In spite of stricter provisions inthe new EU directive on deliberate release ofgenetically modified organisms (GMOs), criticsstill advocate a moratorium on permits forcultivation of GMOs. However, in an attempt tomeet concerns raised by the public, thedirective explicitly gives Member States thepossibility to take into consideration ethicalaspects of GMOs in the decision-making. Thisarticle investigates the potential effects ofsuch formulation by means of an empiricalanalysis of experiences gained the last yearsfrom similar Swedish regulations for GMOs,aiming at promoting sustainable development.The faulty implementation shown in the Swedishcase indicates that legal stipulations forethics as such have limited importance. We analyze the impact of ratification constraints on the optimal terms of international environmental agreements (IEAs). For this, we combine the literature on IEAs with the public choice literature on two-level games. By also incorporating uncertain preferences of the pivotal voter in the ratification stage, we make several important contributions: (i) we contribute to a more realistic modeling of the temporal structure of international agreements, (ii) we show a surprising, yet intuitive non-monotonic relationship between the optimal commitment level and the variance of ratification decisions, (iii) we identify reasons to expect a larger number of countries to join international negotiations than predicted by most of the coalition formation literature based on a representative agent model. This study presents a methodological scheme developed to provide a combined air and noise pollution exposure assessment based on measurements from personal portable monitors. Provided that air and noise pollution are considered in a co-exposure approach, they represent a significant environmental hazard to public health. The methodology is demonstrated for the city of Thessaloniki, Greece. The results of an extensive field campaign are presented and the variations in personal exposure between modes of transport, routes, streets and transport microenvironments are evaluated. Air pollution and noise measurements were performed simultaneously along several commuting routes, during the morning and evening rush hours. Combined exposure to environmental pollutants is highlighted based on the Combined Exposure Factor (CEF) and Combined Dose and Exposure Factor (CDEF). The CDEF takes into account the potential relative uptake of each pollutant by considering the physical activities of each citizen. Rather than viewing environmental pollutants separately for planning and environmental sustainability considerations, the possibility of an easy-to-comprehend co-exposure approach based on these two indices is demonstrated. Furthermore, they provide for the first time a combined exposure assessment to these environmental pollutants for Thessaloniki and in this sense they could be of importance for local public authorities and decision makers. A considerable environmental burden for the citizens of Thessaloniki, especially for VOCs and noise pollution levels is observed. These values are compared with data from natural radiation exposure. For the affected population, natural radiation effective doses are in average 2300 times higher than effective doses due to the operation of nuclear installations (nuclear power stations and fuel cycle facilities). When considering the impact on the whole Spanish population, effective doses attributable to nuclear facilities represent in average 3.5 × 10−5 mSv/y, in contrast to 1.6 mSv/y from natural radiation or 1.3 mSv/y from medical exposures. 相似文献

从规划内容与目标、规划方法及方案实施和评估3方面对太湖近20年水污染物控制历程进行综合分析,认为太湖水污染物控制正处面源污染、生活污染及新型污染问题凸显且更难处理,更为广泛的利益相关者和科研队伍积极参与的转型期.这种变化将导致污染治理面临更难应付的动态性和复杂性,使得当前以环境容量为总量为指导通过自上而下分配排污量和削减量的控制方案面临极大挑战.结合太湖水污染现状,通过与现行治理方法在管理假设、适合对象、协调管理手段、管理目标、规划方法、公众参与程度以及规划的优劣势等方面的比较发现,适应性管理可以积极有效应对由于环境趋势和管理协调对象变化所带来的系统不确定性和复杂性,将是一个积极有效的补充方法.同时,本文基于适应性管理提出了太湖水环境污染物排放控制体系的构建框架,突出适应性管理平台、科学研究及公众与基层单位参与在污染物控制中的重要作用. 相似文献

将全面建设小康社会置于实施可持续发展战略的大背景下研究政府财政特别是地方政府财政的保障作用,具有非常强的实践意义和理论意义.文章立足于全面建设小康社会监测指标体系,充分利用现行有关监测全面小康社会实现程度的测算结果,同时引入发展协调度的应用.在梳理政府财政与经济社会发展间的理论关系基础上,文章明确了地方政府财政保障经济社会发展中的协调作用.通过综合运用了加权平均、回归拟合、主成分分析等方法进行实证,不但验证了发展的协调能力与发展的综合能力的高度相关性,还验证了财政保障地方协调发展的有效性.亦即,地方政府财政通过发挥协调功能,可以以更快的速度促进全面小康社会的实现.在结合三亚实际进行分析的基础上提出了地方政府在实施全面建设小康社会的协调发展战略中应采取优化财政支出结构优先保障提供公共产品和服务,建立财政保障长效机制调整既有的利益格局等一系列有益的政策建议. 相似文献
