The paper presents a comparative analysis of the development and present state of compensation for victims of catastrophes in Belgium and the Netherlands. These two neighbouring countries have both seen legislative changes in this field in recent years, albeit with different outcomes. The paper thus analyses to what extent the two compensation scheme structures allow for conclusions as to the comparative benefits of a comprehensive insurance scheme for natural disasters. From the perspective of law and economics, the evolution of private insurance and public intervention through compensation funds, the preference for private or public solutions and the actual financing of these are examined. Drawing on practical experience, such as the case of flood risks, the solutions are tested in view of incentive-based financing. The paper concludes that the private insurance market is more developed in Belgium than it is in the Netherlands, where the reform process has not yet ended. 相似文献

The Soil and Water Assessment Tool (SWAT) model (Arnold et al., 1998) is a popular watershed management tool. Currently, the SWAT model, actively supported by the U.S. Department of Agriculture and Texas A&M, operates only on Microsoft® Windows, which hinders modelers that use other operating systems (OS). This technical note introduces the Comprehensive R Archive Network (CRAN) distributed “SWATmodel” package which allows SWAT 2005 and 2012 to be widely distributed and run as a linear model‐like function on multiple OS and processor platforms. This allows researchers anywhere in the world using virtually any OS to run SWAT. In addition to simplifying the use of SWAT across computational platforms, the SWATmodel package allows SWAT modelers to utilize the analytical capabilities, statistical libraries, modeling tools, and programming flexibility inherent to R. The software allows watershed modelers to develop a simple hydrological watershed model conceptualization of the SWAT model and to obtain a first approximation of the minimum expected results a more complicated model should deliver. As a proof of concept, we test the SWAT model by initializing and calibrating 314 U.S. Geological Survey stream gages in the Chesapeake Bay watershed and present the results. 相似文献

This article presents an empirically based model, WiCTS ( Wi thdrawal and C onsumption for T hermoelectric S ystems), to estimate regional water withdrawals and consumption implied by any electricity generation portfolio. WiTCS uses water use rates, developed at the substate level, to predict water use by scaling the rates with predicted energy generation. The capability of WiCTS is demonstrated by assessing the impact of renewable electricity generation scenarios on water use in the United States (U.S.) through 2050. The energy generation scenarios are taken from the Renewable Energy Futures Study performed by the U.S. National Renewable Energy Laboratory of the U.S. Department of Energy. Results indicate reductions in water use are achieved under these renewable energy scenarios. The analysis further explores the impact of two modifications to the modeling framework. The first modification presumes geothermal and concentrated solar power generation technologies employ water‐intensive cooling systems vs. cooling technology that requires no water. The second modification presumes all water‐intensive cooling technologies use closed cycle cooling (as opposed to once‐through cooling) technologies by 2050. Results based on one of the renewable generation scenarios indicate water use increases by over 20% under the first modification, and water consumption increases by approximately 40% while water withdrawals decrease by over 85% under the second modification. 相似文献

This study focuses on the relationships of watershed runoff with historical land use/land cover (LULC) and climate trends. Over the 20th Century, LULC in the Southeast United States, particularly the North Carolina Piedmont, has evolved from an agriculture dominated to an extensively forested landscape with more recent localized urbanization. The regrowth of forest has an important influence on the hydrology of the region as it enhances ecosystem interaction with recent climate change. During 1920‐2009, the amount of precipitation in some parts of the North Carolina Piedmont forest regrowth area showed increasing trends without corresponding increments in runoff. We employed the Soil and Water Assessment Tool (SWAT) to backcast long‐term hydrologic behavior of watersheds in North Carolina with different LULC conditions: (1) LULC conversion from agricultural to forested area and (2) long‐term stable forested area. Comparing U.S. Geological Survey‐measured stream discharge with SWAT‐simulated stream discharge under the assumption of constant 2006 LULC, we found significant stream discharge underprediction by SWAT in two LULC conversion watersheds during the early simulation period (1920s) with differences gradually decreasing by the mid‐1970s. This model bias suggests that forest regrowth on abandoned agricultural land was a key factor contributing to mitigate the impact of increased precipitation on runoff due to increasing water consumption driven by changes in vegetation. 相似文献

