利用1994年5月12日与2009年6月6日的Landsat TM和2001年5月23日的Landsat ETM+卫星影像,选用遥感生态指数(RSEI),结合流域的植被覆盖度状况,定量评价了15年间敖江流域的生态环境变化与植被覆盖度变化情况,并对二者的关系进行了简要分析.结果表明:15年间,敖江流域生态等级为优所占的面积比例从13.48%上升到24.90%,增加了304.29 km2;植被覆盖度等级为极高的面积增加比例为29.31%.总体看来,敖江流域生态环境状况和植被覆盖状况均有明显的提高,两者具有较好的对应关系.  相似文献

世界各国对流域管理的不断探索,大大丰富了流域管理的理论和实践,流域管理已成为国家和地区水资源管理的一种行之有效的模式。我国的流域管理尚处于最初的探索阶段,如何借鉴国外流域管理的成功经验,形成有效的流域管理模式已成为我国水资源管理的主要任务之一。为了给国内流域管理实践提供一些有益的借鉴,分析总结了具有代表性的美国田纳西河流域管理模式、澳大利亚墨累 达令河流域管理模式和英国泰晤士河流域管理模式的成功经验和存在的问题。以雅砻江流域水电开发为实例,在对该流域的实际情况进行全面分析的基础上,将该流域与上述三条流域进行比较,充分借鉴三条流域管理模式成功经验,提出了雅砻江流域管理的相关对策和建议。  相似文献

Abstract: The Soil and Water Assessment Tool (SWAT) model was evaluated for estimation of continuous daily flow based on limited flow measurements in the Upper Oyster Creek (UOC) watershed. SWAT was calibrated against limited measured flow data and then validated. The Nash‐Sutcliffe model Efficiency (NSE) and mean relative error values of daily flow estimations were 0.66 and 15% for calibration, and 0.56 and 4% for validation, respectively. Also, further evaluation of the model’s estimation of flow at multiple locations was conducted with parametric paired t‐test and nonparametric sign test at a 95% confidence level. Among the five main stem stations, four stations were statistically shown to have good agreement between predicted and measured flows. SWAT underestimated the flow of the fifth main stem station possibly because of the existence of complex flood control measures near to the station. SWAT estimated the daily flow at one tributary station well, but with relatively large errors for the other two tributaries. The spatial pattern of predicted flows matched the measured ones well. Overall, it was concluded from the graphical comparisons and statistical analyses of the model results that SWAT was capable of reproducing continuous daily flows based on limited flow data as is the case in the UOC watershed.  相似文献

Cascade-based attack vulnerability on the US power grid   总被引:5,自引:0,他引:5  
The vulnerability of real-life networks subject to intentional attacks has been one of the outstanding challenges in the study of the network safety. Applying the real data of the US power grid, we compare the effects of two different attacks for the network robustness against cascading failures, i.e., removal by either the descending or ascending orders of the loads. Adopting the initial load of a node j to be Lj=[kjmΓjkm)]α with kj and Γj being the degree of the node j and the set of its neighboring nodes, respectively, where α is a tunable parameter and governs the strength of the initial load of a node, we investigate the response of the US power grid under two attacks during the cascading propagation. In the case of α<0.7, our investigation by the numerical simulations leads to a counterintuitive finding on the US power grid that the attack on the nodes with the lowest loads is more harmful than the attack on the ones with the highest loads. In addition, the almost same effect of two attacks in the case of α=0.7 may be useful in furthering studies on the control and defense of cascading failures in the US power grid.  相似文献

The International Life SciencesInstitute (ILSI) Risk Science Institute (RSI) convenedan expert panel of scientists to developrecommendations for a comprehensive monitoring programfor the Croton and Catskill/Delaware watersheds, whichprovide drinking water to New York City's residents. This effort was conducted as part of efforts topreserve and enhance the quality of New York City'sreservoir system through a watershed protectionprogram. The panel developed recommendations for astrategic framework on which to construct a monitoringprogram. As part of this activity, the paneldetermined whether existing monitoring activities weredeficient and, where activities were deficient, thepanel developed recommendations for additionalinformation that should be collected.The panel recommended the development and use of anintegrated approach to watershed monitoring, whichdraws on modeling, risk-based planning and analysis,statistical sampling and design, and basic compliancemonitoring. The approach should be designed toprovide an assessment of natural and anthropogenicsources of stress to the system as well as anassessment of water quality trends in response tostresses acting in concert, both over the long termand over the five-year New York City Memorandum ofAgreement (MOA) assessment time frame. Problem

Motorized recreational vehicle (MRV)-related injuries can result in severe medical and financial consequences. The objective of this study was to describe the epidemiology, and clinical and financial impact of MRV-related injuries in Ohio.

