Riparian Zone Management in the Pacific Northwest: Who's Cutting What?   总被引:2,自引:0,他引:2  
Oncorhynchus sp.), regional governments now restrict timber harvest in riparian forests. I summarize and assess the riparian zone management guidelines of the states of California, Oregon, and Washington (USA) and the province of British Columbia (Canada). Only Oregon and British Columbia protect fish-bearing streams with “no-harvest” zones, and only the wider (20–50 m) no-harvest zones for larger fish-bearing streams in British Columbia are likely to maintain near-natural linkages between riparian and stream ecosystems. All four jurisdictions protect most streams with “management zones” of variable width, in which timber harvest activities are restricted. All the management zone guidelines permit the harvest of the largest conifers from riparian forests and will, if applied over a series of timber harvest rotations (60–80 years), result in the continued removal of potential sources of large woody debris from the region's watersheds. All four jurisdictions require additional protection for streams and watersheds that are severely degraded or (in the United States) contain threatened or endangered species. The governments of the PNW have taken a “manage until degraded, then protect” approach to riparian forest management that is unlikely to maintain or restore the full suite of riparian-stream linkages necessary for lotic ecosystems to function naturally at the stream, watershed, basin, or regional scale.  相似文献

Biodiversity loss is a globally significant problem. Institutional failure to halt this loss suggests current arrangements are not fit for the purpose of conserving biodiversity. The objective of this paper is to diagnose institutional fitness for conserving biodiversity in the Tasmanian Midlands of Australia, a highly modified agricultural landscape with critically endangered biodiversity values. This paper presents and applies a novel diagnostic framework that adopts a broad view of institutional fit, drawing on concepts from adaptive governance, institutional theory, and public administration, and finds four areas of poor fit that can guide reform efforts. The first is a narrow framing of biodiversity objectives, leading to neglect of key social and ecological concerns. Second, the interplay of current arrangements fails to buffer key economic and political drivers, and compromises adaptive capacity. Third, limited government authority and embedded power relations raise questions about the effectiveness and fairness of current approaches. Finally, the reluctance of governments to devolve authority and decision-making powers to self-organizing networks constrains adaptation. This suite of fit problems constrains achievement of biodiversity conservation, particularly in dealing with landscape multifunctionality, the need to balance private landholder rights and responsibilities, and the need to consider how to respond to emerging novel and hybrid ecosystems.  相似文献

ABSTRACT

There is currently a recognition of the need for more collaborative approaches to water management, which involve communities of place as proactive stewards of their local water environments. However, the desire for such participatory approaches sits awkwardly with the primarily technocratic orientation and practices of the responsible professional organisations in the water sector. Professionals sometimes struggle to communicate with, or respond to, communities stressed by flood and other impacts. This paper examines the concept of “hydrocitizenship” in relation to the engagement between professional stakeholders interested and involved in water landscape management, regulation and associated issues, and communities in the River Aire corridor, Yorkshire, UK. The case study-based research used innovative, arts-based exploratory approaches that aimed to examine participants’ relationships with water and how local environmental concerns about policy and water could be revealed. Group conversations and interviews were used as a strategy both to develop mutual understandings between participants and to inform the creation of public performances which stimulated further discussion and reflection. The paper focuses on reporting the role and experience of stakeholders, and identifies the emergence of unexpected synergies, where performance became the means of two-way communication between the different groups involved in the research. In particular, a flexible, creative and playful approach captured the imagination and gained interactions and creative collaborations within local communities and stakeholder groups. The paper concludes by reflecting on possible extensions of this work in other contexts.  相似文献

Human–wildlife conflict (HWC) is a key topic in conservation and agricultural research. Decision makers need evidence-based information to design sustainable management plans and policy instruments. However, providing objective decision support can be challenging because realities and perceptions of human–wildlife interactions vary widely between and within rural, urban, and peri-urban areas. Land users who incur costs through wildlife argue that wildlife-related losses should be compensated and that prevention should be subsidized. Supporters of human–wildlife coexistence policies, such as urban-dwelling people, may not face threats to their livelihoods from wildlife. Such spatial heterogeneity in the cost and benefits of living with wildlife is germane in most contemporary societies. This Special Section features contributions on wildlife-induced damages that range from human perspectives (land use, psychology, governance, local attitudes and perceptions, costs and benefits, and HWC and coexistence theory) to ecological perspectives (animal behavior). Building on current literature and articles in this section, we developed a conceptual model to help frame HWC and coexistence dimensions. The framework can be used to determine damage prevention implementation levels and approaches to HWC resolution. Our synthesis revealed that inter- and transdisciplinary approaches and multilevel governance approaches can help stakeholders and institutions implement sustainable management strategies that promote human–wildlife coexistence.  相似文献

