Conserving biodiversity and combating ecological hazards require cost-effective allocation of limited resources among potential management projects. Project priorities, however, can change over time as underlying social-ecological systems progress, novel priorities emerge, and management capabilities evolve. Thus, reallocation of ongoing investments in response to shifting priorities could improve management outcomes and address urgent demands, especially when additional funding is not available immediately. Resource reallocation, however, could incur transaction costs, require additional monitoring and reassessment, and be constrained by ongoing project commitments. Such complexities may prevent managers from considering potentially beneficial reallocation strategies, reducing long-term effectiveness. We propose an iterative project prioritization approach, based on marginal return-on-investment estimation and portfolio optimization, that guides resource reallocation among ongoing and new projects. Using simulation experiments in 2 case studies, we explored how this approach can improve efficacy under varying reallocation constraints, frequencies, costs, and rates of project portfolio change. Periodic budget reallocation could enhance the management of stochastically emerging invasive weeds in Australia and thus reduce the overall risk by up to 50% compared with a static budget. Reallocation frequency and the rate of new weed incursion synergistically increased the conservation gains achieved by allowing unconstrained reallocation. Conversely, budget reallocation would not improve the International Union for Conservation of Nature conservation status of threatened Australian birds due to slow rates of transition among conservation states; extinction risk could increase if portfolio reassessment is costly. Although other project prioritization studies may recommend periodic reassessment and reallocation, our findings revealed conditions when reallocation is valuable and demonstrated a structured approach that can help conservation agencies schedule and implement iterative budget-allocation decisions cost-effectively.  相似文献

While strengthening public–private interplay is expected to improve the climate profile of urban planning in terms of mitigation and adaptation, less is known about the practice of such new interactive modes of governing. The paper critically examines the role, benefits and limitations of extended public–private interplay in developing a new housing district in Sweden. The developer dialogue between municipal officials and property developers confirms mutual interests, shared understandings and the added value of interacting. However, the closer the dialogue comes to settling agreements, the more difficult it gets for municipal officials to steer the process and its outcomes in favor of climate proofing. Complications with adapting to the new interactive setting means that municipal officials balance between acting as facilitators and/or regulators and property developers between acting as partners, competitors and/or defenders. Refining steering-strategies for sustaining commitments and securing formal agreements are pertinent for using public–private interplay to climate-proof urban planning.  相似文献

The ocean provides benefits to coastal communities around the world, however, the depth and complexity of people’s interactions with marine ecosystems are not well represented in many marine management initiatives. Many fisheries are managed to maximize provisioning value, which is readily quantified, while ignoring cultural values. An ecosystem services approach that includes both provisioning and cultural services will enable managers to better account for the diverse values marine fisheries provide to coastal communities. In this study, we assess community values related to a top fished species, the Mexican chocolate clam, Megapitaria squalida, in Loreto, Baja California Sur, Mexico. We conducted an exploratory analysis based on 42 household surveys, and found that community members perceive multiple provisioning and cultural benefits from the clam, including community economic, historical, and identity values. Despite reporting infrequent harvest and consumption of clams, participants perceive the species as an important part of community identity, highlighting the role of Mexican chocolate clams as a cultural keystone species in the Loreto region. Fisheries management that recognizes the full range of ecosystem services a species contributes to coastal communities will be better equipped to sustain these diverse values into the future.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01405-w) contains supplementary material, which is available to authorized users.  相似文献

The ability of private conservation organizations to remain financially viable is a key factor influencing their effectiveness. One‐third of financially motivated private‐land conservation areas (PLCAs) surveyed in South Africa are unprofitable, raising questions about landowners’ abilities to effectively adapt their business models to the socioeconomic environment. In any complex system, options for later adaptation can be constrained by starting conditions (path dependence). We tested 3 hypothesized drivers of path dependence in PLCA ecotourism and hunting business models: (H1) the initial size of a PLCA limits the number of mammalian game and thereby predators that can be sustained; (H2) initial investments in infrastructure limit the ability to introduce predators; and (H3) rainfall limits game and predator abundance. We further assessed how managing for financial stability (optimized game stocking) or ecological sustainability (allowing game to fluctuate with environmental conditions) influenced the ability to overcome path dependence. A mechanistic PLCA model based on simple ecological and financial rules was run for different initial conditions and management strategies, simulating landowner options for adapting their business model annually. Despite attempts by simulated landowners to increase profits, adopted business models after 13 years were differentiated by initial land and infrastructural assets, supporting H1 and H2. A conservation organization's initial assets can cause it to become locked into a financially vulnerable business model. In our 50‐year simulation, path dependence was overcome by fewer of the landowners who facilitated natural ecological variability than those who maintained constant hunting rates and predator numbers, but the latter experienced unsustainably high game densities in low rainfall years. Management for natural variability supported long‐term ecological sustainability but not shorter term socioeconomic sustainability for PLCAs. Our findings highlight trade‐offs between ecological and economic sustainability and suggest a role for governmental support of the private conservation industry.  相似文献

We present a simulation model developed to communicate a potential investment trap associated with using man‐made river engineering to protect built infrastructure. A small system dynamics model in STELLA? was constructed following a collaborative model‐building process to increase understanding among stakeholders of the role natural capital plays in wealth creation. We set out to explore the dynamic relationship between investing tax revenue in natural capital (specifically forested headwaters and low land wetlands) rather than built capital (specifically stopbanks) for flood protection in the Manawatū watershed, New Zealand. Significant investment is currently required to maintain and enhance river engineering infrastructure and keep pace with changes in the river's geomorphology. Viewed from a systems perspective, we suggest diversion of a proportion of existing funding into restoration of forested headwaters on steep slopes and restoration of functioning wetlands on floodplains could in the longer term provide an effective approach to flood protection. Co‐benefits of increased natural capital include the ecosystem services nutrient cycling, sediment capture, water purification, biodiversity, pollination, and cultural and recreational values. Overcoming an investment trap requires a longer term perspective. This simple model consisting of two feedback loops and two delays aims to contribute to an ongoing stakeholder dialogue concerning the Manawatū River watershed in New Zealand.  相似文献

