Over the past decades, numerous science institutions have evolved around issues of global sustainability, aiming to inform and shape societal transformations towards sustainability. While these science-based initiatives seem to take on an ever growing active role in governance for sustainable development, the question arises how they can claim any political authority in the first place. We present here a structured comparison of six international science-based initiatives, all engaged in governance processes related to the recently established Sustainable Development Goals. We focus on the material and rhetorical strategies employed by these science institutions to acquire authority by fostering perceptions of salience, credibility and legitimacy among governance actors. We distinguish three modes of scientific authority: an assessment-oriented mode that combines a strategy of salience through integration, with credibility by formal mechanisms of review, and legitimacy through representation; an advice-oriented mode, which appeals to salience through the promise of independent and timely science advice, to credibility through the credentials of the scientists involved, and to legitimacy through formal recognition by governance actors; and a solution-oriented mode, with science institutions claiming relevance based on the promise to contribute to solutions for global sustainability, while credibility is sought by invoking support of the scientific community, and legitimacy through a strategy of participation. Based on this analysis, we provide a framework for reflection on the claims and strategies of science-based initiatives, and their role and responsibility in governance for sustainable development.This article is part of a special issue on solution-oriented GEAs. 相似文献

在全球倡导可持续发展目标(SDGs)的背景下,城市作为人类活动的主要场所,既是SDGs的聚焦区域,更是世界各国落实SDGs的着力点。以“一带一路”沿线中亚五国首都城市区为例,面向SDGs设定发展情景和相应参数,采用Markov-FLUS模型模拟2030年自然发展、生态优先与经济优先情景下的城市发展格局,权衡SDGs与多情景城市格局演化规律,从空间视角协调城市的社会、生态与经济,提供城市发展的决策依据。结果表明:(1)2010—2015年来,研究区均出现建设用地总量增加、生态用地总量减少的现象。(2)未来情景模拟中均表现出由建设用地扩张引致的生态用地破碎化;生态优先情景有效抑制了建设用地扩张;经济优先情景下转化为裸地的土地有所减少,建设用地出现连片扩张。(3)未来城市发展应协调生态保护与经济发展,将生态保护理念融入城市建设,实现国家政策推动土地资源可持续利用,促进实现2030年全球可持续发展目标。 相似文献

Integrated watershed management (IWM) is a priority, especially in semiarid regions that are concurrently affected by population growth, land use change, soil erosion, and poor governance. In developing countries, IWM is often done without any support tool, scientific data, or deep knowledge of territory characteristics. The aim of this study was to present a case study to apply a decision support tool to prioritize areas for territory management. A simple, quantitative multi‐criteria analysis was applied in a semiarid basin of the Ecuadorian Andes to identify the zones of greatest concern for implementation of resource conservation and management practices at a local and regional scale. In addition to describing the current state of the conditions of this basin, our results suggest scenarios of change in relation to official population projections based on spatial analysis of land use change. Analysis resulted in a scattered distribution of priority values within the watershed, so a hierarchical rule was incorporated to define priorities at the subwatershed (SW) scale. Our analysis identified four SW of very high priority and urgent need to implement management practices. Based on projections of future change due to population growth and land cover change, the number of subbasins that require more attention was doubled. Finally, this study includes zones for management or conservation of the land, according to the Sustainable Development Goals. 相似文献

本文基于联合国可持续发展行动网络牵头发布的可持续发展目标指数和指示板报告,对中国实现2030年可持续发展目标状况进行了分析,认为尽管中国的SDG指数在全球整体排名中呈逐步上升趋势,但生态环境相关指标总体依然面临严峻挑战:中国与生态环境相关的目标评级偏低;SDG指数和指示板报告采用的评价指标与中国生态环境保护重点工作关联性不强;中国的统计数据难以满足测量2030年议程的数据需求等。为实现联合国倡议的2030年可持续发展目标,中国应打好污染防治攻坚战,提高环境治理水平,加快建立中国本土化评估指标体系,形成SDGs指标年度报告制,建立SDGs实施机制,建立与2030年议程相适应的统计支撑体系。 相似文献

