Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice.  相似文献

In seeking to answer the question ‘who should be included in fisheries co-management?’, a constructive critique of the existing co-management literature is provided by filling the gaps of Habermas’s deliberative theory of democracy with Dewey’s pragmatism. Three conditions for ensuring democratic co-management are extrapolated from the theories: actors’ authority over decision making (empowerment), actors’ diversity (membership), and the right to self-nomination (procedures for external inclusion). The theoretical insights developed are supported with two examples of co-management institutions for inshore fisheries in the UK: Scottish Inshore Fisheries Groups (IFGs) and English Inshore Fisheries Conservation Authorities (IFCAs).  相似文献

Previous research addressing the unequal distribution of locally desirable land (LDL) has mainly ignored their associated environments (i.e., rural or urban). However, this study proposed a new framework that treats rural and urban regions separately. In rural areas, the LDLs included all public lands. In urbanized areas, the LDLs were defined as green open spaces. Potential inequities in the distribution of LDL were assessed with respect to socioeconomic characteristics of residents in the State of Georgia. Using US Census Bureau Data (2000), Census Block Groups (CBGs) adjacent to LDLs were compared to CBGs outside of LDLs on four socioeconomic variables (per capita income, occupation, education, and race) in urban, suburban and rural environments. Results showed that CBGs adjacent to LDLs were composed of statistically significant upper-class communities containing fewer blue-collar workers, more whites, and higher income and higher educated people in rural, suburban and urban areas.  相似文献

Abstract

The basic aim of this article is to briefly explore the links between socio-economic dynamics and desertification in western Lesvos, Greece. The area is characterised by certain socio-economic and development disadvantages, dependence on few productive sectors (mainly on livestock breeding) and by severe problems of land degradation and desertification. The linkages between socio-economic profile, characteristics and development trajectory with the state of environment in the area are identified through a series of in-depth qualitative interviews with local producers (livestock breeders). Research findings reveal the major socio-economic driving forces towards unsustainable productive practices, which contribute to the persistence of the problems of land degradation and desertification.  相似文献

How can public engagement assist in the development of just processes and outcomes in adaptation discourse and policymaking? A concern with justice is at the center of thinking about adaptation that is not only resilient, but also public, engaging, and transformative. Theoretically, the intersection of adaptation, transformation, and environmental and climate justice is examined, before exploring the specific concerns and normative foundations for adaptation policy articulated by local governments, environmental groups, and local residents engaged in adaptation planning in Australia. Despite a discursive disconnect between governmental focus on a risk or resilience-based approach and a community concern with the vulnerability of basic needs and capabilities of everyday life, deliberative engagement in adaptation planning can both address issues of justice and represent a transformative practice.  相似文献

Moral foundations theory argues that moral reasoning is widely observed and fundamental to the legitimacy of relevant governance and policy interventions. A new analytical framework to examine and test how moral reasoning underpins and legitimizes governance and practice on adaptation to climate change risks is proposed. It develops a typology of eight categories of vulnerability-based and system-based moral reasoning that pertain to the dilemmas around adaptation and examines the prevalence of these moral categories in public discourse about specific adaptation issues. The framework is tested using data on climate change impact, adaptation, and societal responsibility, drawn from 14 focus groups comprising 148 participants across the UK. Participants consistently use moral reasoning to explain their views on climate adaptation; these include both vulnerability-based and system-based framings. These findings explain public responses to adaptation options and governance, and have implications for the direction of adaptation policy, including understanding which types of reasoning support politically legitimate interventions.  相似文献

