Conservation-based development programs have sought to create economic opportunities for people negatively impacted by biological diversity protection. The USDA Forest Service, for example, developed policies and programs to create contracting opportunities for local communities to restore public lands to replace jobs lost from reduced timber harvest. This article examines 12 years of Forest Service land management contracting in western Oregon, Washington, and northern California to evaluate if contractors located in communities near national forests have been awarded more land management contracts and contract value over time. We find that land management contracting spending has declined dramatically and, once we control for intervening factors, we find that local contractors have received a smaller proportion of land management contracts over time.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

Parameters of the production and destruction processes in different types of tundras are compared. It is shown that there is a fairly high degree of correspondence between the structure of tundra communities and the ecotopes occupied by them. On the other hand, typologically similar lowland and mountain tundras markedly differ in the functional respect. The rate of decomposition processes is higher under environmental conditions of the mountain tundra belt.  相似文献

A benthic in situ flume and a 1D biogeochemical sediment model to evaluate solute fluxes across the sediment–water interface have been developed. The flume was successfully used to determine oxygen and nutrient fluxes at various locations of the Neckar River in Germany. The experimental results were linked with vertical pore water concentration profiles and independently verified with the model. By combining experimental and model results we assessed the influence of dissolved oxygen concentrations in the water column and the availability of degradable organic matter on sediment oxygen demand. The results and the derived relations can be used to parameterize the sediment module of large scale water quality models, allowing one to assess the influence of sediment–water interactions on various aspects of river water quality. Moreover, the biogeochemical sediment model can help to improve the general understanding of the processes governing solute concentrations and fluxes in sediments and across their interfaces.  相似文献

The effect of a cyclone (Ami, January 2003) on drinking-water quality on the island of Vanua Levu, Fiji was investigated. Following the cyclone nearly three-quarters of the samples analysed did not conform to World Health Organisation (WHO) guideline values for safe drinking-water in terms of chlorine residual, total and faecal coliforms, and turbidity. Turbidity and total coliform levels significantly increased (up 56 and 62 per cent, respectively) from pre-cyclone levels, which was likely due to the large amounts of silt and debris entering water-supply sources during the cyclone. The utility found it difficult to maintain a reliable supply of treated water in the aftermath of the disaster. Communities were unaware they were drinking water that had not been adequately treated. Circumstances permitted this cyclone to be used as a case study to assess whether a simple paper-strip water-quality test (the hydrogen sulphide, H(2)S) kit could be distributed and used for community-based monitoring following such a disaster event to better protect public health. The H(2)S test results correlated well with faecal and total coliform results as found in previous studies. A small percentage of samples (about 10 per cent) tested positive for faecal and total coliforms but did not test positive in the H(2)S test. It was concluded that the H(2)S test would be well suited to wider use, especially in the absence of water-quality monitoring capabilities for outer island groups as it is inexpensive and easy to use, thus enabling communities and community health workers with minimal training to test their own water supplies without outside assistance. The importance of public education before and after natural disasters is also discussed.  相似文献

Optimum natural resource management and biodiversity conservation are desirable goals. These, however, often exclude each other, since maximum economic benefits have promoted drastic reductions in biodiversity throughout the world. This dilemma confronts local stakeholders, who usually go for maximizing economic inputs, whereas other social (e.g., academic) sectors are favor conservation practices. In this paper we describe the way two scientific approaches—landscape and participatory research—were used to develop sound and durable land use scenarios. These two approaches included expert knowledge of both social and environmental conditions in indigenous communities. Our major emphasis was given to detect spatially explicit land use scenarios and capacity building in order to construct a decision support system operated by stakeholders of the Comunidad Indigena de Nuevo San Juan Parangaricutiro in Mexico. The system for decision-making was fed with data from inventories of both abiotic and biotic biodiversity components. All research, implementation, and monitoring activities were conducted in close collaboration with members of the indigenous community. As a major result we obtained a number of forest alternative uses that favor emerging markets and make this indigenous community less dependent on a single market. Furthermore, skilled members of the community are now running the automated system for decision-making. In conclusion, our results were better expressed as products with direct benefits in local livelihoods rather than pure academic outputs.  相似文献

