Many conservation conflicts are scientifically complex yet are rooted in value conflicts, which result in an impasse. Additional biological information alone is insufficient to resolve this type of conflict. Conceptual models that articulate the material aspects of a system are increasingly used to identify areas where parties disagree. Yet, modeling processes typically follow the conveners’ rules for discussing and assessing the topic, which can exacerbate conflict. Researchers have identified a need for processes that require participants to reflect on the limits of their own philosophical assumptions and acknowledge other perspectives. Cultural models are a promising tool for this purpose because they include nonmaterial beliefs, morals, and values that guide people's understanding of how to interact with an issue, sometimes subconsciously. We explored how cultural models used with conceptual models can improve understanding of value conflicts and used outdoor cat management as a case study. We conducted interviews and focus group discussions with wildlife conservation and cat welfare professionals involved in outdoor cat policy discussions in Hawaii and Washington, D.C. From these conversations, we developed a conceptual model of the outdoor cat management system and cultural models that led stakeholders to weigh elements of the conceptual model differently. Although wildlife conservation professionals generally spoke about outdoor cats as invasive species, cat welfare professionals spoke about them as homeless pets. These conflicting conceptualizations of what an outdoor cat is may help explain the root of many long-standing disagreements. Examining how and when stakeholders invoke different cultural models allowed us to identify management actions that work with, rather than challenge, those models. Dialogue that embraces conflicting cultural models can be difficult and uncomfortable, but has great potential to overcome conservation impasse and achieve lasting conservation results.  相似文献

This ‘reflection’ describes conflicting experiences, drawn from the author’s career in varied aspects of disaster risk management and recovery (1973–2016) delving into his memory, Ian Davis explores conflicts he has felt in four parallel roles he has adopted as architect, NGO board member, academic and the personal challenges he has faced working within the humanitarian sector. After describing these encounters, some practical solutions are suggested. The reflection concludes with a suggestion that at the root of these conflicts there is a need for people working in the humanitarian field to become more accountable in a downward direction towards those they seek to serve, who often lack power and influence. These include an architect’s clients, the beneficiaries of an NGO’s concern, an academic’s students or trainees and more broadly an ethical challenge that the author strives after, to regard his work as a vocation, highlighting the need for service to others rather than self-promotion.  相似文献

Solar geoengineering has received increasing attention as an option to temporarily stabilize global temperatures. A key concern is that heterogeneous preferences over the optimal amount of cooling combined with low deployment costs may allow the country with the strongest incentive for cooling, the so-called free-driver, to impose a substantial externality on the rest of the world. We analyze whether the threat of counter-geoengineering technologies capable of negating the climatic effects of solar geoengineering can overcome the free-driver problem and tilt the game in favour of international cooperation. Our game-theoretical model of countries with asymmetric preferences allows for a rigorous analysis of the strategic interaction surrounding solar geoengineering and counter-geoengineering. We find that counter-geoengineering prevents the free-driver outcome, but not always with benign effects. The presence of counter-geoengineering leads to either a climate clash where countries engage in a non-cooperative escalation of opposing climate interventions (negative welfare effect), a moratorium treaty where countries commit to abstain from either type of climate intervention (indeterminate welfare effect), or cooperative deployment of solar geoengineering (positive welfare effect). We show that the outcome depends crucially on the degree of asymmetry in temperature preferences between countries.  相似文献

In Venezuela, large-scale shrimp farming began in the 1980s. By 1987, the Ministry of Environment and Natural Resources (MARNR) had received 14 proposals for approval. A developer illegally started the construction of ponds at the Píritu Lagoon in the State of Anzoátegui before the authorization process was completed. This action triggered a land-use conflict. This study identifies the causes for public protest and determines the consequences of this conflict for land-use management. The results show that public protest was based on the impacts of the partial construction of ponds. These impacts were related to direct removal of wetlands, interruption of natural patterns of surface flows, and alteration of feeding grounds of some bird species with migratory status. Consequences were identified in relation to the role that nongovernmental organizations (NGOs) play in land-use conflicts and the actions that MARNR could take in the future to prevent and solve similar situations.  相似文献

With shrinking forest resources and increasing demands for timber, conflicts between forestry and wildlife become more contentious and more frequent. New decision support methods are needed to address complex multiple land use conflicts. Multiple accounts methods linked with GIS and production models enable us to address trade-offs between timber and non-timber values, thus facilitating the evaluation and comparison of different management scenarios in a rapid and spatially referenced manner. The approach is documented in a case study in the trans-boundary zone between two national parks in British Columbia, where caribou/logging conflicts are widespread.  相似文献

