天目湖水环境现状及生态旅游可持续发展对策

天目湖是江苏省开发建设的重点旅游风景区之一，然而旅游业的蓬勃发展也造成了天目湖的水环境的巨大破坏。文章根据对天目湖的全湖周年水质观测以及相关的历史资料的分析，在阐述天目湖水环境现状、旅游资源的优势的基础上，提出天目湖生态旅游可持续发展的对策与建议：良好的水质是天目湖持续发展生态旅游的首要条件；明确划定天目湖水源保护区的范围；因地制宜发展具有地方特色的旅游产业；增强污水处理能力，实施截污工程；恢复植被，控制氮磷的入湖量；养殖业适度发展；加强生态旅游资源开发利用中的保护与管理。

地方安全生产条例与《安全生产法》比对分析

对全国31个省、自治区和直辖市的安全生产条例进行了收集整理,并与《安全生产法》进行了逐条对比分析。从安全理念、安全规划、监管模式、机构和人员、管理制度和方法、安全经费、处罚和其他8个方面,对地方安全生产条例中具有代表性的、新的提法或改进的做法进行了总结。在此基础上,从建立"以人为本"安全理念、将"综合治理"纳入安全生产方针;明确要求各级政府编制安全生产规划,并将其纳入国民经济和社会发展规划;清晰界定政府综合监管、行业监管和其他监管部门的职责分工;细化各类企业安全管理机构和人员配备要求;明确注册安全工程师法律地位,并在高危行业强制配备;明确劳务派遣人员的培训职责,完善从业人员培训制度;建立安全生产信息系统,构建安全生产诚信体系;明确工伤保险基金、安全生产风险抵押金、安全生产责任险等费用的缴纳及管理要求;加大对尚未导致事故发生的违法行为的处罚力度;将隐患排查治理纳入《安全生产法》10个方面提出了对《安全生产法》的修改建议。     

The Key Role of the Barefoot Fisheries Advisors in the Co-managed TURF System of Galicia (NW Spain)

Many authors have pointed out the need for simpler assessment and management procedures for avoiding overexploitation in small-scale fisheries. Nevertheless, models for providing scientific advice for sustainable small-scale fisheries management have not yet been published. Here we present one model; the case of the Barefoot Fisheries Advisors (BFAs) in the Galician co-managed Territorial Users Rights for Fishing. Based on informal interviews, gray literature and our personal experience by being involved in this process, we have analyzed the historical development and evolution of roles of this novel and stimulating actor in small-scale fisheries management. The Galician BFA model allows the provision of good quality and organized fisheries data to facilitate and support decision-making processes. The BFAs also build robust social capital by acting as knowledge collectors and translators between fishers, managers, and scientists. The BFAs have become key actors in the small-scale fisheries management of Galicia and a case for learning lessons.

Trust,Food, and Health. Questions of Trust at the Interface between Food and Health

The food sector and health sector become more and more intertwined. This raises many possibilities, but also questions. One of them is the question of what the implication is for public trust in food and health issues. In this article, I argue that the products on the interface between food and health entails some serious questions of trust. Trust in food products and medical products is often based upon a long history of rather clear patterns of mutual expectations, yet these expectations are not similar in both sectors. As long as the food sector and health sector remain distinct, these differences will not lead to problems of trust, yet when new products are introduced, like functional foods or personalized dietary advices, trust can be threatened. To prevent this, we need clarity with regard to what we can expect of these new products and of whom to expect what in this situation. This requires not␣only adequate information on operating procedures, but also a profound debate␣on responsibilities and the explication and interpretation of moral values and norms.

分析了中国环境噪声污染防治状况及变化趋势,归纳总结了"十一五"以来环境噪声污染防治的重要举措。论述了环境噪声污染防治监督管理工作现状及面临的问题,并提出了相应的对策建议,为进一步做好环境噪声污染防治工作提供了支持。     

河北省农村土地流转与农村养老现状的实证研究

农村养老体系的有效建立,离不开农村最重要的土地资源,如何利用农村土地来优化农村养老体系,提升养老质量,就显得尤为重要。针对这一课题,笔者通过河北省农村基层建设年活动,对河北省不同县市的10个村500个农户进行了调查,查找农村土地流转和农村养老面临的问题和困境,并针对当前农村养老体系不健全,新旧养老保障模式衔接不畅和农村土地流转水平低下、流转形式单一的现状,提出农村土地制度的改革要为农村养老提供资金支持,要为新旧农村养老保障体系的转变提供便利的宏观建议。
