The aim of this article is to propose a new analytical framework for comparing and explaining the emergence and diffusion of European regional mountain initiatives (ERMIs), envisaged as ‘functional regulatory spaces’ (FRS). The article examines three exploratory hypotheses. The first hypothesis considers that the different ERMIs (Alps, Pyrenees, Jura, Carpathian, Balkan Mountains, Dinaric Arc, Caucasus) can be compared, distinguished, and classified using the FRS approach. The second hypothesis addresses the relationship between the degree to which ERMIs correspond to an ideal-type FRS and their role and position within policy diffusion processes. We suggest that the more an ERMI corresponds to an ideal-type FRS, the more important is its role in diffusion processes. The third hypothesis focuses on the relationship between the degree of formalization and institutionalization of ERMIs and their role in policy diffusion processes. We argue that the more and the earlier an ERMI is “formalized” and “institutionalized” in a clear and robust way as a “mature” FRS, the more important its role, and the more central its position, in diffusion processes. This article is a very first attempt to link FRS and policy diffusion concepts. As such it seeks to assess the link's feasibility and relevance, rather than a definitive empirical (in)validation of the three hypotheses.  相似文献

The newly developed model system HILLS is used to simulate recent (1990–2000) and future (up to 2020) changes in land use and carbon sequestration over Central Germany. HILLS is unique as that it integrates the spatially explicit land-use-change model LUC-Hesse with the dynamic ecosystem model Century under a GIS platform. With this new tool, the concurrent effects of urbanization, afforestation and cropland abandonment on regional carbon sequestration are analyzed for an exemplary “Business as Usual” scenario. During the simulation period, afforestation was estimated to sequester 880 Gg C and cropland abandonment 783 Gg C. Urbanization was estimated to release 336 Gg C formerly stored in soil organic matter and thereby offsets about 20% of the C sequestered by cropland abandonment and afforestation. The case study shows that urbanization can partly counteract the benefits of carbon sequestration resulting from other land-use changes and should be investigated in other carbon balances.  相似文献

Japan should undertake drastic greenhouse gas (GHG) emission reductions by the middle of this century in order to mitigate climate change problems. Municipalities should design and execute scenarios toward a low-carbon society suited to their respective regions. This study describes long-term future visions developed for Shiga Prefecture targeting CO2 emission reductions of 30–50% by 2030, and presents scenarios to attain these targets, which are achievable with mild economic growth. For targets over a 30% reduction, region-specific measures including land-use reform and citizen behavioral changes are necessary. Compared with other regions in Japan, Shiga should give priority to a modal shift in transport, efficiency improvements in industry, and photovoltaic energy generation.  相似文献

This paper presents an analysis and evaluation of emergency preparedness and regionalized training on nine Caribbean islands during the period of 1980 to 1985. Preparedness on the islands is measured in numerous ways, including the existence and comprehensiveness of the disaster plan; existence and adequacy of district organizations; existence of an emergency operations centre; frequency of drills; adequacy of communications; and various other indicators. The regionalized training, which was provided out of a small, internationally-funded unit in Antigua, is evaluated in terms of the contribution it made to Caribbean preparedness during the period. Various management difficulties are analyzed and recommendations made for future, similar programs.  相似文献

This paper attempts five tasks. First, it briefly traces the collapse of regional economic planning since the mid 1970s. Second, it re‐assesses the case for regional economic planning. Third it asks whether a statutory economic development role for local authorities is the way forward. Fourthly, it critically evaluates current practice in economic development in a depressed area using the Newcastle City region as an example. Finally the paper concludes by outlining the nature of the applied research necessary to underpin a more rational approach to regional economic development planning, referring to the example of the Regional Industrial Research Unit established in the University of Newcastle upon Tyne.  相似文献

Numerical modelling of fire-related smoke haze episodes in Southeast Asia is important for both prediction and assessment of atmospheric impacts, especially when observational data are fragmentary, as is the case in Indonesia. This work describes the atmospheric fate of smoke particles emitted during the 1997 Indonesian fires modelled with a regional atmospheric chemistry model. We established a new fire emission inventory and calculate that 55 teragram (Tg) of particulate matter and 1098 Tg of carbon were released during this fire episode. Our emission estimate is an intermediate value compared with other studies. Utilising different scenarios, we demonstrate the variable atmospheric impacts of surface vegetation fires and peat soil fires separately and also investigate the sensitivity of smoke dispersion to the differing meteorological conditions of an El Niño and a normal year. When peat fires are included in the emission inventory, modelled ambient particle concentrations exceed the ambient air quality standard across transboundary scales. In a scenario including only surface vegetation fires, ambient air quality standards are exceeded only in areas close to the main fires. This scenario demonstrates the prominent role of fires in peat areas in causing regional air pollution episodes. In years with normal meteorological conditions, intermittent precipitation and associated wet deposition during the dry season are predicted to remove most of the particulate emissions close to the sources. Strongly reduced rainfall and generally stronger southeasterly winds during El Niño years provide favourable conditions for larger scale smoke haze pollution.  相似文献
