Realizing an effectiveness revolution in environmental management   总被引:2,自引:0,他引:2  
The environmental movement of the 20(th) century has evolved into a large, diverse and well-financed global community that is increasingly required to prove its worth. Though the environmental sector collects and uses data to determine the status of ecological and social systems, the effectiveness of the programs and policies it uses to affect this status remains largely untested. As governments and donor institutions insist on greater transparency, accountability and evidence of what works and what does not, much is being learned from other fields (e.g. health services, education, international development) and increasingly sophisticated approaches are emerging to manage effectiveness. For example, program evaluation, adaptive management, and systematic review provide frameworks and methods to collect and use information to measure and improve performance. However, the critical data and collaborations necessary for an effectiveness revolution are marginalized by technical, cultural and political obstacles. Learning from other fields, the environmental sector must exploit key leverage points, such as flows of information and self-organization, to overcome impediments and create incentives to initiate and realize an era of effectiveness in environmental management.  相似文献

The major aim of this paper is to analyze how government funding affects the pace of progress in four states of the remediation process of contaminated sites, from basic risk classification to cleanup. We introduce a methodological framework that takes into account the unobserved site-heterogeneity and simultaneously models duration in the different states. The results show that although site-heterogeneity contributes to make remediation a slow process, the third state, from the elaborate risk classification to the cleanup start, is a particular bottleneck. Even if government funding can speed up the process at this state, the effect is minuscule compared to the amounts of funding required. Thus, there is a need for policy to also focus on other barriers to remediation.  相似文献

Mineral development has contributed greatly to China's economic and social development. Many challenges remain, however, including environmental pollution and resource waste in practice, as well as a dearth of systematic theoretical research. The goal of this study is to analyze the economic and social effects of various mineral developments in China from diversified perspectives, so as to provide the basis for the formulation of China's mineral development policy. The input–output effects, industrial linkage effects and income distribution effects of different mining industries are quantitatively analyzed by adopting basic hypotheses of input–output economics, industrial linkage model and income distribution antitheses based on the latest available official data from China Statistical Yearbook from 2004 to 2010 and the 2007 Input–Output Table of China. The empirical results obtained in this study indicate that all mineral development industries, especially coal mining and washing, and petroleum and natural gas extraction industries, have given a strong impetus to the increase of China's fixed asset investment and GDP. Moreover, they have provided a large number of jobs, thereby alleviating ongoing employment pressure, and they have also played a positive role in promoting China's technology investment. The analysis of industrial linkages demonstrates that mining industries are basic to the national economy and produce a significant impetus to its downstream industries, but create weak pull effects in terms of national economic development. From the perspective of income distribution, mining industries play an important role in increasing China's fiscal revenue and per capital income. Hence, China's mineral development policy should (1) encourage additional investment in technology for exploration and development to insure sufficient supply and expand the input effects; (2) attract additional talent to work in remote regions; (3) optimize the industrial structure and promote the industrial transformation in resource regions; (4) adjust the interest distribution between the central and local governments to enable the local regions to become more self-sufficient; and (5) enhance the legal environment so that companies can more readily undertake their social responsibilities voluntarily.  相似文献

Environmental communication professionals and other decision makers need to understand public sentiment toward environmental issues to effectively carry out their stewardship responsibilities. However, it is often difficult to obtain timely and reliable information about public discussion and debate regarding these issues. This paper describes an approach designed to address this dilemma: Rapid Issue Tracking is a method for quickly “taking the pulse” of public and other stakeholder discussion. The data source for Rapid Issue Tracking is online media stories, including traditional news media, social media, and other textual data such as public comments received by an agency. Two US Forest Service cases of Rapid Issue Tracking are presented to explicate the method and its usefulness in environmental communication and decision making.  相似文献

Due to rapid industrialization, with high population density and constraints of land, it is expected that level of risks arising from the hazardous industries will increase in India in the coming decades. However, 30 years after the Bhopal accident (1984), except a few discrete regulations, there is as yet no integrated system for assessing and managing risks arising out of these hazardous industries in India. The gravity of aspects related to the management of industrial risk still remains crucially important. In particular, there is no standard guideline on risk analysis methodology, acceptability or tolerability criteria, nor is there an accident database or a risk reduction strategy for the areas where risk levels are already high. On top of this, there are technical and legislative gaps in the institutional framework to implement any of the above mentioned issues. With the backdrop of the Bhopal gas tragedy, the objective of this paper is therefore to evaluate the effectiveness of a comprehensive risk assessment framework for the emerging economy of India, in order to control and/or to reduce the risk level that exists. In this context, regulations and policies pertaining to industrial risk assessment were reviewed.  相似文献