Effective conservation of biological diversity on private lands will require changes in land‐use policy and development practice. Conservation development (CD) is an alternative form of residential development in which homes are built on smaller lots and clustered together and the remainder of the property is permanently protected for conservation purposes. We assessed the degree to which CD is permitted and encouraged by local land‐use regulations in 414 counties in the western United States. Thirty‐two percent of local planning jurisdictions have adopted CD ordinances, mostly within the past 10 years. CD ordinances were adopted in counties with human population densities that were 3.0 times greater and in counties with 2.5 times more land use at urban, suburban, and exurban densities than counties without CD ordinances. Despite strong economic incentives for CD (e.g., density bonuses, which allow for a mean of 66% more homes to be built per subdivision area), several issues may limit the effectiveness of CD for biological diversity conservation. Although most CD ordinances required a greater proportion of the site area be protected than in a typical residential development, just 13% (n = 17) of the ordinances required an ecological site analysis to identify and map features that should be protected. Few CD ordinances provided guidelines regarding the design and configuration of the protected lands, including specifying a minimum size for protected land parcels or encouraging contiguity with other protected lands within or near to the site. Eight percent (n =11) of CD ordinances encouraged consultation with a biological expert or compliance with a conservation plan. We recommend that conservation scientists help to improve the effectiveness of CD by educating planning staff and government officials regarding biological diversity conservation, volunteering for their local planning boards, or consulting on development reviews. Caught between ongoing habitat destruction and funding shortfalls, conservation organizations are using systematic planning approaches to identify places that offer the highest biodiversity return per dollar invested. However, available tools do not account for the landscape of funding for conservation or quantify the constraints this landscape imposes on conservation outcomes. Using state‐level data on philanthropic giving to and investments in land conservation by a large nonprofit organization, we applied linear regression to evaluate whether the spatial distribution of conservation philanthropy better explained expenditures on conservation than maps of biodiversity priorities, which were derived from a planning process internal to the organization and return on investment (ROI) analyses based on data on species richness, land costs, and existing protected areas. Philanthropic fund raising accounted for considerably more spatial variation in conservation spending (r2 = 0.64) than either of the 2 systematic conservation planning approaches (r2 = 0.08–0.21). We used results of one of the ROI analyses to evaluate whether increases in flexibility to reallocate funding across space provides conservation gains. Small but plausible “tax” increments of 1–10% on states redistributed to the optimal funding allocation from the ROI analysis could result in gains in endemic species protected of 8.5–80.2%. When such increases in spatial flexibility are not possible, conservation organizations should seek to cultivate increased support for conservation in priority locations. We used lagged correlations of giving to and spending by the organization to evaluate whether investments in habitat protection stimulate future giving to conservation. The most common outcome at the state level was that conservation spending quarters correlated significantly and positively with lagged fund raising quarters. In effect, periods of high fund raising for biodiversity followed (rather than preceded) periods of high expenditure on land conservation projects, identifying one mechanism conservation organizations could explore to seed greater activity in priority locations. Our results demonstrate how limitations on the ability of conservation organizations to reallocate their funding across space can impede organizational effectiveness and elucidate ways conservation planning tools could be more useful if they quantified and incorporated these constraints.  相似文献

The excessive application of fertilizer and pesticides in grain production in China has posed a threat to the environmental sustainability of agricultural production. One of the major reasons of the increasing usage of chemical inputs by farmers is their trying to reach higher yields, especially in absence of adequate public inputs, such as development and extension of appropriate technology and necessary production infrastructure, etc. Based on the crop specific data of the past 20 years, this paper examines how the public investments in agricultural researches could impact on the reduction of farmers' private material inputs of major grain crops in China. It manifests that the increased investments in public sector, especially in agricultural researches, is a favorable and effective way to reduce farmers' private material inputs and should be given a priority consideration in the policy emendation to increase yields and improve production sustainability.  相似文献

The way in which mineral development contributes to economic development in the region where it takes place is important for the mining industry’s relations to the local community. The purpose of this paper is to provide an assessment of the regional-economic impacts of a large-scale contemporary iron ore project in Northern Sweden (including two new mines, two processing plants, and one pellet plant). The regional input-output model rAps, provided by the Swedish government agency NUTEK is used, and it explicitly addresses the linkages between demographic development, the labour market, industrial production and the municipal finances in a consistent modelling framework. The simulation results suggest an average employment multiplier of about 2-2.5 during the maximum production phase, indicating that for every 100 jobs in mining about 100-150 jobs are supported elsewhere in the local economy. The positive impacts in this case are made possible in large because of the existing mining cluster and local suppliers in northern Sweden. Still, these results are perhaps best viewed as an indication of the potential for local economic development as they neglect, for instance, potential supply constraints (e.g., attracting the necessary labour force, road infrastructure, etc.). Specific policies to further strengthen the regional linkage effects may therefore be necessary in order for this potential to be realized in practice, and attention would preferably be paid to policy measures that have positive external spillover effects on the surrounding geographical area.  相似文献
