DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory.  相似文献

针对全断面掘进机施工过程中,产生大量岩尘影响施工人员工作环境的问题,采用理论分析、数值模拟与现场测定相结合的方法,以青岛地铁2号线全断面隧道掘进机工作面为对象,对协同通风影响全断面隧道掘进机工作面风流运移与岩尘污染分布规律进行研究。结果表明:在复合式通风模式和一定条件下,在隧道中段会形成由主通风与回风主导的耦合风场;当协同通风量(Qcv)从6 m3/s增大至12 m3/s时,产生的岩尘可控制在距掌子面77.2 m的范围内;当Qcv=8 m3/s时,岩尘最小扩散距离为44.7 m,工作区周围岩尘浓度约为30.1 mg/m3。  相似文献

雾霾污染的城市间动态关联及其成因研究   总被引:2,自引:0,他引:2  
面对严重的雾霾天气以及雾霾污染边界不断扩张的严峻挑战,加快创新大气污染联防联控体系以形成跨区域协同治污合力势在必行。本文基于京津冀、长三角、珠三角、成渝、长中游等五大地区96个城市2015年的空气质量指数(AQI)以及PM_(2.5)、PM_(10)、SO_2、CO、NO_2、O~3等6种分项污染物的逐日数据,从时间序列数据"预测能力"的视角,在向量自回归模型框架下识别雾霾污染的城市间动态交互影响效应,运用社会网络分析方法刻画雾霾污染空间关联的网络结构特征。在此基础上,运用二次指派程序从分项污染物视角考察雾霾污染空间关联的关键诱因,并利用双变量Moran指数揭示雾霾污染与其影响因素之间的空间相关性。研究发现,城市雾霾污染之间存在普遍的动态关联关系且呈现出联系紧密、稳定性强、带有明显特征的多线程复杂网络结构形态。不论在地区内部还是在全部样本城市当中,均不存在孤立的城市节点,这意味着面对雾霾污染的空间关联网络,任何一个城市都不能独善其身,均受到来自地区内部和地区以外其他城市以及它们构成的空间关联网络的影响。在六种分项污染物中,PM_(2.5)的空间关联是导致雾霾污染空间关联的最主要诱因。城市雾霾污染与其影响因素尤其是城市人口密度、投资强度、工业污染排放之间存在显著的空间相关性。基于上述结论,中国应当加快构建以防控PM_(2.5)为重点的跨区域雾霾污染协同治理机制,并将其融入城市群发展战略以及区域发展战略之中,最终实现包含雾霾污染协同治理在内的全方位的区域协同发展。  相似文献

在环境治理的问题上,20世纪人类社会所表现出来的是一种对契约、技术与制度的崇尚,反映了近代以来社会治理中的价值中立与道德祛魅精神。然而,随着环境危机事件的频发,特别是在环境以及生态问题构成了风险社会的一个重要维度的情况下,依靠契约、制度、技术的环境治理方案陷入低效甚至失灵的境地。人类命运共同体理念的提出,开拓了环境治理的新思路,让我们看到构建人与人、人与自然生命共同体的环境合作治理模式建立的希望。环境合作治理是一种可以将所有力量整合到合作行动体系中的治理模式,能够有效应对日趋恶化的环境问题,并将人类的生存与发展建立在环境友好的基础上。只有当环境治理采用了合作模式,才能在环境的维度上增强人类命运共同体的现实性。  相似文献

当前的长三角区域环境治理尽管取得了一定成效,但其治理成本过高且难以达到持久改善的效果。长三角环境污染的根源在于投资驱动型增长导致的结构性污染锁定,以及低端经济导致的能源升级障碍。因此,环境治理应着眼于区域增长方式转型和环境与发展关系的优化,关键问题在于如何改变经济增长的推动方式与路径依赖,如何在新常态经济格局下寻求新的经济增长点,以及如何协调好不同行政区划之间的利益冲突。当前长三角区域需建立区域一体化的环境协同治理机制,推进能源升级与产业去重化进程,促进地区间错位发展与联动发展,以新型城镇化调动新的增长潜力,结合智慧城市建设转变公共服务供给方式,优化城市布局。  相似文献

While collaborative governance has many benefits for environmental planning and management, those benefits are not politically feasible if they impact on process efficiency. This study assesses collaboration's effect on the duration of water permitting processes, specifically the United States’ Federal Energy Regulatory Commission's hydropower relicensing process. Collaboration was measured using a survey of participants in 24 recent hydropower relicensing processes. A Cox proportional hazards model with mixed effects assessed the relationship between collaboration, regulatory framework, hydropower facility characteristics, and relicensing process duration. Collaboration was not associated with time to license. Instead, process duration depended on the regulatory framework (especially the switch to the Integrated Licensing Process and presence of endangered species) and facility characteristics (generating capacity and facility type). The results suggest that agencies should consider engaging collaboratively during planning and permitting, given that collaboration's benefits to decision quality do not incur a cost on overall process time.  相似文献

A report is given of the results of a European collaborative study on mosaicism, pseudomosaicism and single abnormal cells in amniotic fluid cell cultures. The mean frequency of cases with mosaicism was 0.10 per cent, with pseudomosaicism 0.64 per cent and with single abnormal cells 2.83 per cent in a series of 44 170 amniotic fluid samples. There was no significant difference between the colony (in situ) and the flask method with regard to the frequency of mosaicism. Pseudomosaicism and single abnormal cells were more frequent in cases studied with the flask method probably due to other factors than the method of cultivation of the cells. The frequency of maternal cell contamination was 0.17 per cent and the frequency of wrong sex assignment was 0.11 per cent. A more correct estimation is obtained if these frequencies are doubled. There was a considerable variation between laboratories with regard to the frequencies given above. One reason for this variation is that there are no sharp limits between mosaicism, pseudomosaicism and single abnormal cells. Thus the material contained cases diagnosed as having pseudomosaicism which turned out to be mosaics at birth and to have an abnormal phenotype. These cases were very rare but pose a definite problem in prenatal cytogenetic diagnosis.  相似文献

ABSTRACT: In the arid West, the development and implementation of water policy often results in disputes among water users, resource managers, and policy makers. Although significant attempts have been made to improve public involvement and dispute resolution in water resources planning, the traditional planning process has not historically played this role for a variety of reasons. Water resources planning can become a forum for proactively resolving water policy disputes by employing the principles of environmental dispute resolution. The purpose of this article is to explore the role of collaborative, consensus-building planning processes in resolving water policy disputes. The Montana State Water Plan is evaluated as an example of such a process, and a model state water planning process is outlined.  相似文献