Method

Probabilistically linked statewide Emergency Medical Services (EMS) and hospital (inpatient and emergency department) data for 2003 and 2004 were examined. Record pairs with a MRV-related E-code (E821-E823, E825) were included in this study.

Results

There were 2,893 patients with MRV-related injuries, who had linked EMS and hospital records, resulting in more than $15 million in hospital charges and 1,921 inpatient days of hospitalization. The male-to-female ratio was nearly 4:1, and 19% were younger than 16. Almost 82% of cases were not wearing a helmet; there was a trend of decreasing helmet use with increasing age. Mean (SE) inpatient hospital charges and length of stay (LOS) were $22,218 ($1,290) and 3.8 (0.2) days, respectively. The mean (SE) Injury Severity Score (ISS) for inpatients was 9.2 (0.4). Individuals injured on a street/highway were 3.20 times more likely to sustain an ISS ≥ 16 (95% CI: 1.03, 9.88; p = 0.044) and 3.05 times more likely to sustain a traumatic brain injury (TBI) (95% CI: 1.17, 7.94; p = 0.024) than those who were injured at a place designated for sport or recreation. Children aged 12 to 15 and young adults aged 16 to 25 were 2.47 and 2.14 times more likely, respectively, to sustain a TBI than adults aged 36 or older (aged 12 to 15: 95% CI: 1.13, 5.38; p = 0.024; aged 16 to 25: 95% CI: 1.26, 3.64; p = 0.005). Higher ISS was associated with both higher total charges (p < 0.001) and longer LOS (p < 0.001).

Discussion

This study demonstrates that MRV-related injuries are an important public health problem in Ohio, with a substantial clinical and financial impact.

Impact on Industry

Enactment and enforcement of statewide MRV safety legislation and training of MRV users offer valuable opportunities to prevent these costly injuries.  相似文献

The responsibility and cost for watershed protection has progressively devolved to local governments, resulting in additional negative externalities and financing challenges. Watershed governance structures have formed at the scale of the watershed, but they often lack the financing mechanisms needed to achieve policy goals. Financing mechanisms via local governments provide a reliable source of revenue and the flexibility to address watershed specific issues. We develop a “revenueshed” approach to access the initial challenges local governments face when seeking to finance trans‐jurisdictional watershed governance. The revenueshed approach engages local governments into discussion and implementation of financial strategies for collaborative watershed governance. Legislation places water quality regulations primarily on local governments inside the watershed. The revenueshed approach extends the financial and stewardship discussion to include local governments outside the watershed that benefit from the watershed. We applied the revenueshed approach to the Mills River and Upper Neuse watersheds in North Carolina. Mills River had a partnership governance seeking revenue for specific projects, whereas the Upper Neuse sought long‐term financial stability to meet new water quality legislation.  相似文献

DOI: 10.1111/j.1752-1688.2011.00635.x Abstract: Public investment in urban stream restoration is growing, yet little has been done to quantify whether its benefits outweigh its cost. The most common drivers of urban stream projects are water quality improvement and infrastructure protection, although recreational and aesthetic benefits are often important community goals. We use standard economic methods to show that these contributions of restoration can be quantified and compared to costs. The approach is demonstrated with a case study in Baltimore, Maryland, a city with a legal mandate to reduce its pollutant load. Typical urban stream restoration costs of US$500-1,200 per foot are larger than the cost of the least expensive alternatives for management of nitrogen loads from stormwater (here, detention ponds, equivalent to $30-120 per foot of restored stream) and for protecting infrastructure (rip-rap armoring of streambanks, at $0-120 per foot). However, the higher costs of stream restoration can in some cases be justified by its aesthetic and recreational benefits, valued using a contingent valuation survey at $560-1,100 per foot. We do not intend to provide a definitive answer regarding the worth of stream restoration, but demonstrate that questions of worth can be asked and answered. Broader application of economic analysis would provide a defensible basis for understanding restoration benefits and for making restoration decisions.  相似文献
