Shipping is an important source of pollution affecting both atmospheric and aquatic environments. To allow for efficient mitigation of environmental degradation, it is essential to know the extent of the impacts of shipping in relation to other sources of pollution. Here, we give a perspective on a holistic approach to studies of the environmental impacts of operational shipping through presentation of an assessment framework developed and applied on a case of shipping in the Baltic Sea. Through transfer of knowledge and concepts, previously used in assessments of air pollution, now applied to assessments of marine pollution and underwater noise, the horizon of understanding of shipping-related impacts is significantly improved. It identifies the main areas of environmental degradation caused by shipping and potential improvements through legislation and technological development. However, as the vast majority of contaminants discharged into the sea are not routinely monitored and assessed, the links between pressure of contaminants from shipping and environmental state and impacts will not be caught in the current environmental regulatory frameworks. 相似文献

5.12汶川特大地震灾害引起了社会和学术界对地震灾后重建规划广泛的关注。地震灾后重建规划几乎包含了当前规划领域中的所有挑战,是速度和质量兼顾、人性与理性权衡、社会经济与环境效益统一、多方博弈的过程,对灾后重建规划环评也从理论到实践层面提出了新的挑战。本文在对灾后重建规划特点进行归纳的基础上提出灾后重建规划环评相应具备的特点,即早期介入、与规划过程融合、增加灾害情景、突出规划协调性分析和应用反规划思路等特点,并进一步以《国家汶川地震灾后重建总体规划》为例说明了与灾后规划融合的环评流程、灾后规划环评的关键内容和评价思路。在对常用规划环评方法从信息成本、工作成本、客观和量化程度等原则进行评价后认为灾后重建规划环境评价中应有效利用比较评价法、GIS叠图法、生态承载力评价法等相对快捷、成熟或客观的方法。 相似文献

以联合国"里约+20"会议为背景,在梳理世界主要国家绿色经济发展进程、绿色经济理论研究和实践探索,分析当前绿色经济发展现状和政策的基础上,探讨了我国绿色经济发展战略框架问题。认为:政府层面要加强对绿色产业发展引导、努力完善激励约束政策,保障绿色经济的稳健发展,重视绿色科技人才队伍建设,增强绿色产业自主创新能力。目前要解决的问题,一是通过建立排污权交易市场,实现环境价值的货币化;二是建立健全与绿色经济核算相关的法规制度;三是实施绿色GDP考核制度,从根本上改变经济增长方式。企业层面要重视绿色科技人才队伍建设,增强绿色产业自主创新能力,实现绿色产业的发展与调整。行业层面要着重节能建筑、可再生能源、可持续交通、可持续农业和生态基础设施建设等。消费者层面要加强绿色理念宣传,积极倡导绿色消费。从国际贸易的角度,应积极争取发达国家提供技术支持和技术培训,以帮助环保商品和服务行业的发展。 相似文献

The Chinese government has recently been attaching increasing importance to the application of effective legal tools to tackle land degradation (LD) issues. Based on the concept of sustainable development, China began developing and reaping the benefits of environmental and natural resources legislation including LD control regulations in the 1990s. In the past three years, some central‐western provinces in China have been implementing a “ People's Republic of China/Global Environment Facility (PRC/GEF ) Partnership on LD Control of Dryland Ecosystems”, which is based on an integrated ecosystem management (IEM) approach. IEM is designed to achieve a balanced, scientific and participatory approach to natural resources management, which creates the potential to improve the quality of Chinese environmental law and policy procedures. The paper studies the existing Chinese national laws and regulations pertinent to LD control within 9 areas covering land, desertification, soil erosion, grassland, forest, water, agriculture, wild animals and plants, and environment protection in detail, against IEM principles and basic legal elements. The main objective is to identify problems and provide feasible solutions and recommendations for the improvement of the existing laws and regulations. The authors conclude that the development of an improved national legislative framework is essential if LD control is to be successfully achieved. Successful river basin governance is challenged by actor engagement in the various stages of planning and management. A governance approach for determining priorities for actors for sustainable management was developed, based on a river basin diagnostic framework consisting of four social-institutional and four biophysical indicators. It was applied in river basins in Australia, Brazil, China and France. Actors diagnosed current and target capacity for these indicators, and estimated synergistic influences of interacting indicators. The results reveal different priorities and transformative pathways to achieve basin plan outcomes, specific to each basin and actor groups. Priorities include biodiversity for the Murray-Darling, local water management needs for the São Francisco and Yellow rivers, and improved decision-making for the Adour-Garonne. This novel approach challenges entrenched views about key issues and actor engagement roles in co-implementation of the basin plan under existing prevailing governance models, with implications for engagement and international collaboration on basin governance.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01699-4. 相似文献

建立健全生态产品价值实现机制是践行习近平生态文明思想的重要举措。随着"绿水青山就是金山银山"理念转化探索实践的不断深入,围绕生态产品供给和价值实现形成的新产业、新业态、新模式不断涌现,生态产品产业有望成为经济高质量发展的新动力和生态文明建设的新模式。本文基于生态产品价值实现的理论和实践,首次提出了生态产品第四产业的概念及内涵特征,初步分析了生态产品第四产业的形成机制和构成要素。结合不同市场属性生态产品的价值实现路径,初步梳理了生态产品第四产业形态,界定了其产业范围,设计了衡量生态产品第四产业核算与发展指标体系,并从供给、消费、交易和利益分配等维度提出了促进生态产品第四产业的政策保障。研究认为,我国生态产品第四产业发展具有很好的基础和前景,应以习近平生态文明思想为指导,加快完善生态产品价值实现机制,让生态产品第四产业发展成为我国新时期的朝阳绿色产业。 相似文献

不规范的流域水环境模型应用增加了决策风险。从过程管理的角度来看,我国尚未针对流域水环境模型的评估与验证建立标准化的技术流程,模型标准化应用水平较低。在总结已有研究成果以及先进管理经验的基础上,本文构建了标准化的流域水环境模型评估验证技术框架,提出了对应用于流域水环境管理决策的模型开展评估验证的基本原则、工作流程和技术要求,并通过案例研究验证了技术框架的可行性。技术框架引入了结构合理性评估、参数识别与灵敏度分析、模拟效果评估、不确定性分析等模型评估验证的关键技术,结合不同的模型类型、决策功能等特征给出了原则性的技术要求和应用建议。研究成果充分考虑了我国的环境管理需求,与现阶段环境模拟技术要求、环境监测能力和数据条件相适应,在理论探讨和技术实现层面具备明确的可行性,将促进我国流域水环境模型的规范化、标准化和本地化应用。 相似文献
