Voting systems aggregate preferences efficiently and are often used for deciding conservation priorities. Desirable characteristics of voting systems include transitivity, completeness, and Pareto optimality, among others. Voting systems that are common and potentially useful for environmental decision making include simple majority, approval, and preferential voting. Unfortunately, no voting system can guarantee an outcome, while also satisfying a range of very reasonable performance criteria. Furthermore, voting methods may be manipulated by decision makers and strategic voters if they have knowledge of the voting patterns and alliances of others in the voting populations. The difficult properties of voting systems arise in routine decision making when there are multiple criteria and management alternatives. Because each method has flaws, we do not endorse one method. Instead, we urge organizers to be transparent about the properties of proposed voting systems and to offer participants the opportunity to approve the voting system as part of the ground rules for operation of a group. Conservation success is contingent on assessing social and environmental factors so that cost‐effective implementation of strategies and actions can be placed in a broad social–ecological context. Until now, the focus has been on how to include spatially explicit social data in conservation planning, whereas the value of different kinds of social data has received limited attention. In a regional systematic conservation planning case study in Australia, we examined the spatial concurrence of a range of spatially explicit social values and land‐use preferences collected using a public participation geographic information system and biological data. We used Zonation to integrate the social data with the biological data in a series of spatial‐prioritization scenarios to determine the effect of the different types of social data on spatial prioritization compared with biological data alone. The type of social data (i.e., conservation opportunities or constraints) significantly affected spatial prioritization outcomes. The integration of social values and land‐use preferences under different scenarios was highly variable and generated spatial prioritizations 1.2–51% different from those based on biological data alone. The inclusion of conservation‐compatible values and preferences added relatively few new areas to conservation priorities, whereas including noncompatible economic values and development preferences as costs significantly changed conservation priority areas (48.2% and 47.4%, respectively). Based on our results, a multifaceted conservation prioritization approach that combines spatially explicit social data with biological data can help conservation planners identify the type of social data to collect for more effective and feasible conservation actions.  相似文献

This study elicits individual risk preferences in the context of an infectious disease using choice experiments. A main objective is to examine scope sensitivity using a novel approach. Our results suggest that the value of a mortality risk reduction (VSL) is highly sensitive to the survey design. Our results cast doubt on the standard scope sensitivity tests in choice experiments, but also on the validity and reliability of VSL estimates based on stated-preference studies in general. This is important due to the large empirical literature on non-market evaluation and the elicited values’ central role in policy making.  相似文献

Public support for environmental policy provides an important foundation for democratic governance. Numerous policy innovations may improve nonpoint source pollution, but little research has examined which types of individuals are likely to support various runoff reduction policies. We conducted a household mail survey of 1136 residents in southern Wisconsin. In general, residents were more likely to support water quality policies if they were communitarians, egalitarians, concerned about water pollution, and perceived water quality as poor. The majority of respondents somewhat to strongly supported all of the seven proposed water quality policies, but opposed relying on voluntary action without government involvement on farms. Residents had higher support for incentives and market-based approaches (carrot policies) than regulation and taxes (stick policies). A more complicated pattern emerged in within-subject comparisons of residents’ views of carrot and stick approaches. Stick approaches polarized respondents by decreasing support among people with individualistic worldviews, while slightly increasing support among people with communitarian worldviews. Residents with an agricultural occupation were more likely to support voluntary, non-governmental approaches for reducing agricultural runoff, and were also more likely to support regulation for reducing urban lawn runoff. This research highlights the dominant role of cultural worldviews and the secondary roles of water pollution concern, perceived water quality, and self-interest in explaining support for diverse policies to reduce nonpoint source pollution.  相似文献

To investigate how the perceptions and behaviour of visitors to coral reefs are influenced by their prior experience and knowledge of marine life, a questionnaire-based study was undertaken at sites in the Ras Mohammed National Park and at Sharm El Sheikh, South Sinai, Egypt. It was evident that over the 10–20 years during which these reefs have deteriorated (mainly due to reef-flat trampling), there have been interrelated shifts in the nature of visitors making use of them. First, there has been a shift from experienced divers and snorkellers to inexperienced snorkellers and non-snorkellers with a poorer knowledge of reef biology. Second, there has been a shift in the predominant nationalities of visitors, from German and British, through Italian, to Russian. More recent user groups both stated and showed that they had less experience of snorkelling; they also showed less knowledge of marine life and less interest in learning about it. Visitor perceptions of both the state of the marine life on the reefs and the acceptability of current visitor numbers also varied between groups. More recent visitor groups and visitors with less knowledge were more satisfied with reef health. In general, however, visitor perceptions of reef health did not correlate well with actual reef conditions, probably because more experienced visitors preferred less impacted sites with which they were nevertheless less satisfied than inexperienced visitors at heavily impacted sites. More recent visitor groups were also less bothered by crowding on the shore or in the water. Consequently, the apparent “social carrying capacity” of sites seems to be increasing to a level well above the likely “ecological carrying capacity”.  相似文献

