The protection of the Baltic Sea ecosystem is exacerbated by the social, environmental and economic complexities of governing European fisheries. Increased stakeholder participation and knowledge integration are suggested to improve the EU’s Common Fisheries Policy (CFP), suffering from legitimacy, credibility and compliance problems. As a result, the CFP was revised in 2002 to involve fisheries representatives, NGOs and other stakeholders through so called Regional Advisory Councils (RACs) in the policy process. We address the RAC’s task to incorporate stakeholder knowledge into the EU’s fisheries governance system in empirical and theoretical perspectives. Drawing on a four-stage governance concept we subsequently suggest that a basic problem is a mismatch between participation purpose (knowledge inclusion) and the governance stage at which RACs are formally positioned (evaluation of management proposals). We conclude that, if the aim is to broaden the knowledge base of fisheries management, stakeholders need to be included earlier in the governance process.  相似文献

Restoring riparian ecosystems in human-dominated landscapes requires attention to complexity, and consideration of diverse drivers, social actors, and contexts. Addressing a Global North bias, this case study uses a mixed-method approach, integrating historical data, remote sensing techniques and stakeholder perceptions to guide restoration of a river in the Western Cape, South Africa. An analysis of aerial photographs of the riparian zone from 1953 to 2016 revealed that although anthropogenic land conversion happened primarily before the 1950s, several land use and land cover classes showed marked increases in area, including: waterbodies (+ 1074%), urban areas (+ 316%), alien weeds (+ 311%) and terrestrial alien trees (+ 79%). These changes have likely been driven by land fragmentation, disturbance, and agricultural intensification. Stakeholder interviews revealed that despite the clear need for restoration, several barriers exist to successful implementation; these stem from inadequate financial resources, inappropriate funding models, institutional challenges, and a lack of techno-scientific knowledge. The current lack of a working resource management plan Magdalena Bay (southern Baja California, Mexico) has weakened attempts to set priorities among resource users and has contributed to: reduced fish stocks, land and marine contamination, and declines in the ecological integrity of the bay of 170 000 ha and its vast mangrove lagoon systems. The government agencies responsible for maintaining ecological integrity and managing marine resource use have not been successful in addressing these problems due to jurisdictional ambiguities, lack of community support, and lack of manpower for monitoring and enforcing policies. A framework was designed by the authors to work toward an approach for balancing between community development and conserving ecological integrity at the local level in the peripheral and central zones of the Magdalena Bay system. The goal of this framework was to suggest a basis for setting management priorities that included the perceptions and preferences of stakeholder groups with regard to direct threats to the environmental health of the study areas. To achieve this goal a crossdisciplinary study of the central and peripheral zones was used to examine factors that influence current resource use and the environmental state in these two regions of the bay system. Insights into the preferences and perceptions of stakeholder groups with regard to management priorities were acquired using the key informant technique. The results revealed potential conflicts with regard to preferred management priorities between stakeholder groups, as well as polarities within stakeholder groups themselves.  相似文献

There are always conflicting goals in the management of large water courses. However, by involving stakeholders actively in the planning and decision-making processes, it is possible to work together toward commonly acceptable solutions. In this article, we describe how we applied interactive multicriteria decision analysis (MCDA) in a collaborative process which aimed at an ecologically, socially, and economically sustainable water course regulation policy. The stakeholders' opinions about the alternative regulation schemes and the relative importance of their impacts were elicited with the HIPRE software. Altogether, 20 personal interactive decision analysis interviews (DAIs) were carried out with the stakeholders. Our experience suggests that the DAIs can considerably improve the quality and efficiency of the collaborative planning process. By improving communication and understanding of the decision situation in the steering group, the approach helped to develop a consensus solution in a case having strong conflicts of interest. In order to gain the full benefits of the MCDA approach, interactive preference elicitation is vital. Collaborative efforts are increasingly being used to address complex environmental problems, both in the United States and abroad. This is especially true in the growing field of collaborative watershed management, where diverse stakeholders work together to develop and advance water-quality goals. Active citizen participation is viewed as a key component, yet groups often struggle to attract and maintain citizen engagement. This study examined citizen participation behavior in collaborative watershed partnerships by way of a written survey administered to citizen members of 12 collaborative watershed groups in Ohio. Results for the determination of who joins such groups were consistent with the dominant-status model of participation because group members were not demographically representative of the broader community. The dominant-status model, however, does not explain which members are more likely to actively participate in group activities. Instead, individual characteristics, including political activity, knowledge, and comfort in sharing opinions with others, were positively correlated with active participation. In addition, group characteristics, including government-based membership, rural location, perceptions of open communication, perceptions that the group has enough technical support to accomplish its goals, and perceived homogeneity of participant opinions, were positively correlated with active participation. Overall, many group members did not actively participate in group activities.  相似文献