Effective use of materials is one possible component of a sustainable manufacturing strategy. There are many such strategies proposed in the literature and used in practice, with confusion over what they are, what the differences among them may be and how they can be used by practitioners in design and manufacture to improve the sustainability of their product and processes. This paper reviews the literature on sustainable manufacturing strategies that deliver improved material performance. Four primary strategies were found: waste minimisation; material efficiency; resource efficiency; and eco‐efficiency. The literature was analysed to determine the key characteristics of these sustainable manufacturing strategies and 17 characteristics were found. The four strategies were then compared and contrasted against all the characteristics. While current literature often uses these strategy titles in a confusing, occasionally inter‐changeable manner, this study attempts to create clear separation between them. Definition, scope and practicality of measurement are shown to be key characteristics that impact upon the ability of manufacturing companies to make effective use of the proposed strategy. It is observed that the most actionable strategies may not include all of the dimensions of interest to a manufacturer wishing to become more sustainable, creating a dilemma between ease of implementation and breadth of impact. 相似文献

Water‐quality surveys have confirmed the presence of hormones and antibiotics in surface waters of the United States, which may be of concern to aquatic life. We investigated the concentrations of hormones and antibiotics in surface waters of the state of Delaware to determine – how they compared against environmental thresholds, how they varied across the state, and if they were correlated with land use type. Fifty surface water locations were sampled during early spring and late summer. Water samples were initially screened with ELISA followed by analysis with LC/MS/MS. The measured ranges of hormone concentrations were: 0‐3.71 ng/l for estrone, 0‐4.65 ng/l for estrone‐3‐sulfate, and 0‐6.27 ng/l for 17β‐estradiol. The measured ranges of antibiotics were: 0‐3.30 ng/l for sulfamerazine, 0‐10.74 ng/l for sulfamethoxazole, and 0‐2.29 ng/l for tetracycline. The predicted no‐effect concentration (PNEC) for estrone was exceeded for three samples and the PNEC for 17β‐estradiol was exceeded for 11 samples. In general, concentrations and detection frequencies were lower in the summer than the spring. The highest concentrations of hormones and antibiotics were spatially distributed in agricultural and urban areas; however, the correlations between land use type and the concentrations were weak. This study was the first statewide survey of hormones and antibiotics for Delaware and provided important baseline data on these emerging contaminants. 相似文献

Previous research has yielded mixed results regarding the effects of age on innovation‐related behavior (IRB; i.e., generating, disseminating, and implementing new ideas). This paper hypothesizes that the relationship of age with IRB is jointly moderated by undermining behavior on the part of the supervisor and the extent to which the employee possesses a proactive personality. We collected data from 196 employees at three points in time over a one‐year period. Results supported the hypothesized 3‐way interaction of age, supervisor undermining, and proactive personality on IRB. As predicted, highly proactive older workers responded to high supervisor undermining with more IRB, whereas older workers low on proactive personality responded to high supervisor undermining with less IRB. On the other hand, when supervisor undermining was low, proactive personality did not moderate the relationship of age with IRB. Copyright © 2012 John Wiley & Sons, Ltd. 相似文献

The purpose of this meta‐analysis was to use theory and research on diversity, attitudes, and training to examine potential differential effects on affective‐based, cognitive‐based, and skill‐based outcomes, to examine potential moderators of those effects with a focus on affective‐based outcomes, and finally, to provide quantitative estimates of these posited relationships. Results from 65 studies (N = 8465) revealed sizable effects on affective‐based, cognitive‐based, and skill‐based outcomes as well as interesting boundary conditions for these effects on affective‐based outcomes. This study provides practical value to human resources managers and trainers wishing to implement diversity training within organizations as well as interesting theoretical advances for researchers. Practitioners have quantitative evidence that diversity training changes affective‐based, cognitive‐based, and skill‐based trainee outcomes. This paper examines the role of proactive personality in the receipt of informal mentoring received (i.e., psychosocial and career‐related mentoring) among a sample of 174 early career employees in China. The regression results indicated that networking behavior mediated the relationship between proactive personality and career‐related mentoring, whereas voice behavior mediated the relationship between proactive personality and psychosocial mentoring. Furthermore, core self‐evaluations moderated the aforementioned two indirect relationships such that they were stronger at higher levels of core self‐evaluations. Our analyses also showed that the moderating effects occurred at the first stage of the indirect relationships. We discuss the theoretical and practical implications of these findings. A revival of interest among professional people in central and inner city residence appears to have occurred in West Germany since the late 1970s. In recent years, a selective programme of central area rehabilitation has successfully wedded public and private funding in Nürnberg, with consequent displacement of low‐income tenants. The further spread of upgrading and social change appears to have been halted in parts of the inner city designated as Urban Renewal Areas, where the federal and local authorities are apparently intent on stabilising and improving the much‐neglected housing and environmental conditions of the poorest “guestworker” communities. 相似文献
