Local air pollution and global climate change taxes: a distributional analysis for the case of Spain

Global climate change measures are difficult to implement. In this context, local air pollution measures may play an important role in the political agenda since their effects are felt more immediately by citizens. Distributional implications are one of the main barriers for implementing environmental policies. This paper explores the distributional implications of air pollution taxes and compares them to climate change taxes. For the comparison, both tax schemes were set to yield the same revenue. Methodologically, the study uses a top–down approach linking a macro model to a micro model. We find that taxes on local air pollutants are more regressive than those levied on CO2. This is because the goods implicitly taxed have a greater weight in the consumer basket of low-income groups, even if the tax revenues are recycled. Furthermore, the revenue-neutral recycle scheme increases both taxes efficiency, but, at the same time, can increase regressivity. 相似文献

This paper examines climate-change benefit-cost analysis in the presence of scientific uncertainty in the form of ambiguity. The specific issue addressed is the robustness of benefit-cost analyses of climate-change policy alternatives to relaxation of Savage's original axioms. Two alternatives to subjective expected utility (SEU) are considered: maximin expected utility (MEU) and incomplete expected utility (IEU). Among other results, it is demonstrated that polar opposite recommendations can emerge in an ambiguous decision setting even if all agree on Society's rate of time preference, Society's risk attitudes, the degree of ambiguity faced, and the scientific primitives. We show that, for a simple numerical simulation of our model, an MEU decision maker favors policies which immediately tackle climate change while an IEU decision prefers “business as usual”.“Each agency shall assess the costs and benefits of the intended regulation, and recognizing that some costs and benefits are difficult to quantify, propose or adopt a regulation only upon a reasoned determination that the benefits of the intended regulation justify its cost.” Executive Order 12866 of the US President. 相似文献

Each year governments and industry around the globe spend billions of dollars in search of treatments and cures for diseases that shorten lives, which often means gadgets, implants, radiation and pills. These “cures”, do not get to the root of the problem. Perhaps it is time for us to adjust our thinking to be more proactive instead of reactive in public health. Perhaps we need to consider confronting environmental pollution of air, soil and water at a local level. As the Physicians for Social Responsibility point out, we should be “preventing what we cannot cure”. One such preventive measure is ensuring that our communities, including our poor inner-city neighbourhoods, enjoy a clean environment. We challenge local and national policy-makers to respond to the global call and to take action to address environmental toxins; to take local action to ameliorate the pollution of the air, water and soil in so many of our nation’s neighbourhoods. A person’s neighbourhood, and the proximity of dangerous environmental contaminants within it, is a powerful predictor of how long s/he will live. While situations like the poisoning of the water in Flint, Michigan have gotten some attention, they are generally treated as the exception rather than a reflection of real environmental hazards that exist in the west. Moreover we wonder why more endemic issues of neighbourhood environmental contamination that shorten human lives are not a priority for local action or that it is not linked to disproportionate production of greenhouse gases that cause climate change/warming/chaos. 相似文献

Consumers influence climate change through their consumption patterns and their support or dismissal of climate mitigation policy measures. Both climate-friendly actions and policy support comprise a broad range of options, which vary in manifold ways and, therefore, might be influenced by different factors. The aims of the study were, therefore, two-fold: first, we intended to find a meaningful way to classify different ways of addressing climate change. Second, we aimed to examine which determinants influence people's willingness to engage in these behaviors. We conducted a large-scale mail survey in Switzerland in which respondents rated, among other items, their willingness to act or support a range of possible actions and mitigations measures. A principal component analysis indicated that a distinction in terms of a behavior's directness as well as a differentiation according to perceived costs seem to be appropriate to classify climate-friendly actions. Multiple regression analyses showed that perceived costs and perceived climate benefit turned out to be the strongest predictors for willingness to act or to support climate policy measures. The strong influence of perceived climate benefit might reflect a strategy of reducing cognitive dissonance. As high-cost behaviors are more difficult to adopt, consumers may reduce dissonance by dismissing high-cost behaviors as not effective in terms of climate mitigation. Political affiliation proved to be another strong determinant of willingness to act or support. Participants on the right wing were less willing to show indirect climate-friendly behaviors, change their mobility behaviors, and to support any type of climate mitigation policy measures. This study characterizes the impact of climate change in two basins in Idaho, the Spokane River and the Boise River basins. We simulated the basin‐scale hydrology by coupling the downscaled precipitation and temperature outputs from a suite of global climate models and the Soil and Water Assessment Tool (SWAT), between 2010 and 2060 and assess the impacts of climate change on water resources in the region. For the Boise River basin, changes in precipitation ranged from ?3.8 to 36%. Changes in temperature were expected to be between 0.02 and 3.9°C. In the Spokane River region, changes in precipitation were expected to be between ?6.7 and 17.9%. Changes in temperature appeared between 0.1 and 3.5°C over a period of the next five decades between 2010 and 2060. Without bias‐correcting the simulated streamflow, in the Boise River basin, change in peak flows (March through June) was projected to range from ?58 to +106 m3/s and, for the Spokane River basin, the range was expected to be from ?198 to +88 m3/s. Both the basins exhibited substantial variability in precipitation, evapotranspiration, and recharge estimates, and this knowledge of possible hydrologic impacts at the watershed scale can help the stakeholders with possible options in their decision‐making process. 相似文献

Interacting forces of climate change and globalization are transforming the Arctic. Triggered by a non-linear shift in sea
ice, this transformation has unleashed mounting interest in opportunities to exploit the region’s natural resources as well
as growing concern about environmental, economic, and political issues associated with such efforts. This article addresses
the implications of this transformation for governance, identifies limitations of existing arrangements, and explores changes
needed to meet new demands. It advocates the development of an Arctic regime complex featuring flexibility across issues and
adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and
in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is
on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements

This experimental research addresses the effectiveness of communication about complex environmental issues, depending on whether the same information is provided by multiple collaborating or by individual organizations (i.e., stakeholders). The information provided pertains to carbon dioxide capture and storage (CCS) technology, as an example of a complex environmental issue. In Studies 1 (N = 75) and 2 (N = 66) we found that participants perceived factual information from collaborating stakeholders to be of higher quality than when the same information was provided by individual stakeholders. As predicted, the expectation of diverse perspectives being represented in the collaborative information mediated this effect. In addition, in Study 3 (N = 79) the perceived dissimilarity of collaborating stakeholders was shown to be an important precondition for the collaboration effect observed in Studies 1 and 2. Finally, these studies indicate that occasional collaboration between different stakeholders does not necessarily harm the perceived credibility of each individual stakeholder. 相似文献

农业增长除受到基本投入要素的影响,还受制度因素的影响。对于制度因素对农业增长的影响的研究,大多文献是从定性的角度分析。本文运用计量经济学和统计方法,通过对1978-2007年总体和不同阶段农业增长与农村土地制度、价格制度、财政制度和税费制度进行理论和实证分析,探讨制度变迁对农业生产总值增长的推动作用。文章通过分析发现,我国农业在要素投入并没有周期性变化的情况下,农业总产值增长率却呈现一定的周期性。为了探究农业周期性增长的原因,本文结合我国农村经济制度变迁的路径和农业总产值指数变化的特点,将改革开放以来我国农业增长分为三个阶段进行分析,同时根据Griliches生产函数构造计量分析模型。通过分析发现,正是由于不同阶段农村土地制度、价格制度、财政制度和税费制度的变迁,导致农业生产总值增长率周期性起伏。因此,制度变迁是改革开放后中国农业经济增长的内在决定性因素。 相似文献
