The purpose of this study was to identify attitudes toward the recreational use of drinking water reservoirs in Massachusetts among municipal water supply managers in the state. Compared to the findings of recent studies assessing the attitudes of the general public, water officials were found to advocate highly restrictive views. No officials said that recreation was an insignificant source of water supply pollution; however, opinions were not found to be related to respondents' exposure to the literature on the topic. The majority were not, in fact, familiar with the literature assessing the impact of recreation on water supply reservoirs. 相似文献

ABSTRACT: Use-oriented benefits and treatment costs analysis has been incorporated into a water quality index to show an economically optimized concentration for the treatment of the pollutants and the resulting water quality. This combined water quality index can be used in decisionmaking at the federal and local government levels. Five major pollutants, i.e., coliforms, nitrogen, phosphorus, suspended solids, and detergent, have been considered for the municipal waste water. With each higher level of improvement the treatment costs increase accordingly and the benefits associated with the reuse of this treated waste water will increase too but not for the nutrient removal in agricultural use. The optimal concentration is determined when the marginal costs equal the marginal benefits. The combined water quality index is the combination of the maximum net benefits and the water quality index of the optimized residual concentrations. This water quality index is zero dollars for the Tucson region in this study. The possible reclaimed use of municipal waste water is for agricultural irrigation and recreational lakes for the Tucson region. 相似文献

ABSTRACT: The economic feasibility of a large scale dual purpose (desalting water and power production) facility were evaluated. Although a site in the Tularosa basin of southern New Mexico was chosen as a case study for this analysis, it is believed that the approach and consequential results would be applicable to alternative sites in the Southwest. The basic project evaluated included: a) a ground water well field; b) a dual purpose, nuclear, desalination plant; c) a mineral recovery plant; and d) a reservoir for recreation and irrigation storage. Principle project outputs included electrical power, minerals, recreation, and water for either irrigated agricultural production or export to an adjoining river basin. Two alternative project designs were developed for detailed analysis. The first alternative encompassed all major project components. The results, in discounted net values used to assess the feasibility of the project, were essentially negative; that is, values were less than zero for full scale development. The net benefits ranged from $-986.57 million at a 5 percent discount rate, to $-1,137.528 million at a discount rate of 10 percent. In the second alternative, exportation of the desalted water from the Tularosa basin to two adjacent rivers was analyzed with somewhat better net benefits, ranging from $-382,527 million to $-478,612 million at the 5 and 10 percent discount rates. 相似文献

ABSTRACT: Forty-two commercial campgrounds and 34 commercial marinas were studied to determine the amount and types of flood-related damages incurred from Hurricane Agnes, and to evaluate the institutional measures available to help management overcome these losses. Economic losses incurred by firms due to inability to operate, and declines in the number of recreationists, were over twice the magnitude of losses suffered via direct physical damages from flooding. The Federal Flood Insurance Program, as presently constituted, is of very little use to firms having structural investments in and over water. Most firms were complimentary of the Small Business Administration's loan programs. It appears that active programs of communication and promotion are needed following restoration of regions involved in natural diasters to reestablish the tourist industry of those regions. 相似文献

ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. Southeastern Utah is a region of world-renowned red-rock sandstone formations, large tracts of federal public land, rural communities centered on agriculture and extractive industries, and is often at the epicenter of environmental protection efforts in the western United States. Environmental groups have proposed formal Wilderness designations for much of the regions public land—proposals that have been actively fought by rural community leaders who do not want large areas locked-up from traditional livelihood and recreational uses. The debate over wilderness designation in the region has been characterized in the media as one that is particularly contentious and polarizing. A survey of southeastern Utah residents was conducted in order to better understand this conflict. The survey focused on attitudes toward wilderness designation and management. We found that residents of southeastern Utah have negative attitudes towards the designation and management of Wilderness Study Areas. We propose that these attitudes should be carefully considered and engaged in future policy and management decisions. We suggest that negative opinions expressed by residents of southeastern Utah are not directed primarily at the concept of environmental protection but rather at the strong perception that these programs and initiatives have been carried out in a heavy-handed manner and dominated by outside influences that have overwhelmed local voices. 相似文献

/ Recreation satisfaction is a complex psychological construct that is difficult to define and measure. Recent approaches suggest that overall satisfaction may be a function of multiple satisfactions derived from specific elements of a recreation experience such as the situational characteristics of a recreation setting or activity and the recreationist's subjective evaluations of the experience. In this paper, a path model of whitewater boating satisfaction was tested using data from a survey of 1210 commercial and 111 private boaters on the Cheat River of West Virginia. The pathmodel included the direct and mediating effects of situational variables and the subjective evaluations of boaters and explained 52% and 54% of the variation in satisfaction of commercial and private boaters, respectively. Factors related to the satisfaction of both groups included a composite variable representing opportunities for challenge, excitement, and skill testing on the river trip; water flow levels; and crowding perceptions. In combination, water flow level and boater's perceptions of opportunities to experience challenge, excitement, and test boating skills were the most important variables for explaining satisfaction of both groups. Additional factors affecting commercial, but not private, boater satisfaction included the motive of escaping the usual demands of life and a social interaction variable. Among private boaters, perceptions of the environmental conditions also contributed to overall satisfaction. The results support the multiple satisfaction approach of previous research. / The objectives of nature area management are often twofold: To protect the natural environment and to facilitate recreational use. In order to maintain the natural setting, it is sometimes necessary to regulate the recreational use of an area. In deciding on a management action, one problem can be the lack of knowledge about the effects of management actions on visitors. In order to enhance the knowledge base for future management practices, this study empirically evaluates the effects of management regulations in a Norwegian nature area. In this area camping outside commercial campgrounds was restricted in 1992. The management regulations seems to have influenced the use of Sjodalen for camping in several ways. The number of campers using the area has decreased. The user composition seems to have changed, with new campers in the area after the regulation being more tolerant of human influence on the natural environment than the campers before the regulations. In addition, a considerable proportion of the existing users ceased to stay overnight in Sjodalen, totally or partly due to the regulations. The behavioral response among existing users is related both to environmental preferences and place attachment.
