ABSTRACT: Rainstorms which exceed the design capacity of conveyance systems and cause extensive damage to structures and property, occur frequently in Alberta. After such a severe storm, an early and quick assessment of the storm's location and magnitude and the corresponding frequency for various duration (storm intensity-duration curve) is often required to estimate the damage. The storm intensity-duration curve is produced with information obtained from a sparse network of recording raingages, thus, creating a high degree of uncertainty in the result. Short-duration precipitation is usually quite variable in Alberta; hencea very dense network of recording precipitation stations would be required to provide precise measurements of the storm intensity-duration curve at all locations. Such a dense network does not exist in Alberta; it would be very expensive to install, maintain, and thus difficult to justify financially. One solution for obtaining a large amount of closely spaced in-intensity-duration values is to use weather radar. Using weather radar data, intensity-duration curves could be produced routinely for any set of prespecified locations. The radar data thus have the potential for facilitating the identification of the return period of rainfall events quickly, cheaply, and precisely when the long-term intensity-duration curves are available. As a pilot project to demonstrate the feasibility of the method and the potential of the radar data, computer software was developed to derive from archived radar data, intensity-duration values for up to a 2,500 2 area for a given storm. 相似文献

ABSTRACT: Because of its importance and the perceived inability of private sector sources to meet water demands, many countries have depended on the public sector to provide water services for their populations. Yet this has resulted in many inefficient public water projects and in inadequate supplies of good quality and reliable water. Decentralization of water management, including the use of water markets, cannot solve all of these water problems, but it can improve the efficiency of water allocation. When given adequate responsibility and authority, water user associations have effectively taken over water management activities at a savings to tax payers. Moreover, water markets add the potential benefit of improving water efficiency within a sector as well as providing a mechanism for reallocating water among sectors. The key question involves developing innovative mechanisms for reducing the transaction costs of organizing water users and of making water trades. Water rights need to be established which are recorded, tradable, enforceable, and separate from land if markets are to operate effectively. Also, institutions are needed that effectively resolve conflicts over water rights, including third party impacts and water quality concerns. 相似文献

This paper presents ArcGIS‐SWAT, a geodata model and geographic information system (GIS) interface for the Soil and Water Assessment Tool (SWAT). The ArcGIS‐SWAT data model is a system of geodatabases that store SWAT geographic, numeric, and text input data and results in an organized fashion. Thus, it is proposed that a single and comprehensive geodatabase be used as the repository of a SWAT simulation. The ArcGIS‐SWAT interface uses programming objects that conform to the Component Object Model (COM) design standard, which facilitate the use of functionality of other Windows‐based applications within ArcGIS‐SWAT. In particular, the use of MS Excel and MATLAB functionality for data analysis and visualization of results is demonstrated. Likewise, it is proposed to conduct hydrologic model integration through the sharing of information with a not‐model‐specific hub data model where information common to different models can be stored and from which it can be retrieved. As an example, it is demonstrated how the Hydrologic Modeling System (HMS) ‐ a computer application for flood analysis ‐ can use information originally developed by ArcGIS‐SWAT for SWAT. ABSTRACT: This study was undertaken to investigate the cost effectiveness of selected arsenic avoidance methods. Annual costs of reverse osmosis (RO), activated alumina (AA), bottled water, and rented and purchased water coolers for various household sizes in Maine were compared. Relative ranking of systems shows that RO ($411 annually) is the most cost effective, followed by AA ($518) and one‐gallon jugs of water ($321 to $1,285), respectively, for households larger than one person. One‐gallon jugs ($321) followed by 2.5‐gallon jugs ($358) of water were found to be the most cost effective for households of one person or for households with arsenic III concentrations of 0.02 to 0.06 mg/L and arsenic V concentrations of 0.08 to 1.0 mg/L. Point‐of‐entry systems and water coolers were not found to be cost effective under any of the study's conditions. The research reported here will help states make more definitive treatment recommendations to households regarding the cost effectiveness of alternative treatment systems to reduce arsenic concentrations below 0.01 mg/L. While arsenic removal technologies are improving, which enhances removal rates and reduces costs, the major insights from this analysis appear to be reinforced by technological improvements. 相似文献

The flagship of the Environmental Protection Agency's regulatory reinvention initiative, Project XL has been touted as a regulatory
blueprint for a site-specific, performance-based pollution-control system, but widespread complaints about the costs of the
program beg the question of whether the costs of tailoring regulations to individual facilities are manageable. To address
this question, this paper presents original survey data on a sample of 11 XL projects. We find that the fixed costs of putting
in place XL agreements are substantial, averaging over $450,000 per firm. While stakeholder negotiations are widely cited
as the principal source for these costs, we find that they actually arise mainly from interaction between participating facilities
and the EPA. Moreover, EPA management problems are perceived by our survey respondents as having inflated project development
costs. Finally, we find that the key factors that explains differences in costs across XL projects are the scope and complexity
of the project proposal. These findings suggest that Project XL favors large firms that can afford to pay significant project
development costs, that EPA management problems must be resolved to reduce costs, and that there may be a significant economic
bias against complex and innovative proposals—precisely the type of proposals that Project XL was designed to foster in order
