我国煤炭行业事故频发,而人的不安全动作引起了88%的事故,因此,运用行为控制方法来约束人的不安全动作对于减少煤矿事故有着重要意义。以煤矿放炮员不安全动作为统计指标,对我国2000—2011年41起煤矿重特大放炮事故进行统计,得到16种、48个不安全放炮动作。进一步分析,发现造成这些不安全动作的原因集中在放炮员安全知识、意识、习惯,组织安全管理体系,以及组织安全文化这三方面。根据这些原因提出了系统的行为控制方法,给出了放炮员不安全动作的综合解决对策,这样企业便采取了从安全文化到放炮员不安全动作的一整套行为控制措施,从而可以有效预防煤矿放炮员的不安全动作,减少煤矿企业放炮事故的发生。  相似文献

船舶溢油事故的预测,是确定所需应急资源多少的重要依据;但船舶溢油事故具有小样本性,传统预测方法不再适用。针对船舶溢油事故的小样本性,该文选择SVR模型对其进行预测;SVR算法的关键是核函数的选择及自由参数的确定,针对上述问题该文分别采用交叉验证法、遗传算法;并在matlab软件上建立SVR模型,最后将该模型应用于上海港水域船舶溢油事故的预测。  相似文献

根据重大城市的化学事故后果评估与应急救援的实际需要出发,提出了研制辅助决策系统任务需求和设计构想,阐述了该系统的系统结构、系统实现的流程和系统功能,并做了可行性分析。系统的模块包括:化学品基础信息模块、化学事故类型划分模块、地理信息系统模块、化学源周围道路交通模块、实时的天气预报模块、数学模型模块、危害后果评估模块、救援方案生成模块、人员疏散撤离方案生成模块、人机交互模块。系统与地理信息系统(G IS)、卫星导航系统(GPS)、遥感成像技术结合后能够实现精确定位、快速评估。将物联网技术与系统结合,还可实现对大型固定化学源远程时时监控,确保在事故发生后第一时间掌握信息,为后果评估和应急救援赢得时间,将化学突发事故的危害降到最低。该系统在信息化条件下,较好地为决策者进行化学事故后果评估,为应急救援决策提供了依据,可大幅度提高应急救援效能。  相似文献

针对煤矿瓦斯爆炸灾害子系统的复杂非线性动力学特性,以南方某省1958—2007年的煤矿瓦斯爆炸事故发生数构建时间序列,应用霍斯特时间序列数据的标度行为,提出瓦斯爆炸时间序列的重标极差分析(R/S分析)方法。结果表明:瓦斯爆炸时间序列的霍斯特指数为0.550 2,分形维数为1.449 8,其分式布朗运动轨迹表现出一定的持久性和非高斯性。为诊断瓦斯爆炸事故时间序列变异年份,对时间序列进行分段R/S分析,获得变异年份为1974年,以1974年为分界点构成2个时间序列,霍斯特指数分别为0.589 1和0.697 5,分形维数为1.410 9和1.302 5,与煤矿瓦斯爆炸事故时间序列的持久性趋势一致。煤矿瓦斯爆炸事故时间序列看似无序却蕴藏规律,反映了系统的动力学变化特征,R/S分析方法可以描述煤矿瓦斯爆炸事故时间序列的动力学特征。  相似文献

Introduction

Although prior studies of road traffic accidents have found between-group differences in risk, little attention has been given to the encounter between drivers involved in severe collisions.

Method

The present study empirically evaluates two different possible causes of "social accidents," which are defined as collisions between two or more drivers where some faulty social interaction might be assumed, and which are the most prevalent cause of road injuries. The analyses use merged Israeli collision records from 1983 to 2004 with data from two national censuses, thus providing an unprecedented empirical basis to study the social foundations of car accidents. The data are used to adjudicate between two alternative hypotheses: the heterogeneity hypothesis (socially different drivers tend to collide) versus the homogeneity hypothesis (socially similar drivers tend to collide).

Results

Multivariate analyses provide preliminary support for the latter hypothesis. Given an accident, there are more collisions among drivers from the same broad educational group, and the factors that influence this correlation are independent of geography. The paper thus leads to the idea that severe collisions reflect a sociological or ecological process that is akin to acciphilia.

Impact on Industry

The preliminary findings suggest that variation between drivers may be preferable to similarity, since apparently there is a greater tendency toward collisions between similar drivers.  相似文献

The authors have recently undertaken a major review of LNG consequence modeling, compiling a wide range of historical information with more recent experiments and modeling approaches in a book entitled “LNG Risk-Based Safety: Modeling and Consequence Analysis”. All the main consequence routes were reviewed – discharge, evaporation, pool and jet fire, vapor cloud explosions, rollover, and Rapid Phase Transitions (RPT’s). In the book, experimental data bases are assembled for tests on pool spread and evaporation, burn rates, dispersion, fire and radiation and effects on personnel and structures. The current paper presents selected highlights of interest: lessons learned from historical development and experience, comparison of predictions by various models, varying mechanisms for LNG spread of water, a modeling protocol to enable acceptance of newer models, and unresolved technical issues such as cascading failures, fire engulfment of a carrier, the circumstances for a possible LNG BLEVE, and accelerated evaporation by LNG penetration into water.  相似文献

The occupational accidents have a major impact upon human integrity and also bring about high costs for the social health and insurance system of a country. In addition, risk analysis is an essential process for the safety policy of a company, having as main aim the effacement of any potential of damage in a productive procedure, while the quantified risk evaluation is the most crucial part of the whole procedure of assessing hazards in the work. The main goal of this study is double: a) the development and presentation of a new hybrid risk assessment process (HRAP) and b) the application of HRAP in the Greek Public Power Corporation (PPC) (the unique electric power provider and the largest industry in Greece), by using occupational accidents that have been recorded, during the 12-year period of 1993-2004. The new process consists of four distinct phases a) the hazard sources’ identification phase, b) the risk consideration phase, c) the risk-evaluation phase, and d) the phase of the risk assessment and safety-related decision making. The results show that in some cases the risk value has been calculated in PPC to be higher than 500 (in the risk rating of 0-1000), which imposes the taking of suppressive measures for abolishing the danger source, while the fatal accident frequency rate (per 108 man-hrs) is FAFR ≅ 2.4.  相似文献

The explosion accident caused by residual pressure is one of the most common kinds of accidents in quick actuating pressure vessels. And it is important to provide some reliable methods, which can give reasonable analysis of the explosion. In this study, experiments of the explosion are preformed by using two quick actuating pressure vessels with residual pressure, and a new mathematical model is presented. The model is based on the combination of the Spalart-Allmaras turbulence fluid model and Newton’s second Law for the solid motion. And the model is solved with local remeshing method. By performing the simulation with the same parameters of experiments, the results of the simulation confirm the accuracy of the model. And the results shows the crucial factor of vessel structure, which the maximum ejected speed of the lid highly depends on. Based on that, the optimal design of the structure is presented, which can provide better security.  相似文献
