An inventory of the vascular plants, bryophytes, fungi and terricolous lichens recorded within the different sand-dune communities in Wales has been compiled and a summary of the importance of these different taxonomic groups to the ecology and conservation of sand dunes is provided. The total floristic assemblage amounted to 945 species, with vascular plants representing 439 of these. Fungi unexpectedly formed the next most important group with ca. 289 species, followed by bryophytes (171 species) and terricolous lichens (66 species). However, very few of these species are confined to sand dunes. Of the vascular plants only ca. 7 % (32 species) could be classed as either wholly dependent or strongly associated with sand dunes, whereas up to 13% (22 species) of the bryophytes fell within this category. Of the fungi only 4% (10 species) appear to be restricted to sand dunes, but none of the lichen species could be classed as being either limited to, or strongly associated with, this habitat. Over 9% (91 species) of the total flora are considered to be rare, scarce or endangered within the UK or Europe, and ca. 8% of the vascular plant species are considered to be endemic or near-endemic to Europe. The inventory therefore not only provides an insight in the overall plant diversity of dune systems in Wales, it also gives an indication of the proportion of species that are under threat, and the numbers of species that are more-or-less totally dependent on sand dunes. ABSTRACT: Analyses of cumulative impacts to riparian systems is an important yet elusive goal. Previous analyses have focused on comparing the number of hectares impacted to the number of hectares restored, without addressing the loss of riparian function or the effect of the spatial distribution of impacts. This paper presents an analysis of the spatial distribution of development‐related impacts to riparian ecosystems, that were authorized under Section 404 of the Clean Water Act. Impacts on habitat structure, contiguity, and landscape context were evaluated using functional indices scaled to regional reference sites. Impact sites were mapped using GIS and analyzed for spatial associations. Positive spatial autocorrelation (i.e. clustering of impact sites) resulted from the piecemeal approach to impact assessment, which failed to prevent cumulative impacts. Numerous small projects in close proximity have resulted in adverse impacts to entire stream reaches or have fragmented the aquatic resources to a point where overall functional capacity is impaired. Additionally, the ecological functions of unaffected areas have been diminished due to their proximity to degraded areas. A proactive approach to managing cumulative impacts is currently being used in Orange County, California as part of a Corps of Engineers sponsored Special Area Management Plan (SAMP). The SAMP process is evaluating the ecological conditions and physical processes of the study watersheds and attempting to plan future development in a manner that will guard against cumulative impacts.  相似文献

St. Lucia faces numerous challenges associated with striking a balance between its economic and conservation goals with respect to the Pitons Management Area (PMA) World Heritage Site. Among the various stakeholders, the public sector, which largely constitutes the administrative authorities representing the general public, plays an instrumental role in site management. They are primarily responsible for policy formulation as well as the provision of fiscal incentives and funds to assist in the maintenance of the site. Based on a qualitative inquiry approach, this study explored the perspectives of key persons among pertinent public and non-profit organizations. Semi-structured interviews were conducted among local and national representatives from the public sector. Results revealed that the designation of the PMA as a World Heritage Site has presented both opportunities and challenges to the management of the site. Findings strongly indicate that the integrity and sustainability of the site is at stake due to a lack of commitment, coordination and political will in the public sector.  相似文献

In 2006, Mexico became the first transition country to transfer part of its public-sector natural catastrophe risk to the international reinsurance and capital markets. The Mexican case is of considerable interest to highly exposed transition and developing countries, many of which are considering similar transactions. Risk financing instruments can assure governments of sufficient post-disaster capital to provide emergency response, disaster relief to the affected population and repair public infrastructure. The costs of financial instruments, however, can greatly exceed expected losses, and for this reason it is important to closely examine their benefits and alternatives. This paper analyzes the Mexican case from the perspective of the risk cedent (the Ministry of Finance and Public Credit), which was informed by analyses provided by the International Institute for Applied Systems Analysis (IIASA). The rationale for a government to insure its contingent liabilities is presented along with the fiscal, legal and institutional context of the Mexican transaction. Using publicly available data, the paper scrutinizes the choice the authorities faced between two different risk-transfer instruments: reinsurance and a catastrophe bond. Making use of IIASA's catastrophe simulation model (CATSIM), this financial risk management decision is analyzed within the context of a public investment decision.  相似文献

The current research provides guidance on the prevention and mitigation of dust explosion using a Quantitative Risk Management Framework (QRMF). Using concepts drawn from previous studies, the framework consists of three main steps: (i) a new combined safety management protocol, (ii) the use of DESC (Dust Explosion Simulation Code) and FTA (Fault Tree Analysis) to assess explosion consequences and likelihood, respectively, and (iii) application of the hierarchy of controls (inherent, engineered and procedural safety). QRMF assessment of an industrial case study showed that the original process was at high risk. DESC simulations and Probit equations determined the destructive percentages. FTAs revealed high probabilities of explosion occurrence; in addition, detailed individual and societal risks calculations were made, before and after the framework was applied. Based on the hierarchy of controls technique, the framework showed significant risk reduction to the point where the residual risk was acceptable for the process.  相似文献

为了对经多年暂存且受“5.12”地震影响的放射性废物包装体运输到国家规定处置场进行处置,需对待运输的放射性废物包装体进行整备以达到运输和暂存的要求,待整备的放射性废物采用符合标准要求的放射性废物整备工艺流程处理后,尤其是对放射性泥土和已损坏或变形严重的包装体采用自主研发的工艺进行整备后,放射性废物包装体达到了相关标准要求,满足了放射性物质安全运输规定和放射性废物体和废物包的特性鉴定要求,放射性废物整备运输后减轻了项目实施单位的废物暂存压力。  相似文献
