新疆玛纳斯河流域灌溉水资源保证程度及提升策略   总被引:2,自引:0,他引:2  
从供需两方面,构建了区域灌溉水资源保证程度分析模型,利用该模型对玛纳斯河流域灌溉水资源保证程度进行了分析。结果表明,现状年玛纳斯河流域灌溉水资源保证程度为79.21%,各灌区存在较大的差异,下野地、莫索湾、金安、玛纳斯等灌区灌溉水资源保证程度较低,分别为69.09%、78.76%、78.25%、71.24%,明显处于亏缺状态,而石河子灌区达115.06%,处于相对盈余状态。在各灌区灌溉总面积维持现有数量以及保证灌区水资源安全的前提下,随着加大部分灌区(金安、玛纳斯和石河子灌区)地下水资源开发力度,大力发展高新节水技术以及调整种植结构,近期流域灌溉水资源保证程度总体可接近100%,但流域内除石河子灌区外,下野地、莫索湾、金安、玛纳斯等灌区灌溉水资源仍处于亏缺状态。2020年随着各种综合措施的进一步实施,全流域灌溉保证程度将增加至113.19%,各灌区将实现灌溉水资源供需平衡。最后,针对3类不同灌溉水资源保证程度地区的水资源利用状况,提出了差别化的提升策略。  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

The effects of 'natural' disasters in cities can be worse than in other environments, with poor and marginalised urban communities in the developing world being most at risk. To avoid post-disaster destruction and the forced eviction of these communities, proactive and preventive urban planning, including housing, is required. This paper examines current perceptions and practices within international aid organisations regarding the existing and potential roles of urban planning as a tool for reducing disaster risk. It reveals that urban planning confronts many of the generic challenges to mainstreaming risk reduction in development planning. However, it faces additional barriers. The main reasons for the identified lack of integration of urban planning and risk reduction are, first, the marginal position of both fields within international aid organisations, and second, an incompatibility between the respective professional disciplines. To achieve better integration, a conceptual shift from conventional to non-traditional urban planning is proposed. This paper suggests related operative measures and initiatives to achieve this change.  相似文献

A systematic understanding of dynamic animal extinction trajectories for different regions in a nation like China is critically important to developing practical conservation strategies. We explored historical and contemporary changes in terrestrial mammalian diversity to determine how diversity in each of the 5 regions in China has changed over time and to examine the conservation potential of these regions. We used records from databases on Pleistocene mammalian fossils and historical distribution records (1175–2020) for Primates (as a case study) to reconstruct evolutionary and historical distribution trajectories of the 11 orders of terrestrial mammals and to predict their prospective survival based on the national conservation strategy applied. The results indicated that since the Pleistocene, 4–5 mammalian orders have been lost in the northeast, 3 in central China, 2 along the coast, and 1 in the northwest. In the southwest, all 11 orders were maintained. Contemporarily, the coast and southwest had the highest and second-highest species densities. The southwest region and southeastern sections of the northwest region were the most historically and contemporarily diverse areas, which suggests that they should be the first priority for protected area (PA) designation. The central and coastal areas should be secondarily prioritized. In these 2 regions, conservation should focus on human coexistence with nature. Less attention should be paid to the PA in the northeast and western northwest because in these areas ecosystems are depauperate and the climate is harsh. Conservation in these areas should focus principally on avoiding further human encroachment on natural areas. 短程反硝化耦合厌氧氨氧化(PD-A)工艺外加碳源和曝气成本较低、NO2 生成稳定高效、总氮去除率高,并且可以减少温室气体N2O的排放,是一种新型的生物脱氮工艺。现有关于PD-A的研究多以水质条件单一的模拟废水为对象,针对实际废水的研究尚少。分析了PD-A工艺的机制与特点,通过对比核心功能菌短程反硝化菌和厌氧氨氧化菌的最佳生长条件,并结合现有研究提出PD-A工艺运行的优化策略,继而分析了PD-A工艺在实际废水中的应用案例。结果表明,优化COD/NO3 、接种不同结构的污泥和添加生物膜载体等有利于工艺高效稳定地运行;PD-A工艺在实际生活污水、养殖废水、高硝酸盐废水的处理中实现了较高的脱氮率,说明其处理实际废水具有可行性。最后,对PD-A工艺的发展进行展望,认为应以实际废水为处理对象,进一步研究系统内核心菌群的协同作用机制和混合生物脱氮调控方式,以提升工艺的稳定性及碳氮协同处理效率。

Objective: Though motor vehicle crashes (MVCs) were the main cause of head trauma from road traffic injuries (RTIs), motorcycle crashes (MCCs) are now a major cause of RTI-related head injury (HI) in many developing countries.

Methods: Using a prospective database of HIs from a neurosurgical practice in a sub-Saharan African developing country, a cross-sectional survey was conducted for the trauma demography and clinical epidemiology of this MCC-related HI.

Results: Motorcycle crashes accounted for 57% (473/833) of all RTI-related HIs in this registry. The victims, with a mean age of 33.1 years (SD = 18.3), consisted mainly of males (83.1%), those of low socioeconomic status (>90%), and those aged between 20 and 40 years old (56%). MCCs involved only riders in 114 cases (114/473, 32.1%), of which 69% were motorcycle–motorcycle crashes. The HI was moderate–severe in 50.8%; clinical symptomatology of significant HI included loss of consciousness (92%), anisocoria (35%), Abbreviated Injury Scale head (AIS–head) score > 3 (28%), and CT-Rotterdam score > 3 (30%). Extracranial systemic injury involved the limbs most frequently, with an Injury Severity Score (ISS) >25 in 49%. The fatality rate was 24%.

MCC-related HI among pedestrian victims involved more vulnerable age groups (the young and elderly) but have lower mean ISS compared to motorcycle passengers (mean ISS = 23.5 [11.6] vs. 27.4 [13.0]; 95% confidence interval [CI], 1.27–6.49; P = .004). In addition, compared to a contemporary cohort of MVC-related HIs in our registry, MCC victims were older (mean age 34.8 years [18.0] vs. 30.8 [18.4]; P = .002); had higher proportions of certain extracranial trauma like long bone fractures (71 vs. 29%; P = .02); and suffered fewer surgical brain lesions (25.5 vs. 17.2%; P = .004).

Conclusions: Motorcycle crashes are now a significant threat to the heads, limbs, and lives of vulnerable road users in developing countries.  相似文献

随着页岩气平台井工厂化压裂施工启动,在大排量、高压力、长时间施工条件下,高压管汇失效爆裂大幅增加。为减少高压管汇在压裂过程中失效爆裂风险,运用故障假设、因果分析法从人的因素、物的因素、技术工艺、生产管理、工作环境5个方面分析事故的原因,提出了提升采购产品质量、修订完善高压管汇使用技术规范和管理制度、实施专业化管理、应用大数据管理高压管汇、优化现场地面高压管汇流程分配布局设计与联接工艺等高压管汇失效爆裂风险预防控制措施和失效后应急安全防护措施,建立了生命周期全过程、专业化的高压管汇失效爆裂防控与应急防护体系,实现风险可防受控。为页岩气压裂作业的安全提供了参考。  相似文献
