In science and environmental studies, there is a general concern for the democratization of the expert-lay interplay. However, the democratization of expertise does not necessarily lead to more sustainable decisions. If citizens do not take the sustainable choice, what should experts and decision makers do? Should the expert-lay interplay be dissolved? In thinking about how to shape the expert-lay interplay in a better way in agro-biodiversity conservation, I take the case of the MST (Movimento Sem Terra/Landless People’s Movement), possibly the largest rural movement in Latin America. The MST is in a process of turning towards environmentalism. It has adopted agroecology, a democratically oriented knowledge field. However, not all of the farmers were willing to adopt new environmentalist ideas and practices. Through ethnographic research, I analyze how expertise was recognized and redistributed within the MST, attending particularly to the role of MST coordinators and technicians. I explore how participation was framed and put into action. The adoption of agroecology brought to the MST a new and more inclusive map of expertise, but it also influenced new social distinctions within the communities. In part, farmers’ knowledge was labeled as ignorance. This may close down possibilities for dialogue as well as for sustainability. The paper suggests that experts’ power for discriminating among lay knowledges should come together with a responsibility for opening spaces for dialogue and action. One way of doing so could be by adding “interactional reflexivity” to experts’ expertise.  相似文献

Summary In Bombus terrestris females, dominant status is correlated with high levels of juvenile hormone (JH) biosynthesis and rapid oöcyte maturation. Queenright workers, which are inhibited by the dominant queen, complete the cycle of oöcyte maturation while exhibiting a continuous low rate of JH production, but their egglaying is inhibited. Measurements in foundress queens suggest that the low JH titer during oögenesis is probably not responsible for the inhibition of egg-laying. Queenless workers, kept individually, are not activated either for JH production or oöcyte maturation. In groups of three queenless workers, a dominance order becomes established and high rates of JH synthesis are observed in the dominant egg-laying workers, with low rates in subordinated workers. / The Itapiranga Sustainable Logging Plan provides an example of how Brazil's licensing system functions for logging companies in the state of Amazonas. Two questions need to be dealt with: "How sustainable can logging in the Amazon be?" and "What and how effective are existing legal mechanisms to deal with logging projects?" The environmental impact assessment (EIA) and environmental impact statement (EIS, known as the RIMA in Brazil), present relatively detailed accounts of biodiversity and the need to adopt conservation strategies to protect it. However, social and health impacts are only superficially addressed. The economic sustainability of the operation over multiple cycles is not demonstrated. The multidisciplinary teams responsible for the EIA and EIS (RIMA) reports are hired by the project proponent, an arrangement inherently carrying the risk of biasing the result. Logging reduces biodiversity, releases greenhouse gases and inflicts social and health costs. These impacts reduce the ability of Amazonian forests to provide environmental services and to supply food and livelihood security to local populations. The reports inflate positive effects such as employment: the estimated number of jobs was cut by more than half in a revision made after the EIA and EIS (RIMA) had been approved. Not only do the reports need to be more realistic in assessing both positive and negative consequences of proposed projects, but better means are needed to ensure that promised mitigatory measures are enforced in practice. Many of the lessons that can be drawn from the Itapiranga Plan are not unique to logging projects and apply to licensing of development activites generally in Brazil and elsewhere.  相似文献

During the 1980s Ethiopia experienced the effects of conflict, drought and famine on a scale far greater than many CPEs elsewhere. In May 1991, after the decisive defeat of the military dictatorship of Mengistu Haile Mariam by the Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) and after decades of civil war, drought and famine, Ethiopia faced the prospects of peace and of much needed development. This paper explores both Ethiopia's experience of conflict and humanitarian intervention in areas of Tigray held by the Tigray Peoples' Liberation Front (TPLF) during the 1980s, and its experience of post-conflict rehabilitation and reconstruction in the 1990s. It first deals with the roots of the conflicts within Ethiopia: political marginalisation, heavy state intervention and highly extractive relations between state and peasants, inappropriate and failed development policies, ethnic identity and the politicisation of ethnicity. The Mengistu regime's counter-insurgency measures are then contrasted with the policies and programmes of the TPLF, Ethiopia's most effective opposition movement and the leading element in the EPRDF, and its achievements in mobilising popular support: its establishment of democratically elected structures of local governance and its famine relief distribution programme.  相似文献