This paper provides a retrospective analysis of global environmental assessment (GEA) processes and their changing character, focus and political context over the past 40 years. We examine how and why elements of organizational design, objectives, and the evolving political landscape have interacted and changed, with a view of informing the design and conduct of future processes. We find that the historical genesis of GEAs is closely connected to the emergence of environmental multilateralism. However, the prevailing conditions and assumptions which originally gave rise to the GEA concept have changed significantly over time, giving rise to an increasing demand for a focus on response options and policies. We also find that the epistemic and process complexity of GEAs has increased substantially, without a corresponding expansion in the magnitude and composition of GEA management teams. We suggest that developing analytical capacities for policy assessment as well as ensuring sufficient resources and tools to manage increasingly complex GEAs is essential to ensure their future relevance and success. In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well. 相似文献

Environmental Flows (EFlows) are defined as the quantity, timing and quality of the flow of water, sediment and biota necessary to sustain freshwater and estuarine ecosystems, and the human livelihoods and well-being that depend on these ecosystems. As such they are a vital component of Integrated Water Resource Management (IWRM). A recent survey found that, in general, Africa lags behind schedule with respect to the global SDG Target 6.5 to implement IWRM at all levels, including through transboundary cooperation as appropriate. This web-based review explores progress made in EFlows Assessments and implementing their outcomes in southern Africa. It outlines the apparent impetus to the uptake of EFlows provided by legislation, common funding mechanisms for EFlows assessment and evolving trends in EFlows assessment. The global agenda of sustainable development (SD) will get a major boost from the successful implementation of the Sustainable Development Goals (SDGs) in developing countries. This requires effective planning and understanding of the SDGs at the national level and developing sound SDG indicators that account for country priorities. Currently, there is no formal SDG indicator set in India, but the process for it is underway. This paper has attempted to propose a unique technique for identifying the most representative indicator set for SD measurement in India based on the SDGs. Considering the needs and preferences of the country, a three‐stage process is proposed to develop the priority indicator set. The application of the approach has been presented for SDG 7, which relates to energy. This is supported with a background on India's SD progress. The proposed technique is simple yet effective, and can be easily replicated by other developing countries. 相似文献

This research paper is an attempt to define and analyse the concept of the blue economy (BE) and its implications for achieving Sustainable Development Goals (SDGs). This study covers aspects such as building a blue economy to achieve SDGs, the importance of a healthy ocean for current and future generations, maintaining the momentum to save the ocean, achievements of the United Nations (UN) conference on the Sustainable Blue Economy, and the highlights of the UN World Water Development Report 2020. This study specifically analyses the health effects and threats to biodiversity, adaptation and mitigation, improved wastewater management, prioritizing water, accessing climate funds, water and climate change, and the relationship between the blue economy and UN SDGs as well as identification of key stakeholders. This is achieved through a detailed literature review on the blue economy that identifies global organizations working on creating a blue economy, elements of the blue economy and current development efforts, United Nations Convention on the Law of the Sea, sustainability and equity, ocean governance, international law and frameworks, and improvement in governance frameworks among other issues. The methodology used attempted to develop a macro, comprehensive, and systematic aggregate database at the country level on macro parameters, namely blue economy, blue finance, BE-SDGs linkages, water development, marine sector, SDGs data on SDG-14 (life underwater), SDG-6 (access to safe drinking water and sanitation), SDG-3 (good health and well-being), and optimal management of water resources through scientific techniques, such as building several small reservoirs instead of mega projects, develop small catchment dams and protect wetlands, soil management, micro catchment development, recharging of underground aquifers thus reducing the need for large dams, which has encountered challenges due to data limitations. The results of this research study emphasize broader stakeholder consultations at the global level to resolve the issues relating to blue economy, blue finance, and ocean governance. The most important conclusion and policy implications of the study are that international organizations including the United Nations, the Asian Development Bank, and the World Bank are working towards achieving the SDGs in general, and the blue economy, blue finance, and ocean governance in particular. 相似文献
