Enhancing disaster management by mapping disaster proneness and preparedness

The focus of most disaster management programmes is to deploy resources-physical and human-from outside the disaster zone. This activity can produce a delay in disaster mitigation and recovery efforts, and a consequent loss of human lives and economic resources. It may be possible to expedite recovery and prevent loss of life by mapping out disaster proneness and the availability of resources in advance. This study proposes the development of two indices to do so. The Indian census data of 2001 is used to develop a methodology for creating one index on disaster proneness and one on resourcefulness for administrative units (tehsils). Findings reveal that tehsil residents face an elevated risk of disaster and that they are also grossly under-prepared for such events. The proposed indices can be used to map regional service provision facilities and to assist authorities in evaluating immediate, intermediate, and long-term disaster recovery needs and resource requirements.     

Psychosocial and ergonomic survey of office and field jobs in a utility company

Introduction. The effect of different kinds of work on the psychosocial assessment of workers under the same management and organizational environment is investigated. Methods. A voluntary assessment in a utility company was carried out using the short version of the Copenhagen psychosocial questionnaire (CoPsoQ) on two occasions, 1.5 years apart. Initially, 25 office workers (11 men and 14 women) participated, while 14 of those workers (8 women and 6 men) participated in the second assessment together with 32 field workers. The sewage, water treatment and maintenance workers, totaling 32 men, also participated in a field ergonomics assessment using the Washington State Department of Labor and Industries field work ergonomic checklist. Results. The longitudinal outlook was fairly stable, with sustained severe scores in many CoPsoQ subscales and intensification of severity of workers’ control over work and esteem for men. A significantly higher esteem score resulted for field rather than office workers. Workers subjected to foul odors showed similar severity of psychosocial factors. Discussion. For most psychosocial dimensions, the organizational design and management system in place, as well as the overall cultural environment in which it operates, create a much stronger and more decisive impact than job-specific factors.

分析了环境行政管理间接相对人因不服环境行政机关作出的具体行政行为而提起的行政诉讼案件特点，阐述了原告资格的法律来源。认为：赋予间接相对人原告资格有利于维护其合法权益，但在现时期受案范围应用适当限定。     

Environmental Market Failures: Are There Any Local Market-Based Corrective Mechanisms for Global Problems?

The paper reviews various policy tools that have been discussed in the literature, including legal, administrative and fiscal (tax) schemes, as well as tradeable emission permits, and concludes that none of them are really suitable for dealing with global problems. An alternative is suggested, namely the use of tradeable individual consumption quotas for traded commodities at the national level, to be extended later to the global level by trading quotas among nations (assuming agreement can be reached on the basis for determining quotas). This revised version was published online in August 2006 with corrections to the Cover Date.