Each year governments and industry around the globe spend billions of dollars in search of treatments and cures for diseases that shorten lives, which often means gadgets, implants, radiation and pills. These “cures”, do not get to the root of the problem. Perhaps it is time for us to adjust our thinking to be more proactive instead of reactive in public health. Perhaps we need to consider confronting environmental pollution of air, soil and water at a local level. As the Physicians for Social Responsibility point out, we should be “preventing what we cannot cure”. One such preventive measure is ensuring that our communities, including our poor inner-city neighbourhoods, enjoy a clean environment. We challenge local and national policy-makers to respond to the global call and to take action to address environmental toxins; to take local action to ameliorate the pollution of the air, water and soil in so many of our nation’s neighbourhoods. A person’s neighbourhood, and the proximity of dangerous environmental contaminants within it, is a powerful predictor of how long s/he will live. While situations like the poisoning of the water in Flint, Michigan have gotten some attention, they are generally treated as the exception rather than a reflection of real environmental hazards that exist in the west. Moreover we wonder why more endemic issues of neighbourhood environmental contamination that shorten human lives are not a priority for local action or that it is not linked to disproportionate production of greenhouse gases that cause climate change/warming/chaos.  相似文献

Community gardens have been lauded for being inherently resistant to neoliberalism and criticised for underwriting it. To move beyond this either/or debate, we need to employ more focused lenses and specify both the processes of neoliberalisation at play and the outcomes they can produce. This paper explores the ways in which neoliberal processes of privatisation, state entrepreneurialism, and devolution intersect with community gardens, and the subjectivities that may be cultivated, the spaces that may be created and the types of justice that may be advanced as a result. It argues that certain characteristics and orientations of gardens are more conducive to resisting neoliberalism. These include the cultivation of producer, citizen, and activist subjectivities (over those of consumer, entrepreneur, and volunteer); the elevation of the use value of shared lived space (over a site’s potential exchange value) and the advancement of spatial justice through community access to non-privatised space; and food justice, through non-commodified means of obtaining food. Holding these ends in mind can help ensure that proponents of community gardening sow the seeds of the fruits they most wish to reap.  相似文献

Public participation in water decision-making is an accepted and expected practice. It is expected to lead to better decisions and ensure fairness by satisfying peoples' understanding of democracy and their “right” to participate in decisions that affect them. However, despite years of experience and “best practices”, governing bodies at all levels struggle to implement successful, genuine participation that leads to fair decisions. Ultimately, decision-making about natural resources such as water is a process that takes place in a wider power context where some groups have greater access to sources of power and entitlements. This research applies a “Social Justice Framework” (SJF) to examine the experiences of different stakeholder groups in making their voices heard during water reform processes in the Murray–Darling Basin in Australia. The experiences of croppers and graziers in two different floodplains show how historical advantages and disadvantages affect the power balance between different stakeholder groups and their ability to participate in and influence water decision-making. Applying the three components of the SJF, distributive, procedural and interactive justice, in water decision-making should lead to greater equity in distribution and underline the importance of good governance in decision-making processes.  相似文献

This study examines the spatial and statistical relationships between social vulnerability (SV) and neighbourhood walkability across three large U.S. cities with different urban typologies and development patterns: Charlotte, NC (a low-density, fast-growing “Sunbelt” city); Pittsburgh, PA (a moderate density, shrinking “Rust Belt” city); and Portland, OR (a progressive West Coast city known for its sprawl-containment policies). Binary logistic regression, independent-samples t-tests, and mapping techniques are employed to determine whether neighbourhoods with high SV (i.e. older populations, higher poverty rates, more service occupations, lower educational attainment, and a higher proportion of minorities) are as likely as those with low SV to exhibit a high degree of walkability. The publically available Walk Score® metric, based on proximity to amenities, street network connectivity, and density, was used as a proxy for neighbourhood walkability. The results indicate significant variability among cities, with Charlotte exhibiting the greatest potential for inequitable access to walkable urban environments and the most prominent concentration of “walk-vulnerable” block groups (BGs) with high SV and low walkability. Both Portland and Pittsburgh exhibited more equitable access when comparing BGs with high and low SV; however, they each presented unique spatial patterns, visualised using a series of maps.  相似文献
