This article considers the dispute between moral economy and rational peasant theories of agrarian societies in application to problems of collective action. The moral-economy theory holds that traditional peasant society is organized cooperatively through shared moral values and communal institutions; while the rational-peasant theory maintains that peasant society shows the mark of rational individual calculation, leading to free-rider problems that undermine successful collective action. This article offers an abstract model of a traditional village and assesses the applicability of recent qualifications of the collective action argument to this model. It will emerge that the social characteristics of the traditional village embody features that facilitate collective action by rational peasants. 相似文献

Within the context of political democratization, this article explores environmental protection in Hong Kong since the government
lauched a ten-year program to “save the environment” in 1989. Examining environmental management by law from a social-choice
perspective, it argues that the government has yet to reach an integrative policy orocess. Hence the preconditions for an
integrative set of environmental legislation are absent. Institutionally, without a comprehensive green policy, the current
arrangements lack a vision as an integrative force to promote effective coordination among various sectoral environmental

has rendered impossible strict enforcement of environmental rules and regulations as local economic growth enjoys a priority
over environmental protection. At a time of environmental awakening, the people of Hong Kong are not yet prepared awakening,

observation is that Hong Kong has yet to see more mature political, legal, administrative, and social conditions for managing

ABSTRACT: The aim of this paper is to present a multicriteria methodology for decision aid at the stage of programming a water supply system (WSS) for a rural area. The programming stage is an intermediate one between planning and designing water supply facilities, and can be decomposed into two problems: (a) setting up a priority order of water users, taking into account socio-economic criteria; and (b) choosing the best technical variant of the WSS. Among the criteria considered for the latter problem, there is a criterion of distance between the socio-economic priorities of users and the precedence orders of users according to the technical programming, which plays a coordinating role between problems (a) and (b). ABSTRACT The problem of water resources management can be viewed as one requiring the existence and application of some type of “collective decision” mechanism. Currently, the general water resource decision problem is solved using an “individual decision” format without explicit consideration of the dominant social decision system. This paper demonstrates the need for blending technical planning activities with organized societal processes and then proposes a specific public decision framework to satisfy this requirement. The key element in this planning framework is a generalized “bargaining arena” which serves to link technical activities with the social system. Using this bargaining device we can (1) specify policy at a local level, (2) incorporate “social decision” rules into the planning process, and (3) provide local access to the decision process. A simple case of regional water quality management is used to describe the application of this planning procedure and to offer encouragement for successful use in more complex real-world cases. 相似文献

Agroforestry – the traditional practice of growing trees on farms for the benefit of the farm family and for the environment – was brought from the realm of indigenous knowledge into the forefront of agricultural research less than two decades ago. It was promoted widely as a sustainability-enhancing practice that combines the best attributes of forestry and agriculture. Based on principles of natural resource management and process-oriented research, agroforestry is now recognized as an applied science, that is instrumental in assuring food security, reducing poverty and enhancing ecosystem resilience at the scale of thousands of smallholder farmers in the tropics.Trees on farms provide both products and services: they yield food, fuelwood, fodder, timber and medicines, which farm families can use at home or take to market to bring in much-needed cash; they replenish organic matter and nutrient levels in soils and they help control erosion and conserve water. The International Centre for Research in Agroforestry, and its partners, are working to integrate the functions of trees with policy and institutional improvements that aim at facilitating wide-scale adoption by farmers.Two examples described in this paper are replenishing soil fertility in sub-Saharan Africa using short-term improved tree and shrub fallows and the results of agroforestry research to support significant land tenure policy in southeast Asia.Although just one option in sustainable land-use, science-based agroforestry has the potential to produce economically, socially and environmentally sound results for the billions of people who depend on this ancient practice and modern science. 相似文献

Costs and benefits associated with matings and the effects of mating frequency on fitness commonly differ between the sexes. As a result, outcrossing simultaneous hermaphrodites may prefer to copulate in the more rewarding sex role, generating conflicts over sperm donation and sperm receipt between mates. Because recent sex role preference models remain controversial, we contrast here some of their assumptions and predictions in the sea slug Chelidonura sandrana. For this hermaphrodite with sperm storage and internal fertilisation, risk-averse models assume that fitness pay-offs are constantly higher in the female than in the male function in any single mating. Moreover, excluding mutual partner assessment, these models predict male mating behaviour to be independent of receiver traits. The competing gender ratio hypothesis assumes that relative fitness pay-offs, and thus the preferred mating roles, vary and may reverse between matings and predicts that ejaculation strategies co-vary with receiver quality. We found that field mating rates of C. sandrana substantially exceeded what is required to maintain female fertility and fecundity, indicating large variation in direct female benefits between matings. We further demonstrate that male copulation duration adaptively increased with partner body size (i.e. fecundity) but decreased with recent partner promiscuity. These findings are compatible with the gender ratio hypothesis but contradict risk-averse models. 相似文献
