This article provides a case study of small-scale private sector provision of water supply in Paraguay, where the Government has sought sector policy reforms that would encourage private investment in drinking water supply. Ironically, while the Government has focused almost entirely on garnering the interest of large private international water companies, much smaller local firms have already made significant investments in drinking water services for the poor, all without any participation or encouragement from the Government. Outside Paraguay's two major cities, Asunción and Ciudad del Este, large numbers of aguateros currently provide piped potable water to lower-income people. Though the aguateros have little legal footing — they are in many respects informal and unregulated —they have constructed as much as one third of all the new drinking water connections in these two cities over the past 20 years. The small-scale water systems in Paraguay offer a model of financial, economic, and water-use efficiency. This article asserts that an abundance of groundwater resources, cheap access to electricity for pumping, and a spirit of informal investment, among other variables, has spawned widespread use of this approach. This article documents and analyzes the features of these independent small-scale water providers in Paraguay and the efficiency they bring to the use of water resources in meeting drinking water demands among the poor. The great majority of farmers in Latin America are peasants who still farm small plots of land, usually in marginal environments utilizing traditional and subsistence methods. The contribution of the 16 million peasant units to regional food security is however substantial. Research has shown that peasant systems, which mostly rely on local resources and complex cropping patterns, are reasonably productive despite their small land endowments and low use of external inputs. Moreover analysis of NGO-led agroecological initiatives show that traditional crop and animal systems can be adapted to increase productivity by biologically re-structuring peasant farms which in turn leads to optimization of key agroecosystem processes (nutrient cycling, organic matter accumulation, biological pest regulation, etc.) and efficient use of labour and local resources. Examples of such grassroots projects are herein described to show that agroecological approaches can offer opportunities to substantially increase food production while preserving the natural resource base and empowering rural communities. 相似文献

Two frequent beliefs about rural environmental attitudes are examined conceptually and empirically: (1) the common conception
that rural environmental concerns are expressed predominantly by wealthy community newcomers; and (2) the related position
that long-time rural residents are hostile to the environmental cause.
We argue conceptually, through the use of a 2×2 community matrix, that environmental attitudes are equally likely to be expressed
by what we term “upper middle income newcomers,” “lower middle income newcomers,” “upper middle income locals,” and “lower
middle income locals.” Empirically, we find that although wealthy newcomers express the strongest environmental attitudes
in the community, their concerns represent only a small percentage of rural environmental attitudes consisting of respondents
who make less than $40,000 a year in household income are over 40 years of age, possess less than a college education, and
work in a nonprofessional occupation. This new category expresses environmental concerns at least equal to the rest of the
community on three of four measures of environmental attitudes.
The findings provide insight into the widespread and cross-sectional nature of rural environmental concern. The implication
is that environmental groups will find significant sources of political support in rural communities, provided they craft
their environmental message in a language consistent with rural attitudes and values.

With the frequent occurrence of natural disasters, natural hazard triggered technological accident (Natech) risk has attracted extensive attention from academia and industry. Natech events have the characteristics of various inducements and consequences, cascading chain reactions, and complex spatial interleaving, which leads to serious consequences. The Natech event is constantly threatening China's industrial safety production. However, the systematic analysis of Natech events in China is still lacking. The study counted 288 cases in the past 20 years and constructed Natech databases. Based on the theory of risk chain and risk system, a systematic horizontal and vertical analysis was developed for the first time. It aims to understand the characteristics of Natech events in terms of temporal and spatial, hazard factors, industry and risk material, consequences and hazard. In the results, Natech events showed a fluctuating trend. The southwest region (28.13%) and the middle Yellow River region (21.18%) belong to the critical control areas. China's industries were seriously affected by the disasters of meteorological (43.75%) and secondary, especially in the Chemical & Petrochemical and manufacturing. 64.58% of Natech events caused environmental pollution, and 13.19% of Natech events caused major or above consequences. Oil (31.25%) and hazardous chemicals (28.47%) were the main substances causing pollution, fire and explosion, which need to be controlled. The polluter-pays principle has been widely implemented in OECD countries and credited for bring about a significant reduction in pollutant discharge. However, it has had only limited implementation in developing countries. The consequences of not implementing it in developing countries, to the extent they are documented, are limited to estimating the economic damages of environmental degradation. Yet there are several other but seldom documented negative consequences of the failure to implement the polluter-pays principle. These consequences are documented in the case of Pakistan. They include limited construction of effluent treatment plants, heavy dependence on the government and international donors for funding the only two operational common effluent treatment plants, significant operational issues at the two common effluent treatment plants, missed opportunities to build cost-effective common effluent treatment plants and minimal environmental improvements from isolated investments in individual effluent treatment plants in addition to the already documented significant level of environmental degradation due to uncontrolled pollutant discharge. 相似文献

The concentrations of black carbon (BC), total organic carbon (TOC) and polycyclic aromatic hydrocarbons (PAHs) have been determined in soils from urban and rural areas of Beijing. The rural area can be divided into plain and mountainous areas which are close to and relatively far from the urban area, respectively. Concentration of BC (5.83 ± 3.05 mg g−1) and BC/TOC concentration ratio (0.37 ± 0.15) in Beijing’s urban soil are high compared with that in world background soils and rural soils of Beijing, suggesting the urban environment to be an essential source and sink of BC. Concentration of BC in the urban area decreases from the inner city to exterior areas, which correlates with the urbanization history of Beijing and infers accumulation of BC in old urban soils. Black carbon in Beijing soils mainly comes from fossil fuel combustion, especially traffic emission. Median PAH concentration in the urban area (502 ng g−1) is one order of magnitude higher than that in the rural plain (148 ng g−1) and mountainous area (146 ng g−1) where PAHs are supposed to mainly come from atmospheric deposition from the urban area. Concentrations of BC correlate significantly with those of PAHs (p < 0.01, except naphthalene) in the urban area and with those of heavier 4-, 5- and 6- ring PAHs (p < 0.01) in the adjacent rural plain area, while there is no significant correlation with any PAH in the farther rural mountainous area. 相似文献