分析眼动指标在定量测量飞机驾驶员的注意力分配规律和工作负荷变化中的作用。让4个被试者在飞行模拟器上完成了3个不同阶段的模拟飞行任务,同时用眼动仪器记录了注视、扫视、瞳孔尺寸方面的眼动指标,划分为座舱外景和内部仪表两个兴趣区域对数据进行了对比和认知分析。被试者在外景有更多的注视点、更多和更长的注视时间,在仪表上的平均瞳孔尺寸比外部视景要大,平均扫视幅度随任务难度增大而减小。眼动指标可以客观地反映驾驶员的注意力分配规律和工作负荷变化;视觉飞行规则下,飞行员主要从外景获取视觉信息,他的大部分注意力都集中在外景。  相似文献

In Japan, the Law for the Recycling of Specified Kinds of Home Appliances came into effect in April 2001. This law aims to introduce appropriate waste treatment and promote the efficient use of resources so that we can achieve a sound material-cycle society. The law introduces a new framework for recycling that places obligations principally on the manufacturers and retailers of home appliances. Material flow analysis of this new framework is essential for evaluation of the system and for finding any problems that may exist. We therefore analyzed the material flows in facilities that recycle electrical home appliances. The mass balances in the recycling facilities were appropriately estimated. Then the potential destinations were surveyed and analyzed, even though the legal framework does not include flows after the recycling facilities. The potential destination after the facilities varies and depends on both the economy and the related regulations. Currently, considerable amounts of recovered materials are exported and recycled. However, the sustainability of these trades is unknown. Therefore, we should keep a close eye on the situation and make sure that our recycling system is adaptable to meet any future changes.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献

ABSTRACT: The major objective is to report the way the Delphi methodology was employed in an environmental study aimed at identifying and ranking goals and social impacts of Cooper Dam and Reservoir Project located in the East Texas area. The Delphi procedures were modified to accommodate the nature of social field under study. Data were collected through personal interviews from twenty-seven respondents representing the government agency responsible for planning the Project and three communities geographically contiguous to the project. The respondents were provided an initial list of the Project's goals and social impacts and were asked to rank them in terms of degree of importance and to add to the list other goals and impacts that they would consider necessary. Respondents were interviewed in two successive rounds. Data show that on the whole the Delphi procedures were helpful in action analysis of the Project by identifying and ranking its goals and social impacts in terms of selected criteria.  相似文献

The objective of this article is to illustrate the use of a framework to design a set of tools to assess progress towards improved well-being in a mining region. The framework uses an ecosystem approach to assess human well-being and is sensitive to the needs, concerns, and interests of at least the major stakeholders: government, company and community. The framework seeks to be useful to stakeholders and to be of policy relevance. The article presents the proposed framework with illustrations from a case study in Goa, India. Mining in Goa has had both positive and negative impacts on the well-being of local people. These impacts vary depending on the age of mining. In areas where mining is well established and active, the economic impacts are more positive. The social and environmental impacts are more negative in the regions where mining is new or is closing down. These characteristics generate their own set of issues of concern to stakeholders. Based on these issues, three types of tools to assess current well-being and progress towards improved well-being are suggested: (i) Indicators based on identified issues using the Pressure-State-Response (PSR) framework; (ii) A quality of life instrument, which can be developed either as an aggregate measure of well-being or in a more limited way to capture the satisfaction of the community with their living conditions; (iii) A regional income accounting framework to assess whether the mining region is able to continue functioning into the indefinite future without being forced into a decline through the degradation of its key natural, social, and human assets and resources. The article suggests that if these tools are used regularly, an information system will emerge that will, over time, provide markers of what mining is doing to the region and to the local communities.  相似文献
