In much of sub-Saharan Africa (SSA), the lack of organic soil amendments constitutes one of the principal causes for declining soil fertility in intensifying farming systems. The challenge, therefore, remains to increase the availability of organic inputs and to develop recommendations for their combination with inorganic fertilizers. An on-farm experiment was conducted in the northern Guinea savanna of Nigeria to evaluate the fertilizer effect of rice (Oryza sativa L.) mill waste (RMW) on a degraded Alfisol. The decomposition and nutrient (N and P) release patterns of RMW were studied using the litterbag technique, and the effect on maize yield and soil properties was determined. The RMW was applied at rates of 0, 5, 10, and 15 Mg DM ha−1 and was applied either unburnt or burnt (farmers’ practice). In both years, compound fertilizer was broadcast during land preparation on all plots at rates of 40 kg N ha−1, 17 kg P ha−1, and 33 kg K ha−1.Results obtained in the litterbag study showed that, at maize harvest, more than 90% of the P had been released from the decomposing RMW. However, around 60% of the organic C and 45% of the N still remained. Compared to the control treatment (0 Mg ha−1 RMW), which yielded 0.55 Mg ha−1, maize (Zea mays L.) grain yields were increased by 95% when 10 Mg ha−1 of unburnt RMW was applied, and by 147% with 15 Mg ha−1 (mean of 2 years). In contrast, burnt RMW did not result in significant yield increases. The cumulative application of 30 Mg ha−1 of unburnt RMW significantly increased the soil organic carbon in the surface soil from 0.7% (0 Mg ha−1 RMW) to 1.3%.The results of this investigation indicate that RMW constitutes a valuable organic input in the Guinea savanna if applied unburnt at rates of 10–15 Mg ha−1 in combination with inorganic fertilizer. The repeated application of unburnt RMW may contribute to the rehabilitation of degraded soils through the buildup of soil organic matter.  相似文献

This article examines whether it is possible to target vulnerable households within a geographically defined area. It looks first at the justification for targeting and then reviews recent practical experience in actually trying to reach vulnerable groups. As complex emergencies increasingly last longer, strategies to target vulnerable households are common in the protracted phase of the emergency. While this is often necessary because of a decline in resources, it is not always justified by an improvement in nutritional status or food security of the beneficiary population.
Common target groups are the poor and the malnourished, but in complex emergencies these are not always the most vulnerable. Moreover, recent practical experience has shown considerable difficulties in targeting the poor. Methods to target the poor rely on community-based relief committees, whose priorities are not necessarily the same as those of external agencies. This paper gives examples of such targeted assistance programmes in Kenya, south Sudan and Tanzania. The paper concludes that situations where targeting vulnerable households is justified and feasible are extremely limited. It is suggested that if targeting has to be done because of scarce resources, this should be done on a geographical basis and on the basis of nutritional status. Case-study material shows that it is essential to understand the political determinants of vulnerability and to design methods that will reach the most vulnerable.  相似文献

With environmental change set to affect the developing world in significant ways, examination of the process of adaptation is increasingly being brought to the fore. Common to all forms of adaptation in rural livelihoods will be a process of change in resource use and the resource rights that will either facilitate or subvert adaptation. This paper looks at Darfur and the repercussions from the multi‐year drought and land degradation that led to forms of adaptation that involved change in relationships between groups over land resources. The analysis looks at how changes in land resource rights relationships have been dealt with historically, as adaptation developed. Approaches involving highly flexible customary institutions were used to effectively manage the change in land resource rights relationships inherent in adaptation, and considerable opportunity existed for positive interaction between customary and statutory law. Initial success at adaptation was followed by interventions by the Sudanese government to manage these relationships for specific objectives that worked against adaptation. This resulted in competition, animosity, confrontation and the subsequent collapse of the institutions, legitimacy, and trust necessary for successful management of land resource rights change. These national policies debilitated the adaptation opportunities and instead led to profoundly negative repercussions in relationships about land in Darfur, eventually becoming a primary driver in the current war. This highlights both the importance of land resource rights relationships to adaptation and how these relationships can be changed (positively and negatively) by specific practices and policies.  相似文献

Health sector recovery in post‐conflict settings presents an opportunity for reform: analysis of policy processes can provide useful lessons. 1 The case of southern Sudan is assessed through interviews, a literature review, and by drawing on the experience of former technical advisers to the Ministry of Health. In the immediate post‐conflict phase, the health system in southern Sudan was characterised by fragmentation, low coverage of health services, dismal health outcomes and limited government capacity. Health policy was extensively shaped by the interplay of context, actors and processes: the World Bank and the World Health Organization became the primary drivers of policy change. Lessons learned from the southern Sudan case include the need for: sustained investment in assessment and planning of recovery activities; building of procurement capacity early in the recovery process; support for funding instruments that can disburse resources rapidly; and streamlining the governance structures and procedures adopted by health recovery financing mechanisms and adapting them to the local context.  相似文献

As a rule, refugees arrive in their host country with a bare minimum of possessions; in this respect every refugee can be classified as vulnerable. However, a certain category is especially at risk, namely those persons who would be considered vulnerable in a "normal society." These people are doubly in need of assistance, firstly, inasmuch as they are refugees and secondly, insofar as they are vulnerable. If these refugees can be helped to overcome (or at least reduce) their handicaps, they can begin to become self-reliant and form an active, productive parts of their community, rather than remaining an extra burden to an already vulnerable part of the society in their country of asylum. Whilst their able-bodied companions work in the fields or the towns, part of this category can be trained and usefully employed in sectors of work that do not require great mobility or physical fitness (such as handicrafts, trade, teaching and services)..  相似文献

Incubation of guanosine and Sudan III induces the formation of a stable adduct, which may be identified using a spectrophotometric technique and mass spectroscopy. The high nucleophilicity of the C8 position and its proximity to N7 makes the site susceptible to a nucleophilic attack, which explains the SN2 reaction detected between guanosine and Sudan III dye. In addition, direct interaction of Sudan III with calf thymus DNA was monitored using a simple spectrophotometric technique. The results presented indicate that a simple modification of the chemical structure of Sudan I (monoazo dye) to Sudan III (diazo dye) markedly alters reactivity towards nitrogenous DNA bases.  相似文献
