This paper reviews climate change impacts and the existing disaster risk management system in Japan and offers the results of a structured questionnaire survey of the community leaders and disaster risk management personnel of Saijo city of Japan that assesses their perceptions about dealing with the extreme disasters by the existing disaster risk management systems. This study was inspired by the record number of typhoon landfall that has surprised the local government and communities in 2004. While unearthing the hidden vulnerabilities in cities like Saijo, this event has loosened the confidence of local communities on the disaster risk management systems. From the study, we conclude that the existing disaster risk management systems need further fillip and that the proactive community involvement in disaster risk management is still in nascent stages. Associating with the scientific community, involving the local communities (including the elderly), enhancing the redundancy in disaster risk management systems, inculcating strategic thinking and micro-level planning, conducting vulnerability assessments by considering the special circumstances including resource constraints of small cities and better policy coordination across the administrative hierarchy are some important considerations for dealing with the uncertainty brought by the extreme events. 相似文献

The objective of the present paper is to investigate the robustness of the well-known result that pre-set default options determine people's choices. We do so by conducting a field experiment among environmental economists attending a large international conference on environmental economics. The participants were, at the time of registration, randomly allocated to different treatments related to carbon offsetting. What differs from earlier default studies is that our subjects have good knowledge about the good at hand. We investigate whether the choices of these experienced individuals are affected by a pre-set default option, and we also study the effect of a treatment with no pre-set default option. Our results, together with previous findings, indicate that the effect of a default option attenuates with experience. 相似文献

The rapid urbanization of China is causing a burden on their water resources and hindering their sustainable development. This paper analyzes effective methods to integrated river basin management (IRBM) using Longgang River basin of Shenzhen as an example, which is the city with the fastest rate of urbanization in China and even the whole world. Over the past 20 years, China has undergone a population boom due to the increase of immigrant workers and rapid development of laborintensive industries, which led to the sharp increase of water consumption and sewage discharge. However, the construction of the water infrastructure is still lagging far behind the environmental and social development, with only 32.7% of sewage in the district being treated. Currently, every water quality indicator of the Longgang River basin was unable to meet the required corresponding environmental standards, which further aggravated the water shortages of the region. Thus, an analytical framework is proposed to address the IRBM of the study area. The problems with the current management system include the lack of decentralization in decision-making, lack of enforcement with redundant plans, weak management capacity, financial inadequacy, and a poor system of stakeholder participation. In light of the principles of IRBM and the situation of the region, corresponding measures are put forward, including an increase of power given to sub-district offices, fewer but more feasible plans, capacity building among stakeholders, a combination of planning and marketing for overcoming financial inadequacy, and profound reform in the public participation system. The framework and institutional suggestions could inform similar processes in other representative river basins. 相似文献

An effective environmental public health tracking system integrates data and intelligence on environmental hazards, exposures,
and health outcomes to focus interventions on reducing the impact of environmental contamination on public health. Most work
in this area in the UK has focused on assessing data on hazards that are relatively easy to obtain. However, most hazards
will present no actual risk and information on exposure is required to make an effective risk assessment. Obtaining exposure data is technically challenging, expensive, and potentially
raises ethical concerns. Consequently, the Health Protection Agency is exploring methods for targeting geographical zones
for efficient detailed environmental assessment (including exposure assessment). This paper describes and assesses three methods
(indirect standardization, statistical process control (SPC) and kernel density contouring) for the surveillance of potentially
environmentally related diseases for this purpose. While the evaluation demonstrates the utility of the three methods, particularly

SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. Influenced by models of optimal law enforcement, several authors have recently revised the work on efficient levels of regulatory control to accommodate the realities of underenforcement and imperfect compliance. However, most of these efforts have centered on either the enforcement agency or the firm and have largely ignored the decentralized nature of the enforcement process. This paper extends these results by modelling both the firm and the local agency and by incorporating detection uncertainty and concealment activity. The prevailing system of environmental management strongly depends on the economic and political structures of a country and
is influenced by the current condition of them. Environmental degradation in the Soviet Union has been caused mainly by the
political and economic misconceptions listed in this article. With the transformation of its state order to the model of Western
democracies, the Soviet Union is experiencing a deep economic crisis of restructuring, reflected in a parallel crisis in its
system of environmental management, which is manifest in the form of rapid transformation. This is characterized by the contradiction
of the state’s old administrative institutions, which still exist, with the efforts to use market mechanisms of environmental
control. Such methods include various fees and payments for the use of natural resources or for pollution and creation of
specialized regional funds and banks to finance environmental programs. All these occur in the context of the strengthening
of regional sovereignty, the introduction of self-accounting for economic units, the adoption of comprehensive legal enactments,
and the setting up of an efficient administrative system of their enforcement. Public activism, as one of the principal actors
in this structure, also has undergone quick maturation. Nevertheless the future development of the new Soviet system of environmental

The snowmobile controversy in Yellowstone National Park not only pits snowmobilers against environmentalists, but it also pits the Bush Administration against the Clinton Administration. Caught in the middle are the National Park Service, scores of natural and social scientists, and Yellowstones permanent residents—the flora and fauna. The controversys political aspects are the focus of this paper; specifically, the tenuous relationship among research scientists, whose job it is to inform management and policy decisions; politicians, whose job it is to formulate those same decisions in the public arena; and public land management agencies, whose job it is to implement the decisions. The crux of the paper concerns the politicization of natural resource policy and ways in which research scientists tend to get caught up in it. Lessons learned from this Yellowstone episode regarding the role of science in policy-making processes are also considered. Two recent federal court rulings shed additional light on the politics surrounding Yellowstones snowmobile controversy, as does the importance of governmental checks and balances in resolving natural resource management disputes. 相似文献
