我国有关光污染的立法几乎近于苍白,法院缺乏处理光污染侵害的法律依据,不能充分地维护受侵害人的利益。光污染侵权行为的构成要件有一定的特殊之处,亟需立法规范。防治光污染是一项社会系统工程,需要有关部门科学规划,合理布局环境建设,从源头防治光污染;采取有利于光环境保护的技术手段;加强对光污染的监督管理,有效控制光污染源;加强环境宣传教育,提高公众的环境意识。  相似文献

ABSTRACT: Electric generation facility water requirement will increase substantially in the future in the Western United States because new power plants are to be constructed at inland sites rather than on the coast. At the inland locations, power plants will have to compete with agriculture and public users for fresh water supplies, and will be constrained by environmental legislation to dispose of cooling waste water in lined evaporation ponds. The various options for power plant cooling are analyzed in respect to cost, water consumption, and environmental hazard, and also in respect to their compatibility with existing state and federal regulations. Several proposals for balancing the water requirements of various users in water-scarce areas are reviewed and criticized.  相似文献

Traditional air resource management systems have difficulty in addressing global issues, sustainable development, direct citizen participation, and integration with broad economic interests. As reactive management systems, they tend to be compliance-driven, static, and rigid. In contrast, proactive management systems are principle-driven, innovative, and flexible. Bridge scientists play a key role in supporting the transformation of raw data into wise action. Decision-makers need to integrate social values with knowledge about emissions, atmospheric processes, and potential environmental effects using the primary tools of measurements, monitoring, and modeling. The Alberta Clean Air Strategic Alliance, a unique partnership of governments, industry, and public interest groups formed in 1994, operates a comprehensive air management system that is capable of addressing air issues of greater complexity and uncertainty. Its success is measured by the satisfaction of its diverse stakeholders and by the number and scope of its initiatives.  相似文献

随着城市化步伐不断加快,城市环境问题日趋复杂和多元,环境管理成为城市这一复杂系统处于最优运行状态的重要保障。当代环境管理的实质,是将人与自然的关系协调到有利于人类生存与发展的和谐状态,环境管理创新是生态文明建设的根本保障。针对城市环境管理存在着环境法规不完善、行政管理制度不健全、缺乏经济手段和公众参与程度低等问题,本文从环境立法、行政管理制度、环境经济政策与公众参与机制等方面提出了若干对策建议,为完善城市环境管理制度提供参考。  相似文献

This article reports the results of a study investigating the nature and extent of small manufacturing business owners’ knowledge of Occupational Health and Safety (OHS) issues. Interviews were conducted with 33 owners of small manufacturing businesses in Sydney, Australia. Results showed that whereas the majority of owners had basic awareness of the existence of OHS legislation, they were often unaware about the extent of their legal OHS responsibilities. Owners were found to have minimal OHS training and practical OHS expertise. Lack of appropriate industry specific OHS information was found to be a major factor that inhibited the owners’ ability to deal with OHS issues effectively.  相似文献

Employers and workers need concrete guidance to plan and implement changes in the ergonomics of computer workstations. The Näppärä method is a screening tool for identifying problems requiring further assessment and corrective actions. The aim of this study was to assess the work of occupational safety and health (OSH) government inspectors who used Näppärä as part of their OSH enforcement inspections (430 assessments) related to computer work. The modifications in workstation ergonomics involved mainly adjustments to the screen, mouse, keyboard, forearm supports, and chair. One output of the assessment is an index indicating the percentage of compliance items. This method can be considered as exposure assessment and ergonomics intervention used as a benchmark for the level of ergonomics. Future research can examine whether the effectiveness of participatory ergonomics interventions should be investigated with Näppärä.  相似文献

A central problematic for researchers working at the interface of economic and environmental change is the development of research designs and methodologies that can satisfactorily link economic processes of global reach (such as direct investment) to environmental change at local and regional scales. This article reviews recent efforts to couple economic and environmental change and finds that relatively little effort has been made to use the direct investment process as a means of linking industrial restructuring to land use change. The article argues that direct investment, when conceptualised as a political-economic process involving the assemblage of a package of rights (to land, water, pollution permits etc), can be an effective vehicle for tracing through the impacts of industrial restructuring on local environments. To develop this analytical approach, an empirical case of mineral investment in the Gila Valley of eastern Arizona is presented. The case study identifies the acquisition of land and water rights as central strategic issues for mineral firms seeking to make investment, and traces through the impact of these acquisition strategies on existing patterns of land ownership and land use.  相似文献

我国的国际河流数量众多,分布广泛。国际河流的利用主要分为国际河流的航行利用和国际河流的水资源利用2个方面。我国对国际河流的利用主要表现为对国际河流水资源的利用。完善我国国际河流水资源利用立法非常重要。它可以确保我国既充分、合理,又合法、有据地利用国际河流水资源,消除国际舆论中“中国水威胁论”的不良影响;缓解国内水资源日益紧张的局面;发展流域经济;保护当地生态环境。运用综合分析和实证研究的方法,对我国国际河流水资源利用立法情况和对外谈判进行探讨。检视我国国际河流水资源利用立法存在诸多问题。国际河流水资源利用立法理念不协调;国际河流水资源污染防治立法视野狭隘;双边或多边区域性专项水协定缺失等问题表现得尤为突出。应采取调整国际河流水资源利用立法理念;坚持“公平利用”原则,维护我国权益;健全双边或多边的区域性专项水协定体系;拓宽立法视野,兼顾国际河流水资源利用和保育;保护国际河流水环境等措施,规制国际河流水资源的利用。  相似文献
