The link between climate change and desertification is an important global problem for the United Nations Framework Convention on Climate Change (UNFCCC) and the United Nations Convention to Combat Desertification (UNCCD). The coastal provinces in Southern Centre Vietnam are strongly influenced by desertification, which is further exacerbated by climate change. The Delphi method was used to select sustainability indicators and then a method of an analytical hierarchy process was applied to prioritize sustainable solutions in Binh Thuan experts to elicit the causes and effects of desertification. According to the panel of 23 experts, 27 cause (e.g. rainfall and sunshine duration) and 22 effect (e.g. rice and agriculture) indicators were of particular importance to desertification and drought in the province. The highest priorities for cause are given to emigration, followed by income from industry and water supply for household use. The highest priorities for effect in the area are given to socioeconomic criteria, and in particular to the sub-criteria resettlement due to development projects, building hydropower reservoirs, and implementing irrigation schemes. The system of indicators provides useful information for the future studies. This study provides a means to uncover the most important criteria perceived as major contributors to desertification and as such enables policy-makers to prioritize solutions for Binh Thuan (Vietnam) by 2015 and a vision in 2020.  相似文献

This paper claims that participatory approaches to water resource management in New Zealand are highly influenced by how institutional and community actors understand and practise democracy, including indigenous Māori rights under the Treaty of Waitangi. Drawing on case study analysis from a six-year research programme in which the aim was to evaluate existing and new methods for participatory decision-making, we highlight how different but co-existing democratic beliefs and practices, referred to as democratic logics can shape relationships between governance/decision-making bodies and affected communities. One particular case is examined in detail to illustrate how the various “logics” were strengthened, extended and challenged through participatory research methodologies. Our key message is that revealing and articulating existing democratic logics for participation can help promote and facilitate new participatory approaches, as well as increase robustness and community buy-in to local government decision-making.  相似文献

This article examines the unfolding of integrated water resource management (IWRM) reforms in southwest Burkina Faso, where water resources are subject to conflicting claims by a diversity of users. We first describe the establishment a local water user committee, showing how choices regarding composition and operations grant varying levels of recognition to different stakeholders. We then discuss the implications for key dimensions of decentralized governance, namely representation and accountability. In particular we focus on: (a) how the interplay of political agendas and policy disconnects shapes the committee's viability and credibility and (b) how tensions between techno‐scientific and local knowledge affect participation and transparency. We argue that in contexts defined by contentious politics and neo‐patrimonial practices, representativeness is better ensured by the direct inclusion of user groups rather than elected officials. Though limited discretionary power, information access, and technical capabilities of committee members inhibit accountability, rural producers uphold their claims through social mobilization and reliance on local knowledge. Recognizing the opportunities offered by the country's recent democratic turn, we formulate recommendations aimed at addressing structural drivers and enabling citizen agency in decentralized water governance. At the same time, further research is needed on local people's understandings of representation and accountability, to ensure that they are involved in institutional design and practices in ways that affirm what they value and what they know.  相似文献

Natural ecosystems perform fundamental life-support services upon which human civilization depends. However, many people believe that nature provides these services for free and therefore, they are of little or no value. While we do not pay for them, we pay significantly for their loss in terms of wastewater treatment facilities, moratoriums on greenhouse gases, increased illnesses, reduced soil fertility and losses in those images of nature that contribute to our basic happiness. Little is understood about the well-being benefits of the natural environment and its ecosystem services. The interwoven relationship of ecosystems and human well-being is insufficiently acknowledged in the wider philosophical, social, and economic well-being literature. In this article, we discuss an approach to examine human well-being and the interactions of its four primary elements-basic human needs, economic needs, environmental needs, and subjective well-being-and ecosystem services.  相似文献

We integrate information from several disparate data sources including agricultural statistics and remote sensing to quantify and map the distribution and dynamics of agricultural returns to land and water resources from 1996/1997 to 2000/2001 in the Murray–Darling Basin (MDB), Australia. Total profit to agriculture was estimated at AUD3.86B in 1996/1997 and AUD3.73B in 2000/2001. The mapping reveals a high spatial concentration of economic returns to land and water resources from agriculture. Dryland agriculture covers over 82% of the study area. Irrigated agriculture covers 1.7% of the land area (2000/2001) but returns one third of the total profit to agriculture. We found that around 80% of the profit to agriculture comes from just over 5% of the land area. The results from this regional scale economic mapping can inform regulatory policy and public investments in natural resource management through targeting industries and regions that provide low marginal returns to the natural resource base.  相似文献

The issues discussed include exchange-rate volatility and the risk management practices used to deal with it, the role of productivity differences across countries, and the impact of a booming resources sector on the country's exchange rate. On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

Widely advocated as a means to make policy making more integrated, policy assessment remains weakly integrated in practice. But explanations for this shortfall, such as lack of staff training and resources, ignore more fundamental institutional factors. This paper identifies institutional capacities supporting and constraining attempts to make policy assessment more integrated. A comparative empirical analysis of functionally equivalent assessment systems in four European jurisdictions finds that there are wide-ranging institutional constraints upon integration. These include international policy commitments, the perception that assessment should support rather than determine policy, organisational traditions, and the sectorisation of policy making. This paper concludes by exploring the potential for altering these institutions to make policy assessment more integrated.  相似文献

通过大量实验,研究建立了水体中9种酚类化合物同时测定的多个监测分析方法,包括液液萃取-气相色谱-氢火焰检测器法、液液萃取-气相色谱-质谱法、液液萃取-衍生化气相色谱-质谱法、固相萃取-液相色谱-紫外检测器法和固相微萃取-气相色谱-质谱法。研究表明各个分析方法均具有较高的灵敏度,方法检出限在0.03~2.5 μg/L之间,能满足相关环境工作的需要。经方法适用性和可操作性比较,推荐选择固相微萃取-气相色谱-质谱法用于应急水样的快速测定、固相萃取-液相色谱-紫外检测器法用于地表水等清洁水样的测定、液液萃取-气相色谱-氢火焰检测器法用于工业废水等污染水样的测定。  相似文献