This paper discusses the misuses of estuaries in Northeast of Brazil and the social contrasts there found. The several kinds of impacts promoted by capitalist enterprises in one side and by traditional population, who uses estuary areas at another side, are in complete disagreement with the ethic of sustainable development. Our intention is to demonstrate how these aspects occur in the River Paraíba do Norte estuary, in the State of Paraíba. Observing the conditions of infrastructure besides the multiple ways to handle along with the extension of the estuary, we could recognize 59 focus of conflict between the incorrect use and sustainable mode. Most of the uses concern to traditional artisan fishing, slums and recreational marinas, reflecting the great social contrast between rich and poor people settled in area studied. Ecological and social implications of these conflicting uses are discussed and measures to improve the situation are suggested.  相似文献

In Africa, the land and water resources quality are key factors for sustainable development. The degradation of the quality of these resources leads to scarcities and conflicts, which together threaten the sustainability of rural livelihoods. This work investigated and analysed the livelihoods conflicts over the land and water resources and their scarcities, policies that contributed to the land and water scarcities and the livelihood conflicts and linkage of the conflicts to the resources scarcities and degradation. Implications of degradation of the resources, development policies and livelihoods conflicts on sustainable development are discussed. Literature study, visits and discussions, participatory assessments, observations and questionnaire survey were used tools to collect data. Interviews of the 266 households revealed that, those experiencing the land and water scarcities and conflicts over these resources are significantly (p < 0.001) higher than those not experiencing the scarcities and conflicts. Crop-livestock competition, over the land and water resources causes prominent conflicts. A significant, (p < 0.05) associations of livelihoods conflicts to water shortage and period of water shortage for crop and livestock production were found. Improved accessibility to soil and water management technologies, wildlife–livestock co-existence, recognition of needs and land rights for pastoralists are recommended to minimize scarcities and herders versus farmers’ conflicts.  相似文献

Starting from a risk conflicts perspective, this article challenges two common assumptions of existing research on climate change in public and media discourses. It argues that the evaluation of these discourses on the extent to which these either accurately reflect a scientific consensus or contribute to achieving social consensus insufficiently takes account of the exclusionary mechanisms it starts from. A conceptual and empirical framework is subsequently put forward which allows one to evaluate mediated discourses in terms of the extent to which democratic debate and citizenship are encouraged. Such analysis can reveal the discursive strategies underlying processes of politicization and depoliticization. This perspective is illustrated by an analysis of a local case study: the “Sing for the Climate” campaign. We conclude by calling for a broad systematic research agenda revealing the extent to which de/politicizing discourses are found to influence public and media discourses.  相似文献

Shortly after the implementation of a marine protected area (MPA) in Lyme Bay in 2008, inside which scallop dredging and bottom trawling is prohibited, a socio-economic impact assessment was initiated. This article presents the initial findings from this study. The aim was to understand the costs and benefits to fishermen and fish merchants of establishing the MPA. These were assessed using a combination of primary and secondary data. The results indicate that the impacts of the closure differ according to the gear type and the fishing location used by the fishermen. Static gear fishermen who fish inside the closed area have seen changes in terms of increased fishing effort, mostly because they have been able to increase the number of crab and whelk pots they deploy. The effects of the closure on static gear fishermen who fish outside the closed area has been reported in terms of increased conflicts with towed gear fishermen who now fish regularly in their traditional grounds. Fishermen using towed gear on the other hand have been impacted through displacement effects as they have been forced to look for other fishing grounds outside the closed area. Most fish merchants and processors initially claimed that they were heavily impacted by the closure but when they were interviewed 1 year after the closure they suggested a more stable picture. Preliminary analyses of landings data indicate that the introduction of the MPA has so far had minimal impacts on the average incomes and financial profits of fishermen and fish merchants. This conclusion, however, reflects a short-term view as the impacts of the closure of Lyme Bay are likely to be felt for a long time to come.  相似文献

Because of the significant impacts on both human interests and bird conservation, it is imperative to identify patterns and anticipate drivers of human–bird conflicts (HBCs) worldwide. Through a global systematic review, following the PRISMA 2020 guidelines, we analyzed the socioeconomic factors and bird ecological traits driving the degree of knowledge and extent of HBCs. We included 166 articles published from 1971 to 2020 in our analyses through which we built a profile of the socioeconomic conditions of 52 countries with reported conflicts and the ecological traits of the 161 bird species involved in HBCs. Although HBC expanded worldwide, it had the greatest impact in less-developed countries (estimate 0. 66 [SE 0.13], p< 0.05), where agriculture is critical for rural livelihoods. Species with a relatively greater conflict extent had a relatively broader diet (estimate 0.80 [SE 0.22], p<0.05) and an increasing population trend (estimate 0.58 [SE 0.15], p<0.05) and affected human interests, such as agriculture and livestock raising. In countries with greater biodiversity, HBCs caused greater socioeconomic impacts than in more developed countries. Our results highlight the importance of understanding and addressing HBCs from multiple perspectives (ecological, sociocultural, and political) to effectively protect both biodiversity and local livelihoods.  相似文献
