ABSTRACT

The success of technological development depends on citizens’ social acceptance, whereas several challenges related to the understanding of citizens’ reactions to renewable energy and its policies are identifiable. Most importantly, the gap between general attitudes towards the environment and specific voting behaviour regarding environment-friendly policy proposals calls for an explanation of how a policy’s design causes citizens who might otherwise support environmental measures to express opposition in direct democratic votes. Therefore, how policy design and policy information impact opinion formation is investigated. Salient aspects are identified, and the different types of information or qualifications that may cause opposition are considered. This new approach reveals that citizens, in environmental decision-making, do indeed consider policy design and policy information, which they regard as conditions for support, and that the type of policy information matters since citizens do not consider all of the policy details when they make decisions.  相似文献

What factors shape the democratic potential of public consultation in environmental policymaking? Here, the motivations, purposes, designs, and outcomes of recent public engagement on land use planning, climate change policy, and water resource management in Alberta, Canada are reviewed in order to show how the power dynamics of the political and economic context shape the democratic potential of public and stakeholder consultations, especially where dominant resource interests are at stake. At the same time, political leadership, interactions between civil society actors and key design elements are shown to be important to democratization.  相似文献

2012 American National Election Study data supplemented with monthly temperature data from the United States Historical Climatology Network are used to examine how religion, politics, and weather and climate affect views of global warming. Evangelical fundamentalism is the most consistent factor among all religion-related variables in determining perceptions of global warming, those more oriented toward evangelical fundamentalism being less likely than others to believe in the existence, anthropogenic cause, and adverse impact of global warming. Controlling for the effects of traditional political predisposition variables, including party identification and political ideology, support for the Tea Party plays a dominant role in determining views of global warming; support for the Tea Party leading to higher likelihood of disbelief in the existence, anthropogenic cause, and negative impact of global warming. Warming winters coupled with cooling springs of the past decade are positively related with belief in the existence of global warming.  相似文献

Carbon capture and storage (CCS) may play a central role in managing carbon emissions from the power sector and industry, but public support for the technology is unclear. To address this knowledge gap, and to test the use of discrete choice analysis for determining public attitudes, two focus groups and a national survey were conducted in Canada to investigate the public's perceptions of the benefits and risks of CCS, the likely determinants of public opinion, and overall support for the use of CCS.The results showed slight support for CCS development in Canada, and a belief that CCS is less risky than normal oil and gas industry operations, nuclear power, or coal-burning power plants. A majority of respondents indicate that they would support the use of CCS as part of a greenhouse gas reduction strategy, although it would likely have to be used in combination with energy efficiency and alternative energy technologies in order to retain public support.  相似文献

In 2000, the Global Water Partnership (GWP) as the main advocate of the concept of Integrated Water Resources Management (IWRM), proposed a definition that is now the reference, despite the ambiguity that persists in its interpretation. At the 2002 World Summit on Sustainable Development, the State representatives committed themselves to launch "plans for integrated water resources management and water efficiency by 2005". Some states immediately honoured this commitment by adopting new national water policies inspired by IWRM principles. Do these implementation plans respond to all the challenges of the IWRM? Or have these states simply reorganized their water resource policies to give an impression of conforming to the framework? In response to these questions, we present a history of IWRM and its conflicting interpretations followed by a case study of reforms enacted in Burkina Faso, to highlight some problems which are inherent to IWRM and how IWRM was transposed on a national scale.  相似文献

There is a growing recognition in developing countries that community participation in water and sanitation projects is a necessary strategy in sustainable development. The main advantage of following such an approach is that, if participation can encourage a sense of ownership of the projects, the benefits of the project are more likely to extend over the long term. The case study at hand focuses on the challenges faced in implementing a wastewater treatment system to solve an environmental and public health problem in a rural community, Rosario de Tesopaco, in northwest Mexico. Until recently, the community has been unable to implement an effective plan to treat the wastewater generated in the community. The problems faced by the community can be attributed to the political arrangement of water and sanitation decentralization in Mexico that occurred in the mid 1980’s, whereby communities were required to meet wastewater treatment standards, but were not given the technical and political guidance needed to achieve this goal. However, in this instance, cooperation between the authorities in Rosario de Tesopaco, the federal agency for social development, and an academic institution has led to the successful design and approval of a wastewater treatment project. This achievement can be attributed to the use of an effective collaborative strategy, tailoring the project to the needs and capacity of the local community, positioning the community as the leaders and owners of the project. A model for following this strategy for developing rural sanitation projects in Mexico is proposed. This paper estimates the costs of producing biological diversity on Swedish permanent grasslands. A simple model is introduced where biodiversity on pastures is produced using grazing animals. On the pastures, the grazing animals create a sufficient grazing pressure to lead to an environment that suits many rare and red-listed species. Two types of pastures are investigated: semi-natural and cultivated. Biological diversity produced on a pasture is estimated by combining a biodiversity indicator, which measures the quality of the land, with the size of the pasture. Biodiversity is, in this context, a quantitative measure where a given quantity can be produced either by small area with high quality or a larger area with lower quality. Two areas in different parts of Sweden are investigated. Box-Cox transformations, which provide flexible functional forms, are used in the empirical analysis and the results indicate that the biodiversity production costs differ between the regions. The major contribution of this paper is that it develops and tests a method of estimating biodiversity production costs on permanent pastures when biodiversity quality differs between pastures. If the method were to be used with cost data, that were more thoroughly collected and covered additional production areas, biodiversity cost functions could be estimated and used in applied policy work.  相似文献
