建立了济南市城市环境、社会、经济协调评价指标体系,采用多目标二级决策方法对各指标的权重进行分配;在已有协调度计算方法的基础上,构建了协调度的计算公式;并运用该指标体系和协调度公式对济南市环境、社会经济协调状况进行评判。结果表明济南市的环境、社会经济之间发展是不平衡的,协调状况为中级协调水平;环境综合指数较低,表明环境的建设滞后于社会经济的发展。  相似文献

Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01618-7.  相似文献

A coastal community vulnerability index (CCVI) was constructed to evaluate the vulnerability of coastal communities (Buhangin, Pingit, Reserva, Sabang, and Zabali) in the municipality of Baler, Aurora, Philippines. This index was composed of weighted averages of seven vulnerability factors namely geographical, economic and livelihood, food security, environmental, policy and institutional, demographic, and capital good. Factor values were computed based on scores that described range of conditions that influence communities’ susceptibility to hazard effects. Among the factors evaluated, economic and livelihood, policy and institutional and food security contributed to CCVI across communities. Only small variations on CCVI values (i.e., 0.47–0.53) were observed as factor values cancelled out one another during combination process. Overall, Sabang received the highest CCVI, which was contributed mainly by geographical and demographic factors. This technique to determine factors that influenced communities’ vulnerability can provide information for local governments in enhancing policies on risk mitigation and adaptation.  相似文献

Social insect colonies need to explore and exploit multiple food sources simultaneously and efficiently. At the individual level, this colony-level behaviour has been thought to be taken care of by two types of individual: scouts that independently search for food, and recruits that are directed by nest mates to a food source. However, recent analyses show that this strict division of labour between scouts and recruits is untenable. Therefore, a modified concept is presented here that comprises the possible behavioural states of an individual forager (novice forager, scout, recruit, employed forager, unemployed experienced forager, inspector and reactivated forager) and the transitions between them. The available empirical data are reviewed in the light of both the old and the new concept, and probabilities for the different transitions are derived for the case of the honey-bee. The modified concept distinguishes three types of foragers that may be involved in the exploration behaviour of the colony: novice bees that become scouts, unemployed experienced bees that scout, and lost recruits, i.e. bees that discover a food source other than the one to which they were directed to by their nest mates. An advantage of the modified concept is that it allows for a better comparison of studies investigating the different roles performed by social insect foragers during their individual foraging histories. Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore.  相似文献

Recent research on the effects of personal threat suggests that perceived threat might enhance pro-environmental behavior when pro-environmental norms are in focus. In three experiments we found support for the latter assumption, showing that mortality salience and salience of pro-environmental norms interacted in predicting pro-environmental attitudes and information search (Study 1), sustainable behavior in a forest management game (Study 2), as well as pro-environmental intentions and behavior (Study 3). Specifically, mortality salience increased pro-environmental conduct only when pro-environmental norms were salient. Moreover, norm salience only had an effect on pro-environmental attitudes and behavior when the threat of personal mortality was salient. We discuss the implications of these results for both terror management theory and the promotion of pro-environmental behaviors.  相似文献