Best management practices (BMPs) have been developed to address soil loss and the resulting sedimentation of streams, but information is lacking regarding their benefits to stream biota. We compared instream physical habitat and invertebrate and fish assemblages from farms with BMP to those from farms with conventional agricultural practices within the Whitewater River watershed of southeastern Minnesota, USA, in 1996 and 1997. Invertebrate assemblages were assessed using the US EPA's rapid bioassessment protocol (RBP), and fish assemblages were assessed with two indices of biotic integrity (IBIs). Sites were classified by upland land use (BMP or conventional practices) and riparian management (grass, grazed, or wooded buffer). Physical habitat characteristics differed across buffer types, but not upland land use, using an analysis of covariance, with buffer width and stream as covariates. Percent fines and embeddedness were negatively correlated with buffer width. Stream sites along grass buffers generally had significantly lower percent fines, embeddedness, and exposed streambank soil, but higher percent cover and overhanging vegetation when compared with sites that had grazed or wooded buffers. RBP and IBI scores were not significantly different across upland land use or riparian buffer type but did show several correlations with instream physical habitat variables. RBP and IBI scores were both negatively correlated with percent fines and embeddedness and positively correlated with width-to-depth ratio. The lack of difference in RBP or IBI scores across buffer types suggests that biotic indicators may not respond to local changes, that other factors not measured may be important, or that greater improvements in watershed condition are necessary for changes in biota to be apparent. Grass buffers may be a viable alternative for riparian management, especially if sedimentation and streambank stability are primary concerns.  相似文献

Theoretical and empirical studies demonstrate that the total amount of forest and the size and connectivity of fragments have nonlinear effects on species survival. We tested how habitat amount and configuration affect understory bird species richness and abundance. We used mist nets (almost 34,000 net hours) to sample birds in 53 Atlantic Forest fragments in southeastern Brazil. Fragments were distributed among 3 10,800‐ha landscapes. The remaining forest in these landscapes was below (10% forest cover), similar to (30%), and above (50%) the theoretical fragmentation threshold (approximately 30%) below which the effects of fragmentation should be intensified. Species‐richness estimates were significantly higher (F= 3715, p = 0.00) where 50% of the forest remained, which suggests a species occurrence threshold of 30–50% forest, which is higher than usually occurs (<30%). Relations between forest cover and species richness differed depending on species sensitivity to forest conversion and fragmentation. For less sensitive species, species richness decreased as forest cover increased, whereas for highly sensitive species the opposite occurred. For sensitive species, species richness and the amount of forest cover were positively related, particularly when forest cover was 30–50%. Fragment size and connectivity were related to species richness and abundance in all landscapes, not just below the 30% threshold. Where 10% of the forest remained, fragment size was more related to species richness and abundance than connectivity. However, the relation between connectivity and species richness and abundance was stronger where 30% of the landscape was forested. Where 50% of the landscape was forested, fragment size and connectivity were both related to species richness and abundance. Our results demonstrated a rapid loss of species at relatively high levels of forest cover (30–50%). Highly sensitive species were 3‐4 times more common above the 30–50% threshold than below it; however, our results do not support a unique fragmentation threshold. The use of an Integrated Landscape Ecological Approach on the evaluation of the impact of a proposed highway over a high sensitive habitat of the highly endangered Iberian Lynx (Lynx pardina L) is described. This method prevents the occurrence of common errors in the decision making process by allowing an increased knowledge of the ecological constraints of the project. It builds, consequently, a very powerful tool for nature conservation assessment and for the ecological evaluation and the decision process in situations of low ecological data availability. The conflict of arguments on the consistency of the conclusions of the method is also described.  相似文献

在构建基于景观尺度的生态安全评价模型基础上,分析了1990-2005年干旱区内陆艾比湖流域平原区的景观生态安全变化特征。结果表明:研究区景观生态安全状况可以分为3个层次,并以河流、湖泊及沼泽为主的湿地景观所在区域的生态安全程度相对较高。1990-2005年,研究区生态安全状况呈现"V"字型变化趋势,其中生态安全评价指数相对较低区域的面积所占比例呈现先增加后减少、总体上趋于增加的状态;而生态安全指数相对较高区域的面积所占比例呈现先减少后增加、总体上趋于减少的状态。  相似文献

Forest transitions may significantly contribute to climate change mitigation but also change forest use, affecting the local people benefiting from forests. We analyze forest transitions as contested processes that simplify multifunctional landscapes and alter local livelihoods. Drawing on the Theory of Access, we develop a conceptual framework to investigate practices of multifunctional forest use and the mechanisms that exclude local forest use(r)s during forest transitions in nineteenth century Austria and twenty-first century Lao PDR. Based on historical sources, interviews and secondary literature, we discuss legal, structural and social-metabolic mechanisms to exclude multifunctional forest practices, marginalizing peasants and shifting cultivators. These include, for example, the increasing enforcement of private ownership in forests or the shift from fuelwood to coal in Austria and restrictive land use planning or the expansion of private land concessions in Laos. By integrating political ecology and environmental history in forest transitions research we unravel shifting power relations connected to forest change.  相似文献