Many public land management agencies are committed to understanding and protecting recreation visitor experiences. Parks Canada is deeply committed to that objective for visitors to Canada’s National Parks. This 2004 study, informed by a 2003 qualitative study of visitor experiences and influences on those experiences at Auyuittuq National Park in Nunavut, worked to bring 50 potential elements of visitor experiences down to five articulated dimensions of the experience that is currently being received at this remote eastern arctic park. A hypothesized set of 17 influences on experiences, also reduced to just two factors with similar response patterns, and with some items that did not flow into the two factors, were used in a regression analysis to understand the relationship between experiences and factors of influence. A sample of 61.8% (84) of the total recreation visitor population 16 years of age or older was surveyed during deregistration after the trip. Knowledge about the dimensions of the experiences currently received and factors of influence on those experiences can be used to guide selection of indicators for describing objectives and prescribing monitoring protocol.  相似文献

This paper evaluates how geographical theories of scale can give a more robust understanding of the governance of complex environmental risks. We assess the case of fisheries in Iwaki City, Fukushima Prefecture in Japan following the 2011 nuclear disaster. Fisheries in Iwaki and Fukushima more widely are operating on a trial basis as understanding of the marine radiation situation becomes clearer, however questions remain over whether consumers will buy produce and to what extent full-scale fisheries will resume. Based on empirical fieldwork undertaken in Fukushima plus supporting documentary analysis, we construct a scalar account of post-disaster Iwaki fisheries. We use this to argue that framing post-disaster fisheries governance at the municipal scale rather than the prefectural scale has opened up opportunities for enacting the more two-way forms of risk governance that contemporary environmental issues may require. We also argue locally-situated ‘experts’ (e.g. fisheries extension officers and citizen science groups) play a key role in negotiating citizens’ and fishers’ relationships with larger-scale scientific discourses due to their ability to work across scales, despite having less techno-scientific expertise than their national-level counterparts. In turn, we suggest that in governance of complex environmental issues, policymakers ought to (a) consider how community-level expectations may differ from risk governance processes developed at larger scales; (b) identify key institutions or figures who can work across scales and support them accordingly; and (c) show cognisance to the social effects that may arise from spatial demarcation of environmental problems.  相似文献

A number of hypotheses have been proposed to explain the evolution of multiple mating in the honeybee queen. In particular, the consequences of reduced intracolonial relatedness provide plausible explanations for multiple mating with up to ten drones, but fail to account for the much higher mating frequencies observed in nature. In this paper, we propose an alternative mechanism which builds on non-linear relationships between intracolonial frequencies in genotypic worker specialization and colony fitness. If genes for any worker specialization confer an advantage on colony fitness only when they are rare, this would require a stable mix of sperm from a few drones which contribute that trait, and many which do not. To ensure both specific, low within-colony proportions of “rare specialist” genes, and to reduce random variation of these proportions would require mating with high numbers of drones. The quantitative implementation shows that moderate to very high numbers of matings are required to exploit colony advantages from genotypic allocation of workers to rare tasks. Extreme polyandry thus could result from colony selection dependent on the intracolonial frequency of rare genetic specialists. The Mexican government has an innovative policy model for biodiversity conservation and rural development that includes permissible use of wildlife within a System of Land Management Units (SUMA, by its Spanish acronym). This co-management approach has been successful in terms of landowner participation, since the SUMA currently covers 38.2 million hectares (nearly 20% of Mexican territory). However, after 18 years of implementation, there has been no comprehensive evaluation by which to assess its effectiveness at national level. This article introduces the SUMA policy, its implementation and outcomes, and proposes a framework for conducting institutional monitoring and evaluation within an adaptive co-management approach. Our methodology comprised analysis of the achievements and challenges reported through interviews with stakeholders, journals and grey literature, and a review of the SUMA Information System (SIS) and its decision-making information needs. As result we have developed a set of 40 environmental, social and economic indicators grouped into five distinct but complementary dimensions within a sustainability framework: (I) Biodiversity conservation,(II) Wildlife management, (III) Economics, (IV) Social welfare and (V) Administration. These indicators can be incorporated into the SIS in order to support program evaluation and strengthen decision-making. Our article provides specific pathways for developing policy-oriented evaluation systems for worldwide biodiversity and conservation initiatives.  相似文献