To be considered as sustainable, a mining community needs to adhere to the principles of ecological sustainability, economic vitality and social equity. These principles apply over a long time span, covering both the life of the mine and post-mining closure. The legacy left by a mine to the community after its closure is emerging as a significant aspect of its planning. Progress towards sustainability is made when value is added to a community with respect to these principles by the mining operation during its life cycle. This article presents a series of cases to demonstrate the diverse potential challenges to achieving a sustainable mining community. These case studies of both new and old mining communities are drawn mainly from Canada and from locations abroad where Canadian companies are now building mines. The article concludes by considering various approaches that can foster sustainable mining communities and the role of community consultation and capacity building.  相似文献

Species that are strong interactors play disproportionately important roles in the dynamics of natural ecosystems. It has been proposed that their presence is necessary for positively shaping the structure and functioning of ecosystems. We evaluated this hypothesis using the case of the world's largest parrotfish (Bolbometopon muricatum), a globally imperiled species. We used direct observation, animal tracking, and computer simulations to examine the diverse routes through which B. muricatum affects the diversity, dispersal, relative abundance, and survival of the corals that comprise the foundation of reef ecosystems. Our results suggest that this species can influence reef building corals in both positive and negative ways. Field observation and simulation outputs indicated that B. muricatum reduced the abundance of macroalgae that can outcompete corals, but they also feed directly on corals, decreasing coral abundance, diversity, and colony size. B. muricatum appeared to facilitate coral advancement by mechanically dispersing coral fragments and opening up bare space for coral settlement, but they also damaged adult corals and remobilized a large volume of potentially stressful carbonate sediment. The impacts this species has on reefs appears to be regulated in part by its abundance—the effects of B. muricatum were more intense in simulation scenarios populated with high densities of these fish. Observations conducted in regions with high and low predator (e.g., sharks) abundance generated results that are consistent with the hypothesis that these predators of B. muricatum may play a role in governing their abundance; thus, predation may modulate the intensity of the effects they have on reef dynamics. Overall our results illustrate that functionally unique and threatened species may not have universally positive impacts on ecosystems and that it may be necessary for environmental managers to consider the diverse effects of such species and the forces that mediate the strength of their influence. 以三峡库区重庆市主城段清水溪为典型的城市富营养化河流代表,选取河岸带3种常见凋落叶为分解对象,设计了7种凋落物组合(3个单种和4个混合物种)和3种孔径的分解袋(50μm、250μm和2mm),开展原位实验,探讨混合凋落物的性状、功能多样性与底栖分解者类群及其交互作用对叶片质量损失和混合效应的影响.结果表明,仅有50%的处理表现为显著非加和效应(且均为负值),这与凋落物的性状密切相关.随着混合凋落物功能离散度的增加,尤其组合中含高木质素等难分解物质的凋落物时,分解变慢.微生物在富营养化河流混合凋落物的分解中占主导作用,小型和大型底栖动物均抑制了混合凋落物的分解过程.在富营养化河流的修复过程中,需重视河流凋落物分解功能,注重调整河岸带植物的配置,以及提升底栖动物的生物多样性并恢复底栖动物在凋落物分解中的正面效应.  相似文献

浮游细菌群落对城市湖泊中的营养元素循环及有机质分解发挥着重要作用.基于高通量测序技术,对南昌市湖泊浮游细菌群落结构的时间(4、6和8月)和城郊差异及其影响因素进行了研究.结果表明:(1)南昌湖泊浮游细菌优势类群为放线菌门(Actinobacteria, 41.60%)、变形菌门(Proteobacteria, 22.29%)、蓝藻菌门(Cyanobacteria, 16.21%)和拟杆菌门(Bacteroidota, 10.17%).(2)南昌湖泊细菌群落结构在4、6和8月间存在显著差异,但在城区湖泊与郊区湖泊间不存在显著差异;以Proteobacteria(4月>6月>8月)和Cyanobacteria(6月>8月>4月)为主的10种菌门的丰度在3个月份间存在显著差异;6月菌群结构的相似性会随地理距离的增加产生明显的减小趋势,4月和8月的减小趋势不明显.(3)在降水偏多的6月,湖泊非淡水细菌的占比显著高于4月和8月,城区湖泊与郊区湖泊的非淡水细菌占比没有显著差异.(4)确定性过程主导了湖泊细菌群落的构建,随机过程对湖泊菌群构建的贡献较低;水温是影响南昌湖泊细菌...  相似文献