Global Earth Observation (GEO) is one of the most important sources of information for environmental resource management and disaster prevention. With budgets for GEO increasingly under pressure, it is becoming important to be able to quantify the returns to informational investments. For this, a clear analytical framework is lacking. By combining Bayesian decision theory with an empirical, stakeholder-oriented approach, this paper attempts to develop such a framework. The analysis focuses on the use of satellite observations for Dutch water quality management in the North Sea. Dutch water quality management currently relies on information from 'in situ' measurements but is considering extending and deepening its information base with satellite observations. To estimate returns to additional investments in satellite observation, we analyze the added value of an extended monitoring system for the management of eutrophication, potentially harmful algal blooms and suspended sediment and turbidity in the North Sea. First, we develop a model to make the potential contribution of information to welfare explicit. Second, we use this model to develop a questionnaire and interpret the results. The results indicate that the expected welfare impact of investing in satellite observation is positive, but that outcomes strongly depend on the accuracy of the information system and the range of informational benefits perceived.  相似文献

Effective Protection of Open Space: Does Planning Matter?   总被引:2,自引:0,他引:2  
High quality plans are considered a crucial part of good land use planning and often used as a proxy measure for success in plan implementation and goal attainment. We explored the relationship of open space plan quality to the implementation of open space plans and attainment of open space protection goals in Research Triangle, North Carolina, USA. To measure plan quality, we used a standard plan evaluation matrix that we modified to focus on open space plans. We evaluated all open space plans in the region that contained a natural resource protection element. To measure plan implementation and open space protection, we developed an online survey and administered it to open space planners charged with implementing the plans. The survey elicited each planner’s perspective on aspects of open space protection in his or her organization. The empirical results (1) indicate that success in implementation and attaining goals are not related to plan quality, (2) highlight the importance of when and how stakeholders are involved in planning and implementation processes, and (3) raise questions about the relationship of planning to implementation. These results suggest that a technically excellent plan does not guarantee the long-term relationships among local landowners, political and appointed officials, and other organizations that are crucial to meeting land protection goals. A greater balance of attention to the entire decision process and building relationships might lead to more success in protecting open space.  相似文献

Policy makers, economists and water researchers have advocated water transfer and trade as a key potential response to worldwide water scarcity and/or efficiency problems. This paper examines aspects of an operational irrigation scheme in New Zealand that enables transfer of water between shareholders, arguing that the set-up and processes involved with the scheme can provide a wider context for analysis and consideration of social and cultural issues involved with resource allocation. Analysis of the key drivers and barriers for water reveal that while there is potential for real benefits from transferring water for farmers and the community, an examination of some of the processes used, and barriers to transfer reveals important lessons for planning and regulatory perspectives, including the importance of looking at the issues from a procedural and distributive justice viewpoint.  相似文献

Residues from municipal solid waste (MSW) incineration in Switzerland have been a hot topic in recent years, both in the research and practice communities. Regarded by many as an economically and environmentally sound solution to this issue, technological retrofitting of existing grate incinerators has the dual purpose of enhancing the metal recovery of bottom and fly ashes and improving the inertization of residues to be landfilled. How does context influence the economic and environmental performance of this particular technological option? Under which conditions would this technological option be implemented nationwide in the future? What are stakeholders’ views on sustainable transitions of MSW incineration? The planning step of an ecological risk assessment includes the largest role for public participation in the entire assessment, for it is here that the risk manager must ensure that the assessment will yield the information he needs to make a decision. This essay discusses some general characteristics of public participation in ecological risk assessments, including the ways in which different lifestyles may lead to the establishment of community specific management goals and hence of different endpoints; the type and nature of the input provided by the public to the risk assessment and the ways in which input from the public differs from input from the scientific community; and a discussion of definitions of stakeholders and participatory processes which emphasizes their contextual nature. The essay concludes with a review of some of the challenges facing a risk manager as he designs a participatory process. Six major areas are discussed, each incorporating suggestions that should reduce difficulties in implementation of such a process and increase the likelihood of acceptance of its outcome, and hence the overall quality of the risk assessment.  相似文献
