农村生态环境保护是实现乡村振兴不可缺少的一环,是保障农业农村高质量发展的基础。基于"十三五"江苏省农村环境监测体系和2020年全省农村环境质量监测结果,分析了全省农村环境监测现状。指出,江苏省农村环境监测工作存在监测任务较重、基础信息获取难度较大、水环境监测代表性不足、监测指标单一以及对农业面源污染治理成效评估支撑不够等问题;提出,强化部门数据共享与信息整合、完善农村环境例行监测网络、构建农业面源污染监测技术体系、探索特色指标监测研究、加强农村环境监测人才队伍建设等"十四五"江苏省农村环境监测工作建议,以期摸清农业面源污染现状,为全省农村生态环境治理提供技术支撑。 相似文献

The value placed by the public on the nation's rural landscapes is emphasised by vociferous criticism of insensitive, large‐scale afforestation. As forestry causes massive changes in the landscape in the short term, with results that last for decades, the opportunity provided to improve and conserve should be positively grasped. The Countryside Commission's report A Better Future for the Uplands puts forward a new strategy for public intervention in the uplands of England and Wales. The aim of the report is to integrate rural policies and to promote higher environmental priorities in rural areas. This paper considers the degree to which the report is successful in planning to achieve these ends. The paper is specifically concerned with the planning methodology on which the report is based. The paper argues for an approach to rural planning which permits the consideration of more radical solutions to rural problems, along with the application of a more systematic planning methodology, in order to assist in the choice of an appropriate direction for planned change. 相似文献

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China's population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined. 相似文献

Gender is an important variable in water use, policy, and intervention. This article explores this variation and its policy implications. Concepts are applied in several case studies to draw generic conclusions. Variation is related to the purpose of water use (consumptive or productive) and to the local, culture-specific patterns of the intra-household organization of consumption for family welfare (which includes domestic water provision) and income-generation (for which water is an input, especially in rural areas). For domestic water use, the intra-household sharing of unpaid domestic responsibilities is a key gender issue. Water for productive use, on the other hand, is embedded in the gendered organization of household economic activity, as elaborated for smallholder-irrigated agriculture. In female-managed and dual farming systems, where a high proportion of farm decision-makers are women, irrigation agencies need to better target their support. In male-managed farming systems, however, the majority of women lack their own farm enterprise in which water is an input. Women's access to land, markets and credits besides access to water, is at stake. To conclude, given the strong variation in water use along gender lines, gender analysis is indispensable for any concrete water policy and intervention. 相似文献

/ With over 2500 Australian Landcare groups, 65,000 volunteer members, and considerable evidence of program impact, Landcare is an important example of state-sponsored rural development in a developed nation. The agency-community partnership is a fundamental element of Landcare and getting the partnership right is vital to long-term program success. After reviewing the emergence of Landcare in the state of Victoria, the author reports research from a 1995 survey of Victorian Landcare groups. Survey information highlighted the extent of agency-group contact, the important roles agency staff played in many Landcare groups, and the positive impact of agency contact and government funding upon group activity. Large majorities of groups reported they were satisfied with their relationship with agency staff. However, a majority of groups reported money or materials provided to manage land and water degradation was inadequate. Recently proposed changes to the Landcare program will provide government funding of work on private property and may address this concern. A majority of groups also reported support for leadership and management training was inadequate and respondents emphasized the need to revise program guidelines that limit funding for group coordinators. This information highlighted the importance of articulating a practical model of community participation in Australia and adopting a systematic approach to providing agency support for Landcare groups. This article reports on the content and process used to evaluate environmental impacts caused by the development of 50 new
settlements in the central Galilee region in northern Israel between 1978 and 1988. Some 60 different environmental and developmental
factors and their interrelationships were identified. Selected physical changes that were defined as impacts were later evaluated.
The evaluation method was based on intensive use of interviews with resource scientists and decision makers as experts. The
data from interviews were used as the basis for factors identification, impact screening, and their rating. Experts used three
types of criteria in the latter process: intensity of impact, the potential for its mitigation and compatibility with existing
natural resource conservation, and environmental quality protection policy.
Researchers concluded that reliance on experts with broad local experience eliminated the need for a more structured and detailed
assessment method. The case study shows that experts provided creditable and reliable findings. They substituted the need

The aim of this paper is to recommend a rapid conceptual classification model for Sustainable Flood Retention Basins (SFRB) used to control runoff in a temperate climate. An SFRB is an aesthetically pleasing retention basin predominantly used for flood protection adhering to sustainable drainage and best management practices. The classification model was developed on the basis of a database of 141 SFRB using the River Rhine catchment in Baden (part of Baden-Württemberg, Germany) as a case study. It is based on an agglomerative cluster analysis and is intended to be used by engineers and scientists to adequately classify the following different types of SFRB: Hydraulic Flood Retention Basin, Traditional Flood Retention Basin, Sustainable Flood Retention Wetland, Aesthetic Flood Retention Wetland, Integrated Flood Retention Wetland and Natural Flood Retention Wetland. The selection of classification variables was supported by a principal component analysis. The identification of SFRB in the data set was based on a Ward cluster analysis of 34 weighted classification variables. Scoring tables were defined to enable the assignment of the six SFRB definitions to retention basins in the data set. The efficiency of these tables was based on a scoring system which gave the conceptual model for the example case study sites an overall efficiency of approximately 60% (as opposed to 17% by chance). This conceptual classification model should be utilized to improve communication by providing definitions for SFRB types. The classification definitions are likely to be applicable for other regions with both temperate oceanic and temperate continental climates. 相似文献
