species. Older camps also tend to have more ornamental
alien plant species. However, the lack of a strong link between camp age and number of cultivated species suggests that ornamental
plants have been widely spread around the KNP by humans. We also show that increased camp activity (either size or age) has
led to more ornamental species, while, with the notable exception of Skukuza, camp activity has had a much smaller effect
on the number of noncultivated species. Noncultivated species tend to be naturally dispersed, as opposed to directly spread
by humans between camps.
Past management prioritized certain species on the basis of their potential to invade KNP and on the prevailing national legislation.
These species were removed manually and follow-up control was carried out. Once the priority species were deemed to be under
control, less invasive species were targeted. All alien species were removed from vacated houses, regardless of the potential
invasiveness of the species.

This study explored the public perceptions of mobile telecommunications development – new landscape elements installed to deliver new technology – in a protected area. It examined: (1) the perceived landscape impacts of such development; (2) the importance attached to the socio-economic value of mobile telecommunications; and (3) the factors underlying the perceived landscape impacts of mobile telecommunications development. A postal questionnaire survey was conducted in the Peak District National Park, England with 420 respondents drawn from National Park residents and visitors, urban dwellers and members of environmental organisations. The study suggests that: (1) there was a prevailing antipathy towards the landscape impacts of mobile telecommunications development in the National Park; (2) apart from emergency uses, the other socio-economic benefits of mobile telecommunications technology were thought to be relatively unimportant in the National Park; and (3) rather than socio-demographic characteristics, it was respondents' understandings of protected areas' needs for the technology and potential health risks that had significant effects on the perceived landscape impacts. Overall, this study suggests that the significance of National Park landscapes is respected by the public, even when setalongside the convenience of modern technology, which has substantial implications for landscape planning and management in protected areas. 相似文献

Information on fires in different geographic regions of India is relatively scarce. This study quantifies spatial and temporal patterns in fire occurrences covering different states and districts in India. Two important scientific questions are answered in this study: (1) how are the fire events distributed across different geographical regions? (2) are there any specific districts where fire events clustered across space and time? To address these questions, Along Track Scanning Radiometer (ATSR) derived satellite fire counts from 1997–2006 were used and the datasets were analysed using spatial scan statistic. Spatial scan statistic provides a test statistic for most likely ‘hotspot’ spatial clusters, based on the likelihood ratio test and Monte Carlo simulation. Results from geographical analysis based on state boundaries suggested Maharastra state had the highest number of fires followed by Madhya Pradesh, Chattisgarh, Orissa, etc., during the 10-year period. Among the several districts, the spatial scan statistic identified the most likely cluster of fire events in Dausa, Karauli, Sawai Madhopur, Bharatpur and Alwar in addition to several other secondary clusters, with high statistical significance. These results are based on a large sample of cases, and they provide convincing evidence of spatial clustering of fire events in the Indian region. Results relating to hotspot areas of fire risk can guide policy makers towards the best management strategies for avoiding damages to forests, human life and personal property in the ‘hotspot’ districts. 相似文献

Abstract: Managing drought in agriculture has taken on growing importance as population growth and environmental concerns place increasing pressures on agricultural water use. One alternative for agricultural water resource management in areas of recurrent drought is allocation through market mechanisms. While past research has aimed to explain why farmers are reluctant to participate in already established water markets, this research seeks to identify the appropriate market mechanism given farmers’ preexisting attitudes toward water markets. Statistical analysis of survey data from 166 farmer interviews in the Rio Grande Basin indicate that farmers are significantly more likely to participate in short‐term water mechanisms, such as spot water markets and water banks than in permanent transfer mechanisms, particularly those that fully separate water rights from land. In sharp contrast to expectations, the choice of market mechanism did not differ significantly between farmers based on their a priori intention to buy, sell or both buy and sell in these markets. Choice of market mechanism also did not differ among farmer types although small, lifestyle or hobby farmers clearly preferred spot water markets to other types of short‐term mechanisms. Evaluating these attitudes a priori may help to design more suitable water market mechanisms for the basin. 相似文献