The inevitable need for freshwater to support the projected population growth along the ocean coast is an emerging issue of potential consequence to adjacent estuaries. A large and controversial water withdrawal/reservoir project in Virginia's coastal plain was the basis of science–management interactions that quantified the vulnerability of tidal freshwater nekton for a series of water withdrawal scenarios. Through progressive iterations of the regulatory review process, which in Virginia includes academic reviews of all aspects of projects proposed to affect the marine and estuarine environment, we developed a novel approach to modeling entrainment probabilities applicable to situations that lack a locally validated hydrodynamic model. The science/management interplay ultimately resulted in surface water allocation strategies that are balances to society and the affected natural environment. Model results showed that the probability of encounter (contact between an egg or larva and one or more units of the intake array) ranged from 1.71% under the conditions of a high river flow and low withdrawal rate to 99.99% under the conditions of a low river flow and high withdrawal rate. The collective body of scientific information was incorporated into regulatory conditions placed on water withdrawals that are designed to protect at least 95% of early life history stages within the intake array's zone of influence.  相似文献

In this paper we analyze policy interactions between two innovative climate and energy policy instruments, namely White Certificates (WhC) and Joint Implementation (JI) that target at energy efficiency improvement and reductions of Greenhouse Gas (GHG) emissions. We have selected The Netherlands and Bulgaria as a case study given that the former has a cumulated experience in energy efficiency policies and the latter for a growing potential in JI projects as a host country. Based on a method of analyzing policy interactions, we demonstrate how a possible design of such a scheme can take place and how it should function. A couple of parameters that deserve attention are a baseline definition and a conversion rate for credits. Our basic finding is that an integrated scheme is complementary and can assist substantially in achieving Dutch national United Nations Framework Convention on Climate Change (UNFCCC) Kyoto Protocol targets. Dutch electricity and gas suppliers (parties that receive energy efficiency obligations) can implement energy efficiency projects domestically and in other countries, hence reducing total abatement costs. Furthermore, such a scheme can stimulate further energy efficiency actions from other stakeholders participating in energy markets. Based on an ex-ante assessment, a carefully designed hybrid WhC and JI scheme appears to be effective in terms of targets, efficient, generating positive impacts on markets and society, while uncertain in stimulating innovation.

This paper describes a recent study in the UK aimed at identifying how policy makers might more effectively encourage pro-environmental behaviours amongst their target audiences. The study included analysis and synthesis of theories and models of behaviour change, a range of current policy programmes and instruments and ‘real world’ practices of individuals, households, groups and organisations.The paper highlights some important considerations for future policy within the UK and, more widely, for other countries aiming to introduce comprehensive and multi-level policy programmes to encourage pro-environmental behaviours. To this end, it emphasises the complex and non-linear nature of environmental behaviours and, thus, the importance of adopting multi-levelled and multi-instrument integrated policies across whole systems of delivery.  相似文献

The Common Agricultural Policy (CAP) was fundamentally reformed in 2003. From 2005, farmers will receive decoupled income support payments instead of production premiums if basic standards for environment, food safety, animal health and welfare are met. Farmers are likely to adjust production and management practices to the new policy framework. We describe how this reform fits into the EU strategy of making agricultural production more environmentally friendly by concentrating on the financial aspects of the reforms. Using an agricultural sector model for Austria, we show that the reform will further decrease agricultural outputs, reduce farm inputs, lessen nitrogen surpluses and make environmentally friendly management practices more attractive for farmers.  相似文献

Waste wood recovery by thermal treatment with energy recovery or by recycling allows the substitution and conservation of primary resources. Swiss government notes the potential presence of tensions between policies which simultaneously encourage the cascade use of wood, the recycling or the energy recovery by thermal treatment of waste wood. The aim of the present research is to assess the coherence of waste wood management in Switzerland by a quantitative and qualitative approach. First, a material flow analysis allows to model the wood resources and waste wood metabolism over one century. The simulation results of various scenarios of waste wood management establish that the additional impacts of the immediate thermal treatment are less significant for the reduction of CO2eq emissions but more significant for the energy production than its cascade treatments on Swiss territory. Secondly, a documentary analysis examines the determinants of the current waste wood treatments prevailing in Switzerland. Thus, the causes of the strong presence on Swiss territory of the sector of thermal treatment, the export of almost half of waste wood generated and the sub-exploitation of Swiss forest act as barriers or drivers that result in introducing a crowding-out effect where no amount of waste wood is available for recycling in Switzerland. The comparison of the results of the two approaches leads to the conclusion that the current waste wood management is coherent in relation to the various goals of the Swiss federal policies but the waste wood potential for energy production is not fully exploited. The recommendations on the waste wood management and the possibilities to use the model for other case studies are given in the conclusion.  相似文献
