全国及区域性人均耕地阈值的探讨   总被引:36,自引:3,他引:36  
论文首先指出并不存在联合国粮农组织提出的人均耕地面积阈值;继而认为人均耕地面积阈值具有鲜明的时间和空间特征,需要有明确的前提条件。为此按1995年的耕地实际生产力(在耕地面积中扣除菜地和经济作物用地面积),以人均400kg、450kg、500kg粮食需求量的生活标准,提出就全国平均而言,人均耕地面积不应小于0.092hm2、0.104hm2、0.115hm2(可以看作当前的人均耕地面积阈值)。根据2010、2030、2050年我国的预期耕地面积以及可能达到的生产能力,按人均400kg、450kg、500kg粮食需求量的生活标准,就全国平均而言,2010年人均耕地面积不应小于0.059hm2、0.067hm2、0.074hm2(可以看作近期的人均耕地面积阈值);2030年人均耕地面积不应小于0.052hm2、0.058hm2、0.064hm2(可以作为中期的人均耕地面积阈值);2050年人均耕地面积不应小于0.046hm2、0.052hm2、0.058hm2(可以作为远期的人均耕地面积阈值)。  相似文献

Abstract

Objective: The objective of this article is to describe the characteristics of fatal crashes with bicyclists on Swedish roads in rural and urban areas and to investigate the potential of bicycle helmets and different vehicle and road infrastructure interventions to prevent them. The study has a comprehensive approach to provide road authorities and vehicle manufacturers with recommendations for future priorities.

Methods: The Swedish Transport Administration’s (STA) in-depth database of fatal crashes was used for case-by-case analysis of fatal cycling accidents (2006–2016) on rural (n?=?82) and urban (n?=?102) roads. The database consists of information from the police, medical journals, autopsy reports, accident analyses performed by STA, and witness statements. The potential of helmet use and various vehicle and road infrastructure safety interventions was determined retrospectively for each case by analyzing the chain of events leading to the fatality. The potential of vehicle safety countermeasures was analyzed based on prognoses on their implementation rates in the Swedish vehicle fleet.

Results: The most common accident scenario on rural roads was that the bicyclist was struck while cycling along the side of the road. On urban roads, the majority of accidents occurred in intersections. Most accidents involved a passenger car, but heavy trucks were also common, especially in urban areas. Most accidents occurred in daylight conditions (73%). Almost half (46%) of nonhelmeted bicyclists would have survived with a helmet. It was assessed that nearly 60% of the fatal accidents could be addressed by advanced vehicle safety technologies, especially autonomous emergency braking with the ability to detect bicyclists. With regard to interventions in the road infrastructure, separated paths for bicyclists and bicycle crossings with speed calming measures were found to have the greatest safety potential. Results indicated that 91% of fatally injured bicyclists could potentially be saved with known techniques. However, it will take a long time for such technologies to be widespread.

Conclusions: The majority of fatally injured bicyclists studied could potentially be saved with known techniques. A speedy implementation of important vehicle safety systems is recommended. A fast introduction of effective interventions in the road infrastructure is also necessary, preferably with a plan for prioritization.  相似文献

Long-term changes, from 1984 to 2010, in the indicators of microbial pollution (total viable count, coliforms, Escherichia coli, enterococci, and Clostridium perfringens) are analysed in the Riga Hydropower Plant Reservoir, an essential source of drinking water for Riga, the capital of Latvia. Counts in microbial indicators fluctuated seasonally and were related to physicochemical parameters (nitrogen compounds, turbidity, temperature, and pH). The changes in microbial pollution were brought about by two major socio-economic developments. Firstly, Latvia’s independence from the USSR in 1991 which facilitated a distinct reduction in most microorganism counts due to a sharp decline in industrial and agricultural production. This resulted in a significant drop in point and nonpoint pollution in the river basin. A further development was Latvia joining the European Union in 2004. 为了识别恶臭污染源排放特征以及了解不同行业恶臭物质排放差异,对恶臭污染排放源指纹谱指标物质进行了筛选,并依据筛选结果对6家典型恶臭排放企业进行样品采集及分析,绘制了各家企业的指纹谱图.结果表明:①通过物质嗅觉阈值与AMGE(ambient multimedia environmental goals,周围环境目标值)和RfC(reference concentration,健康风险参考浓度)对比以及结合国内外恶臭标准受控物质和现有的标准检测方法,最终确定了包括三甲胺、硫化氢、甲硫醇等典型恶臭物质在内的19种物质作为指纹谱指标物质.②依据我国现行的标准监测分析方法对19种恶臭指标物进行检测,初步得到了各家企业的恶臭物质指纹谱数据,绘制了各家企业的指纹谱图.③指纹谱成分分析结果显示,污水处理厂主要的恶臭物质是硫化氢,ρ(硫化氢)为44.566 mg/m3;涂料企业ρ(甲基乙基酮)、ρ(丁醛)和ρ(乙酸乙酯)较高,分别为39.037、28.757、27.840 mg/m3;制药企业ρ(丙醛)较高,为4.791 mg/m3;汽车和家具制造企业ρ(二甲苯)较高,分别为15.209和2.081 mg/m3.④应用分歧系数法分析不同企业指纹谱之间的相似程度,分析结果显示,分歧系数在0.331~0.809之间,不同企业之间指纹谱存在较大差异.研究显示,建立恶臭污染排放源指纹谱可进行恶臭源排放特征识别,为恶臭污染溯源提供基础数据和科学依据.   相似文献

Sustainable development planning must be based on environmental and biophysical baseline indices that effectively define comparative development potential and environmental constraints. As such, indices must define the comparative advantage of the natural resource base and measure the fundamental capacity to sustain production rates of natural resource goods and services used to create societal well being. Complex biophysical and socioeconomic characteristics affect the identification and selection of sustainable development strategies. When derived from effective baseline indicators, indices may be used to define the spatial and temporal distribution of economically viable production opportunities and may be expressed in derived indices that realistically describe basic production opportunities and guide the selection of feasible, long-term development strategies. Specifically, representative indices are critical in the identification of development goals and realistic objectives and can be used to evaluate, select and implement sustainable development strategies and plans. It is stressed that the relevancy and effectiveness of public policies depend on the identification of representative evaluation models and baseline indices to define development strategies that are both environmentally sustainable and economically viable. In this context, the role of baseline indicators that define natural resource production capacities is discussed. This includes potential resource uses, derived benefits and their economic and environmental impacts. Key thematic indicators are suggested that may be especially useful in identifying development alternatives and impacts. This suggested that clearly defined environmental pollution limits or impact standards be used to define public risk tolerance limits and carrying capacity constraints. It is argued that these measures may be more effective in directing policy choices than economic valuation of non market goods and services that represent environmental externalities associated with resource exploitation options and economic development strategies. To this end, examples of thematic indicators and derived indices are introduced that may prove effective in resource assessment, economic evaluation and strategic development planning.  相似文献

通过对上海老港生活垃圾填埋场1991-2004年封场单元填埋垃圾腐殖质组成的分析,考察了填埋垃圾中腐殖质组成随填埋龄的变化规律.研究结果表明,填埋垃圾腐殖质的总可提取率和胡敏酸(HA)与富里酸(FA)比值(HA/FA)分别随填埋龄呈线性下降和上升趋势.因此,填埋垃圾总可提取率和HA/FA可用来有效表征填埋场和填埋垃圾稳定度.  相似文献
